Structure, Governance and Management

The organisation is governed by a Board of Trustees, responsible for legal compliance, supported by an Advisory Committee, who support the volunteers who work in the library, investigate new ideas and make recommendations to the trustees. The Advisory Committee consists of trustees and volunteers, (who staff Spondon Library), which provides a good overview of the organisation. At present Derby Libraries do not employ anyone. Trustees are recruited from residents who have an interest in supporting community managed libraries.

Objectives and Activities

This charity was established to bid for a contract with Derby City Council to operate Spondon Community Managed Library, and perhaps other Derby community managed libraries, when the organisation that held the contract decided to relinquish it, by volunteers who had supported the previous contract holder since 2018. Its primary objective is to preserve the existence of a library in Spondon, providing lending library and other related services to the Spondon community and its surrounds. It took part in the Expression of Interest process run by Derby City Council to find replacement community managed library operators during the period of this report. Our volunteers also continued to staff Spondon Library throughout the period, both while it was operated by the previous contract holder and after the community managed libraries were temporarily taken back under the control of the City Council. As well as providing library staff, our volunteers organised and took

part in events and activities for the benefit of the public and to raise funds for library services and improvements.

Achievements and Performance

Our Expression of Interest (EoI) to operate Spondon Library and five other Derby community managed libraries was submitted to the City Council in May 2023, and we were initially selected as the most favoured bidder. However, political changes then caused the City Council to suspend the process and change the terms of the invitation, announcing a new EoI process, in which we took part, the closing date of which was beyond the period of this report. In this period our volunteers worked thousands of hours staffing Spondon library and organising book clubs, Rhyme Time and Learn My Way sessions and fundraising events. Our Advisory Committee members worked on the establishment of organisation policies and procedures and the preparation of our EoI submissions as well as providing support for the library staffers. Spondon Library was the most successful of the ten Derby community managed libraries, having the most active volunteers and providing the longest weekly opening hours until, towards the end of this reporting period, structural problems were discovered in Spondon Library which necessitated short-notice closures and restricted opening times.

Financial Review

Because our main activities were the provision of labour or other non-financial related services our turnover was limited to an income of £620 and expenditure of £99. Our activities also provided benefit to Spondon Library in the form of donated fixtures and fittings.
