This period has been about growth in both client and volunteer numbers; 422Qk growth in cli-
ents and 391Yo growth in volunteers.
The Charity has Suc￿sSfUlty expanded into new areas of North Devon including Ilfracombe
and South Molton.
Development areas for 2024 12025 include Lynton and Lynmouth, Ilfracombe. Buckland and
areas south of South Molton to our area boundary.
As ever our Suc￿sS will depend on volunteer support.

Devon is the 3Td largest county in England (2,534 square rnile5. 800.000 residents) and is of the most
Sparsely populated co￿nIt¢s, with few large settlements and a dispers¢dlrurnl population. The North Devon
population is 100.21)O and is older than the naiional average with a 22.IV/• rise in people a8ed 65+ to a third
of the populati<)n 5inc¢ 2011. North Devoj) is particularly rurallremote with significant deprivation and a
PTofound lack of community Services. The m05t deprived areas in Devon are in North Devon, Ilfra¢ombe alld
Barnstaple including Forches/Whiddon Valley. Ih¢se areas are in the most deprived IOVO of 311 ar¢a5 in
England. 6,000 older people in Nofth Devon live on the state pe￿iOn (in pov¢rty) but only 1,500 re¢eive
Pension Credit benefit. More support for oldu. vulnerable people is needed including foT benefit
applications. transport and service5 to Combat loneliness and isolation.
The rnain town in North Devon 15 Bamstaple. home to North Devon Council. the Districi Hospital, 4 GP
sur8erie5 and local sernices - food shops, libTary, post offi¢e, banks. Although an attractive iown with a
liday feel, in the summer there are closethorded shops, probl¢ms with litter artd Antisoci￿ behaviour
including rou8h sl¢¢ping and street drinking aTrJ dTug tsking which is intimidating to older p￿pIc.
Pavements are very uneven, seating and disabled parking ar¢ very limited. The bus station toil¢t and café
building has been ¢losed for 3 years which Significantly impacts on the ability of older people to use buse5.
Publi¢ Iransport is very litnited and not ￿ler fri¢ndly for matty older people.
During September 2023 Ag¢ Concern CareT Support client5 weTe asked to compl¢l¢ a postal swvey whi¢h
asked about their experience of Age Concem setvites. It car] be chall¢nging for carers to find the time and
capBcity to compete Sllrveys. and we are grateful to the 48Yo who responded. 73YD of ¢&rers ivere aged 60-75.
73Vo wer¢ female. The carers had an average of 1.6 health conditions each including diabetes. rtspiratory
and mobility eonditions. mentai hea]th and beart COTJditions. The cared-for h8d Jn Average of 5.3 h￿1th
conditions each including mernory problems. mobility ?ssues, lieart conditi¢)ns. Parkinson's. hearing and sight
impairnients. can¢¢r. 5trok< incontin¢ncelbowl and bladder problems. FA¢h carer used an average of 2 Age
ConceTll 3eryices. These were respite breaks, eomrnunity s￿]VIll￿. community transport. Care Line and
Eenefits supporL the shopping service and telephone befriending. 1009/0 used Service Manager support.

Further developments for carer respit¢ breaks are planned for 2024f25 with the conversion of the Go North
Devon building in Barnuaple Bus Ststion io a Day Club 5UPPOrting 50 people a week with 5 hour wpite
breaks and providing the cared-for with a sociable fully e8tered day. Planning perrni$sion has been received
and builders are being invited to tend¢r. OJKe costs aTe known funding applications to support the project
will be submitted.

Nurses/Advisots and Devon Carers, family, friends, neighbours and self-referr8ls. Self-referrals have grown
over the last 12 months which demonstrates the importance of our extensive marketing campaigns which are
designed io reach the most lonely and i501ated. often using letter box drops to ensure we reach people who
are hou$ebouT]d a￿d particuloxly vulnerable.

journeys. Wheelthtiirs and walking aids can be transported and one to one 5UPPOrt to attend medical and
other appointments can be provided. Escorts may be required for particularly vu]ntrable passengeTS. Thi5
service has gmwn from l O to 30 weekly journey5 with driver numbers ￿0wIng from 5 10 20.
o Shopping Service - An Age Con¢em volunteer either ac¢ompanies a))d helps someone to undertake their
oivn food shopping or is provided with a list and payment and method to undertake the food shopping on
their behalf. Help with shopping lists, canying bags and putting shopping away ¢8n be provided. Around
25-30 peopl¢ used this se￿1¢e each week on avernge throughout ihe period.
o Befriending and Telephone Befriending- An Age Concern voluntttr provides a weekly befriending visit.
Visits u$ually last an hour during which tim¢ peopl¢ enjoy a oup of tea and a chat, look at old photographs.

Face to fatt befriending grew from 10 to 25 weekly visits in 2023124 and Telephone Befriending grew from

o Carer Support - An Age Concern volunteer provides a weekly befriending visit to the cared-for allowing
the carer to tkke 8 much-tteeded break. Visits usually last 2-3 hours during which time people enjoy a cup of
tea and a Chat, l(M)k at old photobTaphs and play games. In addition io befriending the care&ftir, the volunte
also provides 511PPOrt to the carer. Just being heard can make a big dtfference to how cÈrer5 feel. 8 ￿0p]e a
week used this service in 2022123 which to 20 people a week in 2023124.
o Ilospit21 Support - An Ag¢ Concern volunteer provides short-term support. often up lo 6 weeks. for
someone to prepare for. during 8md after & stay in h05Pital. This can include packing and preparing for
hospital adJni$sion, visits during a hospital stay 8t￿ support at home after hospita] diseharge. This service
vaiies greatly. referTa]5 mainly come directly from the hospit￿ di5chaTge team and are cornplex, often
requiTing a lot of staff tnput. On average 1-2 people used this service earh week in 2022123 and 2023124.

in 2023 as a r¢5uIt of a community surv¢y which showed that al8￿e number of older and vulnerible people
needed 5UPPOrt to auess Barn￿aP1¢'S seTViC¢S and facilities. Partnering with BaTnstaple Town Council and
Barnstople Library enabled a Wellbeing Caf< Soup Lun¢h. Help Desk, and Games and Craft Aft¢rnorA) to
bB provided along with on¢-tOO-one sijpport to use the town centre 05 needed.
o Shopinobilily, Scooter and Wheelchair Hire- Glean¢dlserviced wheel¢haiTS can Ee hiied by the day w the
week. This servtce wls taken on 8S the existing supplier (Go North Devon) sadly ¢los¢d in 2023. The service
quickly grew frorn 5-10 hires each week with free Provision on Elder Day.
Over 2.800 people were supported during 2023124 with over 17,500 units of support. Volunteers donatsd
over 14,000 hours of 5¢rvice which equates lo a donation of £168.000 based on the aduli living wage. These
numbers represent significant gromrth on the previous year, more th8n doubling units of support and hours of
Service and increasing the number of people we 5UPPOrt by 55%. Wtth the in volunteer numbers, we
are now 8ble to provide more holistic support to our ¢lients with most peoplc using multiple S¢Tvi¢es,
enabling us to meet higher levels of nttd and make a real difference to the most vultwable in OUT
community.

Ilfraeombe and Age Concern South Molton). services are being scaled-up to meet community need. Future
development alea5 ar¢ around Lynton and LynrnoutK IlfTacombe. Bucklttnd and South of South Molton.

The total bsjjk balance of £87,064 in ACBND ￿ 31 March 2024 represents at least 4 months of Charity
fundxng. £69,349 of income receÉved is deferred into the following year.
Due to the risks o￿lIned in a) to d) below the Charity ￿pireS to hold a reserve equal to six months of
operatijjg costs.
Thi5 is necessary because..
a) A source of income. e.g. a grant or community donation, rnay not be renewed due io economic
circuinslances beyond ACBND control and funds mighi be needed to give Trustees tirne to take action if
iJ)come falls below expectations. The fijnding climate is increasin￿y challenging, and thi5 risk has becorne
more likely.
b) There may 8 need to fund short-term deficits in a cash budgei, e.g. money may need io be spcnt before
a funding grant IS T¢ceived. The time tsken for fvnders to process grant applications and make 8rartt
payments h&5 increased in recent years and is often longer than staled in grant guideli1￿5.
c) There is a risk of an unforegeen emergency such as on unexpected Ifirgc IT Tepair bill, e.g. for a eomputEr
virus cleanse.
d) ACBND may need to cover unfoFesecn day-to4ay operational cost& e.& employing iempoTary stfjff to
cover a long-temi sick absence.
Going eoDcern
The charity is r¢liant on conttnuing fvnding from Devon County Council and other thiTd p2rty grdntsldonors
to enable it to cover its operating expendtlure.
Th¢ Trustees ore oplimistic that further funding will b¢ a8rttd with applications for ￿antS in progress, but
there can be no certainty in relation to this.
On this basis. the tru5tee5 have continued to adopt the goiT)g concern basis of accounting. The trustees are
¢arefully monitoring the charity's financial position through ¢8reful comparison of budgeted to actual results
with funding from D¢von County Council ongoing at ihe d&te of upproval of the finoncial siatements.

to make adjustment5 to funding and costs as required. An external aCCo￿tant produces th¢ Accounls a￿1
Annual Report and ensures all external Teporttng requirements are met.
IT risks are managed via an exterr]al piovider. Al¢hemy Systems. Cloud-ba5ed shared drives and databases
provide secure back-up for cli¢nl and vtslunteer dat&. All virus risks are managed by Alchemy who look after
the Charity softwaTe and hardw4re, providing both day to day remoie staff technica] 5UPPOrt as well as
on4ite support. A provision is made in the budget for ¢TiSiS management in case this is r￿uIred.
HR risks are managed by using an external pmvider. South West Council (SWC). SWC provide remote
support for any HR issue5, review poli¢ie51procedures, and provide additional 5UPPOrt for specific issues if
needed. A provision is made in the budget for additional HR and legal support if required.
Risk A5ses5ment5 at the main Charity office, pnd all project sites. are carried out annuatly. Lead volunteers
at projects, and individual lone working volunieers, are trdined a5 fEquired in risk and health and safery,
including lone working and 58feguardin£. All volunteers are sup¢rvi5ed arAd supported to use Charity policies
and procedures currectly. All Clurity policies and PToc¢dures are rtviewed and updated gnnuolly or as

are used. and incidents aT¢ reported. If nece55ary. H&S is adjusicd to reflttt Experience. A fire register is
taken at all clubs, group5 and meeting5.
