East Riding Food Poverty Allian￿ (ERFPA) was established under a Constitutlon
(Association model) and Is a reglstered Charitable Incorporated OrganISa￿on (CIO), The
Charlty was reglstered with the Charity Commission on 31 January 2023.
If the CIO Is wound up, the members of the CIO have no Ilability to contrlbute to its assets
aria no personal responslL)Iiiry for setulng its debts dllLI lidbllilies.
Appolntment of Trustees
The Trustees form the Executive Committee of the char,ty. The mernbers of the Executlve
Committee are eletted at the Annual General Meeting by the rnembers of the Charity, and
usually serve for a three-year term. At the end of tlis term, they can stand for re-
election, All members are circulated invitations to nominate Trustees In advance of
the AGM.
The Constitution states that there must be at least three charity trustees. The maxlmum
nurnber of Trustees is nine.
There is a provision for the co-option of additional trustees by the Trust& Board, provided
that the maximum number of trustaes is not exceeded. Co-opted trustees must retire at
the next AGM after their appointrnent, and shall not be counted for the purt)ose of which
of the charity trustees are to rebre by appointment at the AGM.
Any person retiring as a charity trustee by rotation or by giving notice to the CIO is eligible
for reappointment.

Trustee Induction and Training
New Trustees undergo induttlon, provided by the current Trust￿ Board. The Induttion
includes a discussion about the role and responsibillties of Trustees, the activities, aims
and objectives of the Charity, the structure of the organisation, Board of Trustees, general
procedLrres of the organisation, New Trustees are Introduced to members of staff and
other Trustees, and are provided with the Charity Commissions'Roles and Responsibilities
of Trustees,, the Constitudon, the latest statutory financial statements, Annual Report, and
financial reports provided to the Board of Ttustees. Any additional training required by
new Trustees will be identified during induction, and may be requested at any point whlle
they hold the posiknon of Trustee, where it is considered useful to their role as Trustee.
Trustees are also invlted to attend events and attivities in order to develop a better all.

Organlsational Structure
The Board of Trustees manages the Charity but generally airns to consider on5y strateglc
decisions at 5ts meetings. Trust*s are aware that any conflicts of interest are declared

Rlsk Management
The major risks to which the Charlty is exposed, as identified by the Trustees, have been
revlewed and systems have been established to mitigate those risks. The climate wlthin
the Voluntary and Community Sector is such, that risks include a dependence on a mixture
of Income sources includlng earned income, Servlce Level Agreements, contracts and
grants - a percentage of which covers the CO￿ costs of the organisation.

As set out in the Constitution, the Charity's objetts are the prevention or relief of povety

organisations working to prevent or relieve ry)verty.

Public benefit
Thc TruJtec4P confirm that they have complied with the duty, contained in Section 4 of the
c.harities Att 2011, to have due regard to the guidance on public beneffit issued by the
Charity Commission. The charitable purpose of the charity within the meaning of the act is
contained within its objects stated above.
ACHIEVEMENTS AND PERFORMANCE
Review of Activities 2024-25
The East Ridinq Food Poverty Alliance (ERFPA) is an alliance of Voluntary, Community,
Faith and Social Enterprise (VCFSE) organisations supporting individuals and families who
have, or are at risk of, food insecurity across the East Riding of Yorkshire. Through a
coordinated and collaborative approach, ERFPA works to meet immediate need while
supporting longer-term pathways towards financial resilience and food security.
During 2024-25, ERFPA member organisations collectively provided residents with 28,717
food provisions, providing emergency food, access to affordable food pantries, practical
support, and onward referrals across the East Riding.

Revlew of Artivities 2024-25 (contlnued)
In January 2025, ERFPA members began recording the individual beneficiaries who
recelved support each month, with 38,248 people recorded from January to June 2025,
many of these being repeat users of the services. During this 6-month period
approximately 509 new individuals accessed the seNice.
The members of ERFPA made 977 referrals to other supp)rt agencies in the East ￿ding,
providlng collaboratlve worklng acro￿ the sector and ensuring those faclng povety are
able to access the additlonal supp)rt needed.
The partners of ERFPA during 2024-25 we￿. East Rlding Food Bank (East Riding wide),
Beverley Cherry Tree Centre (Beverley), The Hinge (Brldlington), Hedon Community Food
Bank, Hessle and Anlaby Fcod Bank, Love Driffield, The Moorlands (Goole), The Peoples
Pantry (Market Weighton and Pocklington), Two Fknvers Food Bank (Goole and West), and
South Holderness Resource Centre (SHoRes) (Withernsea), East Riding Hyg5ene Support,
St Augusbne's Panty (Hedon), Easington Pantry and Aldbrough Food Bank.

developments will be hlghlighted further in the Trustee report 2025-26.
Governance and OrganlsationalDevelopment
This year marked the second full year of operatlon of ERFPA as an Independent charity,
following its previous operation as a project of Community VtSION (previously ERVASI.
Durfng 2024-25, the charlty continued to strengthen its govemance arrangements,
financlal controls, and operatlng pr¢xedures, ensuring the organisatlon is well-placed for
sustainable grobth.
Community VISION continued in Its role as the Locally Trusted Organisation (LTO) for
ERFPA, providing governance, financial adminisL7tion, and strategic development support.
This arrangement enabled ERFPA to maintsin effective oversight while benefib'ng from
established systems and specialist experbse, contdbuting to increased organisational
capacity and resilience.

StrategicAlms and Impart
ERFPA contlnued to work towards delivery of its Fcod Poverty Strategy for the East Riding
of Yorkshire, whlch sets out a collabordtive, thretrcourse approach to increasing food
security. The strategy promotes:
A consistent, Jolned-up and coordinated strdteglc approach to tsckllng food poverty
Preventlon of focd waste and Improved use of surplus food
Access to healthyi affordable and sustainable food for all
Through collective worklng, ERFPA member organisatlons strengthened coordinatlon
across local food provision, reducing duplication and Improvlng access for residents.
During the year, 15 registered members of the alliance operated across the East Rlding,
ensuring geographlcally accesslble support for communities experlencing the highest levels
of need.
Funding and Programme Delivery
During 2024-25 ERFPA was successful In several fiJndlng blds, that have allowed the
charity to contlnue supporting resldents in the East Riding. These include Sir James Reckltt
Charltable Trust, Hull & East Yorkshlre Charitable Trust, Two Ridlngs Communlty
Foundatlon and Scurrah Walnwrlght Charitable Trust.
We also received unrestricted grants from trusts to contribute to the core costs of our
operation5 from Cranswick Charitable Trust and the Sylvia and Colin Shepherd Trust.
Bulldlng on the successful award from the National Lotrlery Communlty Fund, ERFPA
continued the delivery of a Food Bank Development OffI￿r role. The post supported food
banks acro￿ the East [￿dIng to strengthen governantr, improve service quality, and
increase collaboratlon. Key areas of impact included..
Support provided to 15 f*X)d banLs, community pantries and social supermarkets,
Development of shared pollcies, procedures, or tools.
Improved pathways for beneficiaries to access advice, debt support, or Income

Alongside ERFPA'S own charltable attivity, Communlty VISION, as LTO, continued to

expenditure relating to this activity are included within the Communlty VISION account5.

residents experlenclng financial hardship through the Household Support Fund
(HSF)
Management of the Emergency F(y)d and other essentials grant through the HSF
Operdtion of the Heat the Person project, provlding items to keep residents warm
through winter as fuel costs continue to rise, through the HSF.
Partnerships andAcknowJedgements
ERFPA continued to benefit from strong partnership working across the VCFSE sector and
with ststutory partners. The trustees would like to express their ongoing thanks to East
Riding of Yorkshire Council for their continued support of the ERFPA nemork and their
commitment to collaborative approaches to tsckjing food poverty across the region.

FINANCIAL REVIEW
Financial regulations
The financial Statements have been prepared in accordance with the accounting policies set
out on page 11 and comply with the Constitution, the Charities Act 2011, and Charity
Commission Guidance for Charities preparing their accounts on the Receipts and Payments
basis.
Flnancial results
Total income for the year was £36,874 (2024.. £20,836), the majority of this came from
grants, Total expenditure was £22,628 (2024: nil). The surplus for the period was £14,246
(2024.. £20,836).
Pollcy on reserves
The Executive Committee regularly ￿VIeW the Reserves policy ot the charity to ensure It
meets the needs uf ilie ClidriLy. As vye al'e in the second period of operation, we arc
working on building up sufficient unrestricted reserves to ensLirp a $1 iffirip.nt hijffer to
enable effective financial decision-makinq, rather than short tenn decisions and to ensure
effective firsancial stewardship of the Charity.

The charity have prepared their accounts on the Recelpts and Payments basis whlch is an
acceptsble format for a non-company charity with an income below £250,000.

reasonable accuraLV at any time the financial position of the Charity and to enable them to
ensure that the firianclal statements comply with the Chartties Act 2011. They are also
