STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
East Riding Food Poverty Allian￿ (ERFPA) was eslablished under a Constitution
(Assoclation model) and is a registered Charltable Incorporated Organisation (CIO). The
Charfty was registered with the Chaiity Commission on 31 January 2023.
If the CIO is wourKJ Upi the members of the CIO have ￿ liability to contribute to its assets
and no personal restK)nsibility for settling its {￿bts and liabillties.
Appointment of Trustees
The Trustees form the Executive Committee of the charity. Th members of t1￿ Executive
Committee are elected at the Annual General MeetirvJ by the members of the Charity, and
usually serve for a three-year term. At the end of this tem, they can stand for re-
election. All members are Circulat￿ with iniitations to nominate Trustees in advance of
the AGM.
The Constituiion states that tfEre must be at least three charity trUst￿S. The maximum
number of Trustees is nine.
There is a provision for the co-option of addltional trustees by the Trustee Boardi provided
that the maximum number of InjSt￿ is rK)t exceeded. Co-opted trustees must rettre at
the next AGM after their appolnfrnenL and shall not be counted for the purpose of which
of the chaiity trustees are to retire by ap￿intment at the AGM.
Any person retiring as a chaiity trustee by rotstion or by giving notice to the CIO is eligible
for reapp￿ntsTrent.

Trustee Induction and Training
New Trustees undergo irKluction, provided by the current Trustee &)ard. The indurtion
includes a discussion about the role and responsibilities of Trustees, the activities, aims
and objettlves of the Charity, the strLKture of the organisation, Board of Trustees, generdl
Pro￿du￿S of the organisation. New Trustees are introduced to members of staff and
other Trustees, and are provided with the Charity Commis5ions'Roles and Responsibilities
of Trustees,, the Constitution, the latest Statutory financial statetnents, Annual Report and
financial reports provid￿ to Board of Trustees. Any additional training required by
new Trustees will be identified during inductron, and may be requested at any point while
they hold the pos6tion of Trustee, where it is considered useful to their role as Trustee.
Trustees are also invited to attend events arxl activities in order to devdop a better all-
round understanding of the organisation.
Oryanisational Structure
The Board of Trust￿5 manages the Charity but gerErally aims to consider only strategic
decisions at its meetirTrJs. Trustees are aware that any conflitts of interest are declared
and minuted. The Board meets quarterfy. Trustees are awa￿ that any conflicts of

Risk Management
The major risks to which the Charity is exposed, as identtfied by the Trustees, have been
rewewed arKI systems have b*n established to mitigate those risks. The dimate within
the Voluntary and Community Sector is such, that risks indude a dependen￿ on a mixture
of income sources including earned income, senil￿ Level Agreements, contracts arKI
grdnts - a percentage of which covers the core costs of the organisation.

ACHIEVEMENTS AND PERFORMANCE
Review of the financial period

ERFPA Is an alliance of VCFSE organi&itions supporting indrviduals who have or a￿ at risk
of food insecurity across the East Riding. The partners of ERFPA are East Rtding Food
Bank (East Riding wlde), Beverley Cherry Tree ￿tre (Bevertey), The Hinge (Bridlington),
HLYton Food Bank, Hessle and Anlaby F(xxl BanK Love Driffield, The Moorlands (GOO￿),
The Peoples Pantry {Ma￿et Weighton and Pocklington), T￿￿ Rrvers FOCKI Bank (GoK)le and
West) and South Holderness Resource Centre (SHoRes) (Wrthernsea). ERVAS was
appointed the Locally Tru*ed Organisation (LTO) for ERFPA and has provided a range of
support servi￿5 including accessing funding collabo￿tIVe bidding to ensure that
Indrviduals in need can be suptM)rted.
This was the first perlod of operation of the East Riding FOCKI Poverty Alliance (ERFPA) as
an independent charity. Previously ERFPA has b￿￿ operating as a Proj￿ of East Riding
Voluntary Action Services (ERVAS) Ltd and all financial arrdngements have been managed
by ERVAS as part of this. Following on from SLKcessfiJlly registering ERFPA as a charity in
its own right, time was spent setling up the banktng arrangements and the systems and
prcKedures to allow ERFPA to start independent operation with ERVAS continulng to
provide support as the LTO.

Durfng the year ERFPA was appointed to receive the Pennies From Heaven donations from
East Riding of Yorkshlre cou￿11. We were also successful in a bid to the National Lottery
Community Fund to employ a Food Bank t)evelopment Offi￿r to deliver the outcomes of
the Food Poverty StsBtegy, which considers three areas for development: Promote a
con&stent, Joined-up and coordinated strategic approach to tacklirvj food poverty, prevent
fooj waste ar)d make better use of surplus f(y)d to ensure healthy, affordable and
sustainable food for all. The project will work with new and existing food banks across the
East Riding to explore the movement from focmd bank dependency and economic Inactivlty
of beneficiarses to finanaal stsbility no longer requiriThJ food banks, this post will te
recruited to in the next financial year.

AlorvJside the above, as LTO ERVAS, has recelved funding and contracts to support the
work of ERFPA, the income and expenditure in relalion to this is included within the ERVAS
accounts. Thls has indud&l the provision of a Food Bank Development Offi￿r providing
support to food banks across the East Riding or Yorkshlre and the provision of a White
Goods Scheme, which provides both small white goods (microwaves, kettles, air fryers)
and larger white g(x)ds (cookers, fridges, freezers and washing machlnes) to resKlents in
need. Referrals for this Servi￿ are received from ERFPA members and East Riding of
Yorkshire Coundl.
Our ongoing thanks to East RMYing of Yothshire Counal Offi￿rS who have provided
continued suptM)rt to the ERFPA network.
FINANCIAL REVIEW
Financial regulations
The flnanclal ststements have been prepared in accordan￿ with the accounting policies set
out on page 11 and comply the COnstitu￿On, the (haritEs Act 2011, and Charity
Commission Guidance for thaiiiies preparing their accounts on the Receipts and Payments
basls.
Financial results
Total income was £20,836, the majority of this catne from a grant received from the
National Lottery Communlty Fund. Total expenditure was nil. The surplus for the period
was £20,836.
Policy on reserves
The Executive Committee regulajty review the Reserves wlicy of the charity to ensure it
meets the needs of the Charity. As we are in the first pEriod of operation, we are working
on building up sufficient unrestricted ￿SerVeS to ensu￿ a sufTicient buffer to enable
effective financlal decision-making, rdther than short term decisions and to ensure
effectlve flnancial stewardship of the ￿arity.

We, the Trustees of the Charity who held Offi￿ at the date of approval of these financial
ststements, each confirm so far a5 we are aware, that:

STATEMENT OF TRusfEES' RESPONSIBILrrIES
arfty law requires the trustees to prepare financlal statements for each financial year
which give a true picture of the transactions that have occurred in relation to the charity.
The charty have prepared their accounts on the Receipts and Payments basis which is an
acceptable fOrn￿t for a non-company charity with an income below £250,000.
The trustees are ￿SpOnSIble for k￿p1Trg proper accounting records which disdo* with
reasonable accurncy at any time the financial p3sition of the Charity and to enable them to
ensure that the financial statements comply with the ￿aritIeS Att 2011. They are also
responsiEJe for safeguarding the assets of the charity and herKe for taking reasonable
steps for the prevention and detection of ft3ud and other irregularits'es.

The Charity recetved a grant of £19,875 from the National Lottery Community Fund
for 18 months to employ a fo)d bank development offI￿r and associated costs to
