AIM AND PURPOSES The parish has been In a vacancy during 2023. The Parochial Church Council IPCCI of the Avon Valley Churthes had the responsibility of promoting in the eccleslastical parish, the whole mission of the Chu¥ch. pastoral, evangeli5tlC, social and ecurnenical. The PCC is also specifically responsible for the maintenance of the Church 8uildings of the Parish St Mary's, Fordingbridge and the Church Hall,. Holy Ascension, Hyde and the Church Centre: St Mary's, Breamore. St Mary's, Hale: St Boniface, Woodgreen; St Aldhelm's, Sandleheath (leased to the Sandleheath Village Hals Association on a long fulty repairing lease). Si Giles,, Godshill (not at presenl used for public worship. but as a retreat and visitors. centrel. OBJECTIVES AND ACTIVITIES The PCC Is committed to enabling 3$ many people as possible to worship at our Churches and to become part of the Church communities ol the Parish. The PCC maintains an overview of worship throughout the Parish and makes suggestions on how our Services can involve the many group5 that live within our Parish. Our seTV1ces and worship put faith into practice through prayer and scripture. music and sacrament. When planning our activities for the year, we have considered the Charity Commission's guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular. we try to enable ordinary people to Ilve out their faith as part of our parish tommunity through.. Worshlp and prayer; learning about the Gospel,. and developing their knowledge and trust in jesus. Provision of pastoral care for people living in the parish. Missionary and outreach work. THE ECCLESIASTICAL PARISH OF FOROINGBRIDGE AND HYDE AND BREAMORE AND HALE WITH WOODGREEN REPORT OF THE TRUSTEES FOR THE YEAR ENDED 310ECEMBER 2023 ACHIEVEMENTS AND PERFORMANCE A great de31 of time has continued to be spent on the organisation involved in beconiing a single parish ènd with the process of the appointment of a new incumbent.. we were delighted that we were able to appoint a new incumbent at the end of October and a treasuref for the whole parish was appointed at the APCM in May. We have also been pleased with the continuing support for our new 6 o'clock service with its informal style of worship this has continued sinte our curate left and has been run by the laity. A monthly Messy Church has continue{4 to flourish at Hyde and there has also been a holiday version of Messy Church - 6 times a year- in Fordingbridge which is attended by about 30 families. The parish has S fortnightly home study groups, prayer groups, bi-mDnthly Men's group and a rnonthly Mothers, Union at Hyde. There is a parish 'Mission Matters Group" which meets regularly with the aim of bringing a focus in our churche5 on Mission & Soci31 justice awareness. The parish eontinues to have very good relationships with its schools fortnightly "Open the Book" sessions 3t Fordingbridge, Hyde and Breamore and also fortnightly 35semblies in the church schools. The church schools have also run services in the churches for their pijpils and parents. A fu11 set of notes fiom the various organisations in the parish is separately available. The Avon Valley Community Matters IAVCMI was chaired by the Revd. Kate Wilson who very sadly died in October; it has continued (under the direction of Sue Ledgerl to run a charity shop in Fordingbridge and thls has been a great achievement and attracts many people, some of whom come regularly for tea and a chat. The AVCM also runs superstars once a week during term time and a variety of events and activities during the school holidays and half-terms during the summer they had weekly family picnics across the parish which were very well attended and very popul8r. The AVCM is also heavily involved in our pastoral outreach- See below. PASTORAL CARE Ably led by the Revd Kate Wilson until her death, our Parish Visiting Team and Pastoral Care BCMS have aimed to provide pa5tOfal care, for those who need it. across the Parish, whether regular Church attendees or not. Mary Melbourne has taken over the leadership of this group. There are regular visit5 to three of the local care homes and members of the congregations take communion to those who can no longer attend church. The regular "friendship group~ meets twice a month and 15 increasing in size 311 the time. WORSHIP AND PRAYER The PCC is keen to offer a range of services during the week and over the course of the year that our community find both beneficial and spiritually fulfilling. It is also an opportunity lor members of the laity to be involved, both in speaking and in music through the 'mustard seeds 8TOUP" There is an online morning prayer ihree times a week to which all are very welcome. Our curate (until his depèrture in July) and our team of retlred clergy alld licensed laity have been amazing in keeping our worship continuing every week in our churche5 and we are very grateful to them for all that they do. We are also grateful to the members of the laity who have undertaken training to lead worship and speak and who do so in all of our churches. ECUMENICAL RELATIONSHIP5 The parish is 3 member of 'Fordingbridge Churches Together" and has joined with them In an annual joint service held at Burgate School. Churches Together 3150 organises an annual 'Walk of Witness" tsn Good Friday in which all our ¢hurches take part. Hyde Church continues to run monthly midweek services in Frogham Chapel and the 6 0'clo¢k service attracts people from many churches in the area. DEANERY SYNOD The AVC is represented by four members on Christchurch Deanery Synod. The Synod met three times n 2023, in February, June, and October. Deanery Synod is a link between our PCC and the Diocesan Synod. It5 role is rnainly to look after mission and pastoral matters in the Deanery, help parishes deliver the Diocesan strategic priorities and to monitor and support the allocation of Parish Share across the Deanery to the Common Mission Ftjnd. The year began with a February Zoom meeting when lemima Lewis. Diocesan Head of Communicaiions and Engagement gave an informative presentation about communicational opportunities for publicity and engagement with our Communities. She also explained how communication from the Diocese to churches and parishioners was being given more focvs with the expanded weekly newsletter the main tool for sharing Inforrnation more widely. In June St Mary the Virgin, Bransgore hosted a Synod meeting welcoming all the newly elected members with a service of Holy Communioll led by Rev Canon Charles Stewart Ivicar of Christchurch Priory) the Assistant Area Dean. A presentation was also given following the recent visit to the Deanery's mission partners Kinkiizi Diocese in Uganda. The final meeting of 2D23 was held In October at Ellingham H311 with a focus on Lay Ministry. Synod welcomed Greg Eland, Senior Mission and Ministry Trainer from the Diocese who highlighted the opportunities available lor Lay Ministry training through the Bishop's Commi5510n for Missioft18CMI and Bishop's Permission to Preach IBPPI courses. Climate change is affecting Uganda as it 15 Coufitries worldwide, and they experienced heavy rainf311 in the early part of 2023. So fnuth so there were fears of landslides behind the Health Centre staff accommodation Christchurch House and the Deanery was asked to help with financing the construction of a flood defence wall behind the house. Following a Deanely wide appeal enough funds were raised fDr the wall to be tompleted. Retired clergy were also Supported with financial help towards unexpected expense5 like medical bills. In 2023 a total of £4,720 was serTrt in support of Kinkiizi Diocese. The De3nery continue5 to provide opportunities for those working with children and families to benefit froln sessions run by Lighthouse Miftistries led by Andy Saunders. and is sensitive to the needs of parishes by proactively supporting them wherever possible. A major challenge in 2023 ha5 been the number of parishes In vacancy but Deanery off icers have worked hard to support churches through the process of their interregnums. Deanery Synod meetings are now all open meeting5 for anyone to 3ttend should they so wish. Ionly if vote 15 called are restrictions in place for elected members only to cast such a vote.) I would entourage everyone to consider coming along to hear interesting speakers, have a chance lo meet other people from across the Deanery, and to share experiences for mutual support. Gill Tybjerg {Deanery Secretary) FINANCIAL REVIEW This year. like the last, has been influenced by the ongoing nece551ty lo set up the systems for managing the finances of the whole parish as well as those for the individual LCAS. The parish is now registered with both the Charity Commission and HMRC and regular returns for gift-aid are made through the church office. The treasurer for the whole parish was appointed at the APCM, she works closely with the local treasurer5 and the church office. The church office Is now managing all the centra1 funds so that the accounts are clearer and the Fordingbridge treasurer now h35 just Fordingbridge LCA accounts to maifttain. The PCC aims to have 3 reserves policy of keeping 3 balance of at least six months in unrestricted funds. This was achieved in 2023; however, the parish paid a reduced CMF1£25.000 less than the original reqvestl. The position looking foiward continues to be challenging. For 2024 the diocese has agreed a reduction in the CMF for the whole parish of £43.000, but has provided a "flight path" for the future which assumes that the parish will be able to pay the full request by 2030. The prolon8ed vacancv has also had an impact and we very much hope that the appointment of our new rector will feverse some of the problems. During the year income fell slightly from £284,813 to £254.110 partly as a result of fewer legacies (£500 in 2023 compared with £5,000 In 20221. On the orher hand, expenditure 00 majof repairs greatly increased because of the work undertaken at St. Mary s Fordingbridge- major roof repairs, a new heating system and improvemerts to the electricity cabling. All the costs for this work were met from the designated fund for this purpose, and that fund fell from £623,699 to £232,115 and the net assets fell £381,717 frorn £790,479 to £408,762. There is a remaining retention of 2.5%1£7,0001 to be paid in September 2024. There is more work to be done which will further impact on this designated fund and it emphasises the need for the effort thai is being made to increase the regular giving of the current congregation. The PCC would like to give special thanks to all the local treasurer5 for all their work duiing the change- over to a single parish and, in particular, to the Hyde treasurer who has done so much towards preparing the final account5 for the yea¥. VOLUNTEERS We woulfl like to thank 311 the volunteer5 who make it Possible for the churches to continue to be effective places of worship amd outreach dufing a vacancy. We would 3150 like to thank our wonderftjl team of retired clergy and the lay mini51ry team who have made it POS5ible for us to continue with all of our services during the vacancy. ACCOUNTING POLICIES The charity constitutes 3 public benefit entity as defined by FR5 102. The financial statements have been prepared in accordance with Accounting and Reporting by Charities.. Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reportin@ Standard applicable ln the United Kingdom and Republic of Ireland IFRS 1021 leffective I january 20191- (Charities SORP 2019 IFRS 10211 and the Charities Act 2011. The Cost of raising and administering such funds are charged against the specific fund. A summary of the purposes of each restricted and endowment fund is available on request. Ic. INCOME RECOGNITION All incorning resources are included in the Statement of Flnancial Activities ISOFAI when the charity is legally entitled to the income after any performance conditions have been met, the amount can be measured reliably and it is probable that the income will be received. For donations to be recogni5ed the charity will have been notified of the arnounts and the settlement date in writing. If there are conditions attached to the donation and this requires a level of performance before entitlement can be obtained then income is deferred until those conditions are fully met or the fulfilment of those conditions is within the control of the charity and it is probable that they will be fulFilled. 12

The irrecoverable element of VAT is incltjded within the ftem of expense to which it relates. le. DEBTORS Debtors are measured at their recoverable amounts. If. CREDITORSAND PROVISIONS Creditors and provisions ale recogni5ed where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at thei15eltlement amount after allowing for any trade discounts due. Ig. PENSION COSTS The charity contributes to the individual defined contribution pension scheme5 of employees. Contributions to this scheme are charged to the Statement of Financial Activities as they become payable, Ih. FIXED ASSET INVESTMENTS Fixed asset investment5 are stated at market value at the b31ance sheet date.
