## **Chair’s Report**
I am once again honoured to present the Annual Report for the year 2023-24. As we reflect on the journey we have taken over the past year, I am filled with deep appreciation for the resilience, dedication, and unity displayed by our extraordinary community of volunteers at Blood Bikes Wales.
Our mission to support the NHS through voluntary work has always been rooted in the belief that our collective efforts can make a difference. This year, we have continued to uphold that belief and strengthen it further, proving that when we come together, we can achieve remarkable things.
I extend my heartfelt thanks to all those who volunteer. Your commitment, generosity, and the countless hours you have devoted are noticed and greatly appreciated by the NHS staff. We also benefit NHS patients who may have no knowledge of what we do. It is your unwavering spirit and selflessness that form the heart of Blood Bikes Wales.
The past year has been filled with significant milestones. Notably, we expanded our services, ensuring that together with Public Health Wales, hospitals receive the support they need. We have also built on the success of the Llandovery Bike Show, making it an even greater success this year thanks to the lessons learned and the continued support from our community.
Financial transparency and stewardship remain pillars of our charity, and I am pleased to report that we have maintained our commitment to ensuring that every donation is used wisely. Our efforts have allowed us to further invest in our fleet of bikes and infrastructure while also securing the charity’s long-term sustainability. The financial details of this year’s performance can be found within the Treasurer’s Report.
As we reflect on 2023-24, we also celebrate another important milestone: the 11[th] anniversary of our service to the NHS. Our journey has been one of growth, learning, and perseverance, and as we look ahead, we do so with the same hope and determination that have brought us this far. With the continued support of our volunteers, donors, and partners, I have every confidence that Blood Bikes Wales will continue to thrive and serve.
To all of our supporters, donors, and partners, your generosity and encouragement make our work possible. We are deeply grateful for your trust and belief in our mission, and you remain an inspiration for all that we do.
As we close out another successful year, I am proud of what we have achieved together; yet, I am reminded that our work is never truly done. I am certain that we will continue to make a lasting impact on the lives of those we serve.

## **Vice-Chair’s Report**
We have come to the end of another successful and rewarding year as a charity. It is worth reminding ourselves and others that all of the work is done by volunteers and all of our finance is supplied through donations.
- A couple of relevant terms can be emphasised in the context of running a charity:
- _Volunteering -_ the act of rendering selfless service to a cause, oftentimes for free and without coercion. It is about giving time to a good cause, specifically to help an organisation, your community or an individual you are not related to.
- _Benefactor_ - (latin bene - good, factor - maker) a person, group or organisation often giving monetary contributions to an organisation without expecting anything in return.
This charity consists of both volunteers and benefactors. Our benefactors, like our volunteers, come in many different guises:
The member of the public who pays for the fuel that has just been put into a bike;
- The anonymous donation left on the bike parked outside of a hospital whilst the rider delivers the consignment;
- The person who remembers us in their will, the grieving family who asks for donations in lieu of flowers at a loved one’s funeral;
The societies, groups, congregations, friends, work colleagues, who nominate Blood Bikes Wales as their charity of choice for the coming year;
- The larger organisations who, despite budget constraints, still find the funds to make charitable donations;
Or just simply the member of the public who drops coins into the collecting pot at one of our PR events.
Blood Bikes Wales could not operate without benefactors and donations. Literally every penny received is used to operate and run the charity. Over the past year we have received a plethora of donations, from many sources, some sizable, some not, but each and every one has been received with humility and gratitude. We never presume that the money will keep coming but we are always grateful for the continued support of regular donors and for donations from unexpected sources.
Our volunteers are also benefactors of the charity in that they give freely of their time and personal expenses without any call for recompense. Not one single volunteer gets paid. We are 100% volunteers. If you have been one of our benefactors during the past year, thank you sincerely from the bottom of our hearts. If you have volunteered during this period give yourself a pat on the back, walk tall and be proud of your giving, Thank you for every minute of your time.
YOU ALL have helped to keep this charity moving and enabled us to continue with our mission to help our NHS.

It is my pleasure to report that Blood Bikes Wales enjoyed another relatively successful year. It is true that we did not do as well this year as last: our income was down, mainly due to fewer large one-off corporate donations, and our expenditure was slightly up. Nevertheless, we ended with a significant financial surplus.
Looking at the detail: our motorcycle running costs were down significantly reflecting the replacement of the older and more expensive bikes. We needed to pay professional fees for legal advice on the conversion of the original unincorporated charity to the new Charitable Incorporated Organisation. We have invested in newer IT equipment to improve operating efficiency and in additional merchandise, not so much as a way of making money but as a means to enhance our public profile.
We continue to benefit from all the effort invested by our volunteers in previous years. A momentum has developed and looks set to continue. We have reached a position where we have in place sufficient funds to replace one third of the fleet when necessary and to cover at least 6 months’ running costs in the unlikely event that our cashflow from donations were to dry up.
Once again, I want to record my sincere gratitude to all the volunteers who do such great work in raising awareness as well as funds from the varied events throughout the year. I am indebted to you all.

## **1. ACCOUNTING POLICIES:**
## **1.1 Accounting convention**
The accounts have been prepared under the historical cost convention and in accordance with the Financial Reporting Standard for Smaller Entities (effective April 2008), the Charities Act 2011 and the requirements of the Statement of Recommended Practice, Accounting and Reporting by Charities.
## **1.2 Incoming resources**
All incoming resources are included in the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy.
## **1.3 Resources expended**
Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
## **1.4 Tangible fixed assets**
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

## **1.5 Fund accountiing**
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

## I report on the accounts for the year ended 31st March 2024 set out on pages eight to twelve.
## **Respective responsibilities of the Trustees and the Independent Examiner**
The Charity's Trustees are responsible for the preparation of the accounts. The Charity's Trustees consider that an audit is not required for this year under of section 144 of the Charities Act 2011 (the Act) and that an independent examination is needed. It is my responsibility to examine the accounts under section 145 of the Act and to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under section 145(5)(b) of the Act, whether particular matters have come to my attention.
## **Basis of Independent Examiner's Report**
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion as to whether the financial statements present a true and fair view and the report is limited to those matters set out below.
## **Independent Examiner's Statement**
In connection with my examination, no matters have come to my attention which give me cause to believe that, in any material respect:
- the accounting records were not kept in accordance with section 130 of the Act; or * the accounts did not accord with the accounting records; or
- the accounts did not comply with the applicable requirements, concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008, other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.
I have come across no other matters, in connection with the examination, to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
