A new trustee may be appointed by resolut￿1 at any property convened meeting
of the thaTity trustees. Terms run to the next annual meeting where trustees may
be reappointed Trustees are appointed for a temi of 3 years and are eluibte for
reappointmerrt for a maximum of three consecutive ternis. A new appointment
begins only after the minute book has been signed with a dedaration of
acceptan￿ and willingness to be appointed as a trustee. Trustees are selected
with regard to the skills, knowledge and expe￿n￿ needed for the effective
administration of the CIO.

In planning our activit￿ for the year, trustees kept in mind th8 Charity
Commission's guidan￿ on publi¢ benefit at trustee meetings.
Our activitses ￿ntre around the provision and Maintenan￿ of four almshouses
for those in need. This enables the charty to provide affordable housing for
those With low incorne or expenencing financial hardship.

The Charty does not make grants.
The Chanty maintains tw)th Extraordinary Repair and Cydical Maintenance
funds which are funded by the weekly contributions made by the beneficiaries.
Other than the trustees, the chanty does not engage volunteers. The voluntary
contribution made by the trustees enables the chanty to meet its Charitable
purpose and ensure this provision continues into the future. IdlqthoLrt the time
and energy the trustees give, the charity would not have been able to undertake
the measure of improvements required.

Achievements and performance
The four cottages have been fully occupied throughout the year.
Following a stock condition survey in 2022 Commissioned by the unincorporated
tharrty, the charity embarked on a number of projects to improve the condition of
the properties. Extensive damp works were begun which induded intemal damp
proof courses. installation of extradion fans, extemal weatherproof coating to
walls and redecoration as required. This work is due to be completed early in
the nejfi financial year.

properties wrth the aim of maintaining and preserving the almshouses for the
futu￿ and to improve the living condth'ons for the beneficiaries.

The Charity has adopted a reserrfes policy and recognises the need to have sufficient
fvnds in resenie readily available as, or convertible into cash to cover day to day
expendtture, especially in the event that there is a reduction in Weekly Maintenance
Contribution income following the departure of beneficiaries pendiThJ new beneficiaries
being appointed.
In order to mrtigate this risk, the Trustees have cak￿lated that free ￿Se￿e$ of
£15,000 would be needed to allow the chanty to operate for at least 12 months wrthout
income from MIC.
An Extraordinary Repair Fund is kept for those large repairs. for example window
repla￿Ment, which occur intermittently dunng the life of a property. A designated
Cyclical Maintenance Fund exists for rna1ntenan￿ which requires r8view biennially,
every three years or every fve years.

The reserve fund {Extraordinary Repair Fund for the wrpose of providing for the
extraordinary repair, imtrovement or rebuilding of the almshouses) has been depleted
with the recent costs of extensive repairs to the buildings. The trustees are committed
to reF￿enIshlng this fund with annual transfers over the coming years to fund future
large maintenance or repair projects.

Expenditure on damp FKwfirvJ and repairs caused by damp has increased costs this
financÈal year. however, this has SUPFJJrted the key objective of mairrtaining the
almshouses and kee￿.n9 them in good repair.
Legal fees to finalrse the incorporation of the charty amounted to £17.000.
Incorwration was Mcessary to ensure the charity StrU(￿re is robust for the future.
The Charity recognises the need for investrnent income to meet any eX￿S of costs
over income and has resolved to maintain reserées to generate such income. The
fijnds set asKle for ts Extraordinary Repair a￿1 Cydical Maintenance Funds are
maintained in investrnents (when appropriate) to help cover any ex￿Sses. Havir
depleted these funds with the remedial WOTks undertaken thss year, the trustees are
commrtted to replenishing these funds through annual transfers. Costs ￿lating to
extraordinary repair that exceeded the funds availabk wrthin the Exlraordinary Repair
Fund We￿ met from uffestrided funds.
The Charity has adopted an Investment Policy. The overall investment obiectNe is to
cfvjuce best financial retum wilh an acceptable level of risk. For this reason, the
Chartty utilised fixed term deposrts to increase retums wrth minimal risk. The
Investment Policy indudes ethical guidelines and The Charity of Thomas Holroyd will,
to the best of their abilitses and knowledge, not invest in.. the tobacco industy,
armaments, gambling, pomography. environmentally pollutirKJ enterprises or those
that do not encourage equalrty and divetsily.
Trustees are able to daim for expenses. However, no expenses were dairned or paid
to tnjstees during the year. Trustees have indrvidually chosen not to G￿lM for low cost
items such as office consumables during the financial year.
The Charity reimbuT5ed a total of £730 of addrtional costs incurred by benèficiaries as
a result of the re
airs to the￿￿rtieS.

Other optional information
Effective from 30 June 2024, the Chanty Commission issued a scheme ￿1¢h discharged them from their
trusteeship of the land situated at 5,6.7 & 8 Birkby Fold, Huddersfield. The trtle to the land was transferred
and vested by the scheme in the CIO as sole corporate trustee to be held on trust as functional pemianent
endowment for the objects specffied.
Any sums h8k4 on trust in investments to provide an income have had restrictions lffted by the Charty
Commission.
