## **Objectives and Activities**
Kondavil Welfare Association’s fundamental purpose is to promote the advancement of education and prevent or alleviate the impact of poverty or financial hardship among communities in UK and Sri Lanka.
Our activities include, but not limited to, providing financial assistance, items and services to charities, or other organisations working to prevent or relieve poverty or deprivation. Furthermore, to drive our focus on education the public benefit, activities remain focused on the provision of organised classes, supplementary teachers and educational supplies to schools in war-affected areas in Sri Lanka.
The charity’s primary objectives and activities remain focused on the advancement of education and for the relief of poverty and financial hardship in the UK and Sri Lanka. The Charity provides grants in the UK as well as to Sri Lanka.
The Trustees confirm that they have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the Charity's aims and objectives and in planning future activities.
There has been no change in these during the year since registering with the Charity Commission in 2022. The Charity provides charitable support in the UK as well as Sri Lanka. In addition, it promotes human values and serve our local communities and contribute towards nation building in the UK.
This organisation is a not-for-profit charity, and follows the ‘association’ constitution model, whereby all members are in the form of individual volunteers and receive no financial benefits.
## **Activities to achieve the objectives for public benefit:**
- Providing the advancement of education in schools, nurseries and libraries and supporting local charities and temples in Sri Lanka
- Providing financial assistance to communities facing financial hardship in Sri Lanka with selfemployment opportunities
- Providing relief of poverty and improving the lives of young people, students and vulnerable families who have been affected by the civil war
- Supporting schools in running organised classes in key subjects for children in war affected areas in Sri Lanka
- Providing support to schools in Sri Lanka to enable them to hire more teachers; and providing educational supplies to schools in Sri Lanka
- Contributing to local UK charities through fundraisers and campaigns, including local food banks
These activities generally happen through voluntary donations to the Charity. The Charity then makes selective donations that accord with its purpose. There were no public appeals - all donations were made on a strictly voluntary basis. The Trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the Charity should undertake.

## **Achievements and performances**
In 2023, Kondavil Welfare Association continued to support education in schools, nurseries and libraries and local charities in Sri Lanka and UK. Our greatest achievements this year has been the focus on supporting and promoting education among communities experiencing financial hardship and displacement. **Karuppaddamurippu Tuition centre project**
Kondavil Welfare Association (KWA) and OlirumValvu Thunukkai jointly set up an educational tuition center at Karuppaddamurippu GTM School in April 2019. OlirumValvu - Thunukkai is a registered charity in Sri Lanka. Registration Number is MU/DS/TNK/RVSS/22/2015 (Address: Udaiyarkaddu East, Udaiyarkaddu, Puthukkudiyiruppu, Sri Lanka).
Karuppaddamurippu is a deprived area in Northern Sri Lanka, severely impacted by the long-term civil war that ended in 2009. Although the war ended a long time ago, communities in this area struggled to recover and remain in a state of significant poverty. Consequently, majority of children in these local schools are from extremely disadvantaged backgrounds – typically single widowed mothers who lost husbands and sons to the war, or manual workers who earn Rs 1500 a day (less than £4 a day), which is insufficient to support their children.
In 2023, we continued the provision of a weekend Education center for students from the three local schools in Karuppaddamurippu - Karuppaddamurippu GTM School, Olumadu Tamil Maha Vidyalayam, and Periyapuliyamkulam Tamil Maha Vidyalayam. Year 9, Year 10, and Year 11 students from these schools are offered free tuition classes in English, Mathematics, and Science to help them strengthen and progress their academic education. Throughout the entirety of the programme, we have had over 40 students benefitting from these classes. As part of this programme, donations funds the employment of three teachers and an administrative colleague to enable the success of this project, with Karuppaddamurippu GTM School providing the venue for free of charge.
This project includes regularly monthly meetings with teachers, local charity and school principals to discuss the management of the project and, more importantly, the impact on these students and their academic development. We regularly receive attendance reports and academic progress updates to monitor the benefits of these classes and the impact on students. In 2023, all 11 students who attended these tuition lessons passed their GCSE O/L exam with the highest grades. Furthermore, the Karuppaddamurippu GTM School achieved a 100% pass rate. The schools we support at present do not offer A/L education, so on completion of GCSEs, students must enrol in another school to continue their education. KWA intends to continue supporting educational assistance to facilitate academic progression onto GCSE and A-Level studies, whereby support may vary depending on each student's education requirements.
## **Empowering Education Project - KWA Tuition Fund in Jaffna, Sri Lanka**
We setup a KWA Tuition Fund to support 25 students from economically disadvantaged families in Jaffna, Sri Lanka, by providing funds for their chosen tuition classes. The initiative empowers students by allowing them to supplement the fund and select tuition courses that align with their educational goals. The program caters to students at various educational levels, including 10 students pursuing Advanced Level (A/L), 5 students undertaking Ordinary Level (O/L), and 10 students in Year 9 & 10.
The project is executed through a collaborative effort with a local charity, the Association for Welfare of People (Reg Info: NAL/DS/05/Awp/2013), based in the village of Kondavil, Sri Lanka. KWA entirely funds the project and works closely with the local charity to help deliver the project on the ground.
This project has been successfully running for 7 years, benefitting over 75 students to date. In 2023, KWA contributed 1500 GBP (618,000 Sri Lankan rupees) to deliver the project. The focus on academic improvement and the holistic approach to student support make this initiative a vital contributor to the educational upliftment of economically disadvantaged families in Jaffna, Sri Lanka. from students' respective schools to assess academic improvement. Additionally, final year exam results serve as a key metric to measure the project's success. This year saw a 100% pass rate for A/L students who attend our tuition programme.
## **Tommy’s Baby Charity – UK charity support**
In March 2024, we donated approximately £2,700 to Tommy’s Baby Charity to drive their objectives around funding research into miscarriage, stillbirth & premature birth in order to save babies’ lives. This activity drives our contribution towards UK charities and local support, with greater emphasis on advancing education by assisting vital academic and clinical research.
Thanks to our network of volunteers, local government schools and our charity partners, we were able to deliver on driving education and improve the lives of families, and most importantly these students.
The culmination of all these efforts over this and previous years means that the charity is well-placed to continue to do its utmost to deliver its beneficiaries the best possible help and support.
## **Grant making policy and monitoring achievement**
The Charity has adopted a standard form for grant applicants to complete. This outlines the benefits of the proposed activity. The Charity also seeks a feedback report on the activity to confirm it was carried out and what benefits were derived. This process facilitates the discussion of grant making within the Charity meetings. There are less than five requests for grants per year so generally each one is debated in a general meeting. The Charity does not borrow money and therefore will only make grants if it has the assets to do so. Funds received for specific purposes are utilised for specific projects. The Charity reviews its achievements and performance within
## **Plans for the future**
As we move forward, we aim to strengthen existing programmes and partnerships, and explore new projects to support a range of activities that meet the charity’s objectives. We will continue to work closely with local government schools, our local charity partners, families and students to improve the range, quality and reach into further and higher education, like the Karuppaddamurippu Tuition centre project and Empowering Education Projects.
Further to our current projects, a new Strategic Plan is being developed for the period 2024-2026. Engagement with our member, local partners and other charities is currently underway.
## **Structure, Governance and Management**
Kondavil Welfare Association is a registered charity, number 1201341, and is constituted under the ‘association’ constitution model, which is the governing document.
Kondavil Welfare Association is run entirely by three Trustees and 35 unpaid volunteers at present . All members of a charity are individual volunteers and not corporate organisations. Our CIO follows the ‘association’ constitution model, whereby we will have a wider voting membership who must make certain decisions (such as organising events, fundraising etc.). Membership of the CIO is open to anyone who is interested in furthering our core purposes, and who, by applying for membership, has indicated his, her or its agreement to become a member and acceptance of the duty of members set out in our Constitution.

The charity trustees manage the affairs of the CIO and may for that purpose exercise all the powers of the CIO. It is the duty of each charity trustee:
- (a) to exercise their powers and perform their functions as a trustee of the CIO in the way they decide in good faith would be most likely to further the purposes of the CIO; and
- (b) to exercise, in the performance of those functions, such care and skill as is reasonable in the circumstances having regard in particular to:
- i. any special knowledge or experience that he or she has or holds himself or herself out as having; and
- ii. if he or she acts as a charity trustee of the CIO in the course of a business or profession, to any special knowledge or experience.
New Trustees are appointed during annual general meeting. Invitation is by asking Trustees to serve for a fixed term. At the first annual general meeting of the members of the CIO all the charity trustees retired from office. At every subsequent annual general meeting of the members of the CIO, one-third of the charity trustees shall retire from office. Any person who retires as a charity trustee by rotation or by giving notice to the Charity is eligible for re-appointment. A charity trustee who has served for three consecutive terms may not be reappointed for a fourth consecutive term but may be reappointed after an interval of at least one year . The practical requirement for the selection of new Trustees is that they have special knowledge or considerable experience that it is reasonable to expect of a person acting in the course of that kind of business or profession, and most likely to further the purposes of the Charity.
There is no external appointment of Trustees. On appointment, new Trustees sign a model Trustee declaration statement committing them to give their time and expertise. The charity trustees will make available to each new charity trustee, on or before his or her first appointment:
- (a) a copy of this constitution and any amendments made to it; and
- (b) a copy of the CIO’s latest trustees’ annual report and statement of accounts.
There is no formal requirement for training of Trustees as the new Trustees would be well known to most of the Trustees generally due to previous attendance at Trust meetings as observers before appointment.
All Trustees perform their duties on a voluntary basis and no remuneration or expenses are paid to any of the members. Kondavil Welfare Association is run entirely by three Trustees and 35 unpaid volunteers at present .
There are approximately four general meetings of the Charity per year, and may be held at any time. The Trustees agree the broad strategy and areas of activity for the Charity, including consideration of grant making, upcoming fundraising events and risk management. A Charity meeting is considered quorate if at least 5% or three members are present in person.

## **Organisation Structure**
The Trust has three Trustees, followed by 35 unpaid General members. Governance and Management are as described above.
## **Statement of Trustees responsibilities**
The Trustees are responsible for preparing the Trustees Report and the accounts in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the Trustees to prepare accounts for each financial year which give a true and fair view of the state of affairs of the Trust and of the incoming resources and application of resources of the Trust for that year.
In preparing these accounts, the Trustees are required to:
- select suitable accounting policies and then apply them consistently;
- observe the methods and principles in the Charities SORP;
- make judgements and estimates that are reasonable and prudent;
- state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the accounts; and
- prepare the accounts on the going concern basis unless it is inappropriate to presume that the charity will continue in operation.
The Trustees are responsible for keeping sufficient accounting records that disclose with reasonable accuracy at any time the financial position of the Trust and enable them to ensure that the accounts comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed.
They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The Trustees report was approved by the Board of Trustees.

**INDEPENDENT EXAMINER'S REPORT**
FOR THE YEAR ENDED 31 March 2024
I report to the trustees on my examination of the accounts of the charitable company for the year ended 31 March 2024.
## Responsibilities and basis of report
As the charity Trustees, who are also directors for the purposes of company law, are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts carried out undersection 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
## Independent examiners statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination; or
4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
