Structure, Govemance and Management
Govemlng Document
The Constitution was adopted by th8 members of Wycliffe Independent Church at a meeting held on
18 May 2022. and vms approved by the Charity Commissh)n on 6 December 2022.
Wycliffe Independent Church is committed to the historic Christian failh revealed in Holy Scriptur8
and expressed in the Savoy D8dardtion of Faith and Order as appl￿ by the Church. wthich
summarised in the EFCC Basis of Faith. Th8 Consti￿n and ass(￿lated hand￿￿k contain a set of
church Tules induding details conceming meetings. membership and the appointsnent of church
officers. The church's Managing Truste8s (Pastors and Elder5) are elected by the church by secret
ballot at a church meeting. tf at knt 60% vots in favour.
Governance and Management
The Pastors and Elders (Managing Trustees) had 15 fomal ￿sinesS meetings (induding 3 held
jointly with the Deacons and staff and 1 'Away Day.) in 2023 to oversee and take decisions on the
goveming of the church. In addition. they met infonnalty. and monthly for prayer and to discuss
urgent pastoral matters. Major churth decisions are subject to majority approval at a church
members. meeting. of which there were 6 in 2023. along with the thurch's Annual General Meeting
IAGM) in May. At the ond of Decamber 2023 there were 98 thurch members.

approached the age of 70. Another Elder clM)se to step down to allow greater time for V￿rk
commitrnents. We appreciats as a Church that many of those who serve, in vaiious different
capacities. do so while also having many famity and ￿ resp)nsibilities. We are very grateful for the
servic8 which is given. We recognise that there will be 0￿$￿)nS when th8s8 0th8r r8SFKJnsibiliti8S
will mean that it is right to step back frcrfn ms of Chufth service.
The Trustees are helped in practical matteTr by Deac33ns vrt￿ are similarly app)inted by the Church
members. Six now D8ats)ns Y￿re appointed in February 2023 aThJ a longer standing deacon stepped
down in March to provmje mr8 SUPFM)rt for his famity. As well as thing tog8ther as a team. each
Deacon may have a area of r8sponsknlty. for example finance. buildirwJ maintenance. th8y
also work tcg6ther to take general resp(￿Sibl￿ for other praL11￿1 matt8rn. Deacons meet together
monthly.
As an independent churc*. governed on cowegaknal principles. tho church Is enlir8ty self.
goveming, under God's rule. However, it is glad to be as9xrated fomalty with other churches
through vn8mbership of the Evangeli￿1 Fellcpwship of Congregational Churches (EFCC). This not
only provides Christian fellowship. but also prd(#ical guidance. help. support and legal advice when
n8ed8d.

General Data Protectlon Regulallon (GDPR): A full revi8w of all existing data policies was
undertaken in May 2023. Greater detail and clarificath)n were included in the privacy statsm8nt
and related policies and all contacts were requirod to ren8w their orooing consent for the
church administrators to proc85s their data.

Pastoral Care and Support
°First line. pastoral care is given by the Elders. who are re¥￿nsible for a spedfic group of member5
and regular worshippers. The Pastors direct overall pastoral (xre and deal with the more demanding
and difficult issues that occur from time to time. Home Group18ader5 and members generally ar8
also encouraged to give spiriiual and practical supp)rt and ￿re for each other.
Spiritual help and guidance may be gr￿n by the Pastor5 and Elders by personal vists or by
telephone.

meetings.

Public Worship
Usual attendance for Sunday seprfices has been from 140 to 200 {W￿rnings) and 70-1(K) (evenings).
Ages range from young babies to those over ninety year5 old. In the Sunday moming service, during
th8 sern￿n. Sunday school (for 4 - 11 year olds) was held during temi-time. and a crèche provided
for babies and ioddlers; a Bible Study for yourKJ ￿￿pIe in schcd ￿r5 Y7 to Y9. Outside school
terrn-t1￿ a crèche was provided for babies arKI toddlers. P￿pIe frtyn other (x)untri8s and elhnic

All Sunday and Wednesday meetings have remained accessible online for IFM)se unable (usually for
health reasons) to Join us in person.
The Wednesday meetings at Hickmott Road are g8neralty attended by around 4040 p8op18, mainly
members and those who attend regulady on Sundays, though anyone is free to join us. Twice
monthly th8 meetings focus on a briefer Bible study arjd prayér and are held in smaller groups in
homes around Sheffield. Eadj group has a small team of leadeT5. which indudes the Elders and
Pastors.

acttvities, singing arKI a short Bible talk. In December. our ￿nUal Family Carol Service was
held for Noah's Ark and Sunday Sctthl families.

those attending are from the church, but others come by personal invitatK)n and word of mouth

provided with transpKJrt for Ihose unable to come unaid8d. Around fifteen to twenty p￿pIe, plus
helpers, usually atlend each month arKI enpy an ac*wty (usually a quiz). som6tirnes themed
according to time of year or events ￿ as the Jubilee; a IhJht tea is prov¥Jed free of tharge by the
church, and a Bible-based talk
Actlvltles for Students
Sheffield has iwo large unive￿It￿$. The church is located dose to untV8rslty-yovided
accommodatK)n and many of the IK)uses in the area surrounding th8 thurch are let to *udents.
Throughout the year all students attending the chun* are offered spiritual a￿1 practical SUPFor(
induding on a practical levd, an invitation to have Sunday lunth with families from the churth. A
great deal of infonnal ￿p(￿t is grrfen to p80pl8. some of are away from FK)m8 for
the first time.
Local Support and Ckrtreach Actmtles
At Christmas a small group of people frDrn the thurth sary carols kn th8 ILKalty. and we also
gave out invitatic￿$ to ChTistrnas services.
A literature table outsits the church and trdd dIsttknJi￿ have taken place at tknes and
especially when there is a local market 6venL
In pathership with other local churches. run a 'Soup Kitchen. for homdoss people. This
involves a team of fve or six preparing scMJp and hot drinks, rnllecling food donated by a
Sheffield pasty ￿rnpany. and laking this to a aty centre site. After Ihe Soup Kttchen. any
unused food is taken to the Satvation Army ￿￿e1. so any waste is rnininal. Wydiffe rnembers

Wlder Support and Overseas Mlsslonary Outreach
Wycliffe church rematns committed to financial SUp￿rt of th8 church plant to Crystal Peaks
until it becornes finanaally self-sufficient. Financial support will taper off. but it will continue to
help with preaching and teaching resources as r8qU8Sted.
Financial supwrt for a member who is now a pastor in a thulch in Tai¥Ydn continues, L￿t viill
also taper off over the next few years.
Financial and 0th8r support was also given to other Chr￿lian charities in 2023. most of vthom
have links with Wydiffe Church Members. These indude:

conferences held on a regular basis. Wydiffe Church's former Asso(iate Pastor usually visits
Uganda each year to deliver pastor training conferen(x. He is also Involved in th8
leadership of the organisatK)n.

Christians to enjoy varbjjs craft acfivilies and hear a short gospel message about Christmas.
In th8 Easter hol*Jay the church runs a holiday dub over four consecutive momings. Around
60 primary aged children attend to play gaff￿s and listen to talks around a Bib￿ story or

Addltlonal Achlevements and Outlook
In January 2016 the Crystal Peaks Church (CPC) b8came a self-goveming Independènt
church having started as a church plant from Wydrffe Church. We continue to have very dose
links with them. In 2022 the two churths agreed to appoint an Assistant Pastor to work
betW88n both churches, as a training post. The Assistant Pastor tc#￿ up this post in
Seplernber 2023 and suptM)rts th8 pastoral and teaching in both churches.
The Crowded House Church is about 500m from our Hithnott Road building. Pastors from
both church8s hav8 rnet for mutual encourag8rnent and eath have preached. as a guest, to
the other congregation. Closer linking with our near neighbours remains a goal in helping to
advance the Gospel Work and message.
In March 2023 abotrt 11)0 adults and children spent a w88kend together. This took place at a
local children's holiday centre on Saturday arKI an extended hire of King Edward Vll school
over Sunday. The weekend provided opwrtunty for greater fellowship. Biblical teathing
focussed around a specific topic and a time to have fun together.
Preaching the word of God as revealed in the Bible remains at the heart of our (are for
communty. In addition to the ap￿Intrnent of an Assistant Pastor, the church approveAJ th8
transition to a C(￿PaStOring arraryement for our Pastor and Assrtiate Pastor. We b81ieve Ihis
will provide a better reflection of the joint responsibilty to SUp￿rt both preathing and
furtherance ofour overarth&YJ themes of Saved. strery￿ned and Serving the communty as
we praise God.
Based around the same overarchU￿ th8m8s. Dea(￿￿ and Elders have Identsfi￿ strands of
oversight to support the voluntser b8ader5 of the vari(￿S M￿lSt￿S and activities m8ntK)ned
above. As this proc￿1$. we anliopate d8veloping a rOl￿t supw)rt framework for the many
volunteers vtho give their time and energy to fijffilmenl of the church's objectives.
Flnanclal Revlew
Unrestrlcted Funds
On 30 April 2023 the funds from the predecessor charity wer8 trdnsferred to the now CIO. Th8
unrestricted fijnds transferred amounted to £148.228.
The church's principal income cxmnes from gttts from rnefflbe￿ and Ihose attending the thurch.
Leaving asrde special gifts, grants and Fegacies. these grfls ac(t￿nted for around 84% of incom8
during the eFght months of 2023. GFft-Aid tax refunds accounted for around 10% of in(x)me in 2023
and refiect sustsirnd regular and on8-off gr¥ing. The dwrth's Unrestri￿ cash funds dosed 2023 at
£140,848.
Major spending areas in the eight Tr￿th p8rKhJ were empbyees and visitiTrJ speaker5 (70%). This
was an unusual per1￿j as it was onty for eight months and the church generally makes the majorlty of
donations in the first f(MJr months of the year and so in the period under review there relatively
less support glven to other organisations and indivKluals at 9%.

Restricted Funds
There was little act[￿ within the restrtcted funds durFng the elght months under revFew. Just £10 was
transferred from the predecessor charity and there vms income of £1.835 and expenditure of £1,825
and so the restri(aed funds dosed at £20 at Ihe erKI of 2023.
Reserves
The Managing Trustees consider annually each January the chur(*'s policy on reserves. They
consider that a balan￿ of unrestricted funds equrvalent to around three months, regular spending
remains appropriate. and for 2024 thi5 would equate to around £45.OW. In fact the current planned
budget for 2024 shows a predicted year-end res8TV8 baLance of just over £93.000. However £40.000
will be left in a designated fund provish)nally allrxated to a premises fund (although this remains
within the Church's unrestricted fund5). In ad(tition around £10,1)JO is likety to be left in the designat8d
fijnd created when the church received £36214 in respect of a bcal church which cbsed and th8
funds were set aside {wtthin th8 churth's unrestricted funds) with the intention of using the funds to
employ an asslstant pastor for years in a training role i) IxniundNJn with Crystal Peaks Church.

I report to the trustees on my examination of the accounts of Wycliffe Independ¢nt chU￿h (WIC) for
the period ended 31 December 2023, which are sel out on pages I I to 14.
Responsibilities and basi¥ ofreport
As the charity trustees of ￿C> you are responsible for the preparation of the accounts in accordance
with the requirements of the Charilies Act 2011 (the Act). The chartty's trustees consider that an audit
is not reqtsired for this y¢ar under section 144(2) of the Act and that an independent examination is
needed.
I report in respect of my examination of WIC'S accounts Ca￿led out under section 145 of the 2011 Act
and in carying out my examination. I have followed all the applic&ble Directions given by the Charity
Commission under section 145(5Xb) of the Act.
An examination includes a review of the accounting records kept by the charity and a comparison of
the accounts presented with those [￿ordS. li also includes consideration of any unusual items or
disclosures in the accounts and seeking explanations from you a5 trustees concerning any such matters.
The procedures undertaken do not provide all the evidence that would be required in an audit and
consequently no opinion is given 2$ to whether the accounts present a 'true and fair, view and the report
