## **HOW WE STARTED** 


Frances Connolly was born in Northern Ireland, the eldest of six children and, despite coming from a less than privileged background, has been involved in charity work since her primary school days. 

When she left Queens University and moved to Hartlepool with her husband Patrick in 1990, they originally planned to be here for only a few years, but ended up staying for 25.

The town opened its doors and its hearts to the couple, and they retain a very strong friendship network among its residents. 

Therefore, when the couple had the good luck to win the EuroMillions Lottery on New Year’s Day 2019, one of their first acts was to set up this charity to give something back to Hartlepool and its people. 

Having been instilled at an early age with a strong work ethic and a desire to help others whenever and wherever possible, Frances views the opportunity to support and assist her adopted home on a larger scale as a privilege. She is thoroughly enjoying taking a full and active role in helping the community. 



## **OUR MISSION** 

Although The PFC Trust was founded by Patrick and Frances Connolly to support and enrich the lives of all sections of the community where they lived for 25 years, the Trust is actually the work of a group of likeminded and dedicated people whose purpose is to help community groups achieve their goals, fulfil their ambitions and reach their potential. 

The PFC Trust aims to improve the lives and life chances of people across the North East by highlighting and appreciating the good in the region and helping those who need it. 

We work with a range of partners to ensure that individuals and organisations are best placed to reach their goals. This support is different for everyone we work with, but it can include capacity building support, funding and training opportunities. 

The intent is to invest in those projects and organisations which are already assisting people, but need a boost to make their work a little easier with cash injections, where appropriate, enabling them to reach a wider audience within the community. 




## **UPDATE FROM OUR FOUNDER** 


As the founder of The PFC Trust, I am deeply honoured to share with you the remarkable journey we've embarked upon to uplift the North East communities. Our mission is clear: to improve the lives and life chances of local people by celebrating all that is good in our towns and extending a helping hand to those in need. 

One of our core initiatives is providing funding to organisations that are already making a significant impact. We view each of these organisations not just as beneficiaries but as partners in our collective effort to foster positive change. � 

Our UChangeLives campaign has been a testament to the generosity of our community, raising an incredible £72,000 to support various local initiatives. 

Reflecting on our journey, I am reminded of a sentiment I hold dear: "Money liberates you to be the person that you want to be." For me, that means being someone who gives, who supports, and who believes in the potential of our community. 

I am immensely proud of what we have achieved together and remain committed to continuing this vital work. 

Thank you for your unwavering support and dedication to making the north east a better place for all.

It is with immense pride and gratitude that I stand before you today as the Chairman of The PFC Trust. 

Our journey has been one of collective effort, unwavering dedication, and a shared vision to uplift and empower the community. 

One of the cornerstones of our mission is the annual Green & Blue Ball. This event is not merely a fundraiser; it is a celebration of our community's spirit and generosity. The funds raised during this event are pivotal in supporting a myriad of local initiatives, from youth programs to mental health services, ensuring that we continue to make a tangible difference in the lives of those around us. � 

Reflecting on our endeavours, I'm reminded of Frances Connolly's words: "It's going to be so much fun giving it away." This sentiment encapsulates the joy and fulfilment we derive from our work. It's not merely about the act of giving, but about the profound impact and the ripple effect it creates within our community. � 

Our commitment extends beyond financial support. We strive to foster connections, build relationships, and create a network of support that empowers individuals to reach their full potential. Whether it's through educational scholarships, support for local arts, or health and wellness programs, The PFC Trust is dedicated to enriching the fabric of local communities. 

I want to express my deepest gratitude to each and every one of you. Your unwavering support, be it through attending our events, volunteering your time, or contributing resources, fuels our mission and amplifies our impact.

## **HITTING THE HEADLINES** 


Since the PFC Trust’s establishment, we have been delighted to have already helped quite a few local organisations in a number of ways. Whether it’s in the fields of Sports and Recreation, Health and Wellbeing (including Digital Inclusion), Education and Employment or Environment and Energy, the Trust is always looking to make contributions for the benefit of the North East and its people. A local charity has handed over its biggest ever single donation to help non-league football club FC Hartlepool enhance their offering across the community. The PFC Trust has given a £42,000 development grant to the ambitious Northern League outfit. 


A new fund created to help people suffering from a rare dementia has been set up in memory of a muchloved Hartlepool mother. Seaton Carew Golf Club’s Captain for 2024, Phil Cain, has confirmed that this year he will raise money to support the fund set up by The PFC Trust. 


The PFC Trust’s annual Green and Blue Ball on Saturday, April 13 will have several surprise guests when hundreds gather to hopefully raise more than £100,000 for the third year in a row. 


Neuthread, founded in Teesside by charity Daisy Chain. It is estimated that 64 per cent of the 32 billion garments produced for the fashion industry go to waste each year, and in a world where fast fashion dominates, this isn’t hard to believe. 





The WVARC support group. based at the Westview Centre in Hartlepool, went for a day trip to Whitby on the 30th of August 2023 for some seaside respite. 


Well done to the Hartlepool Youth Services team for gaining national funding to create good experiences and opportunities for the young people of our town.” 


The grant, welcomed by the PFC Trust, as owner of the building – Gus Robinson Centre, leased it to Hartlepool Youth Services 


A medal-winning cyclist has returned from an appearance on the world stage to turn his attention to raising money for charity with his team. 


Hartlepool’s world veteran runner Keith Hutchinson whose trip to Italy is being funded by local charity The PFC Trust and founder Frances Connolly, is hoping to progress to the 800m final in Torun. 


Aid is drying up for so many innocent people as the ‘war-fatigue’ sets in. I know that we can make a huge difference to ordinary people’s lives by donating. I’m just the driver, the face but you are the force so please do what you can to support” – Mike passionately says 



Hartlepool’s very own dodgeball club is supporting this month’s UChangeLives push to say ‘thank you’ to the PFC Trust. 




## **Our Work Celebrations** 

## **The Green & Blue Ball** 


The PFC Trust has raised more than £120,000 from its second annual ball, with founder Frances Connolly delivering this message: “Thank you to everyone who made the night so amazing.” 

We put on an incredible evening of entertainment and fundraising at the town’s College of Further Education. 

More than 300 people were at the College as business leaders, friends and family all came together for an event supported by the whole community including Hartlepool Borough Council. 

Liverpool and England legend John Barnes and one of Great Britain’s greatest Paralympians Baroness Tanni Grey-Thompson were there along with Emmerdale’s Lewis Cope. 

Barnes even performed his Three Lions World Cup rap on stage, alongside compere and PFC Trust chairman Shaun Hope, much to the delight of a packed venue that contributed to the incredible amount raised to help others.

The PFC Trust likes to collaborate with other groups and charities and Hartlepower, Young Carers and asylum seekers all boosted volunteer numbers on the night. 

“We had 50 volunteers on the night, giving up their time. It’s incredible. 

“There was also a group of inclusive volunteers from community integrated care. Kelly Daley, one of our trustees said ‘It lifts your heart to see the people we support are able to engage with the Trust and it provides the purpose to create the best lives possible by bridging gaps within communities. 

Keith Hutchinson – who just claimed an 800m medal at the World Masters Championships - was invited as a guest but instead wanted to work the night as a volunteer.

## **Our Work Celebration Hartlepool Heroes** 


More than 300 people were at the Borough Hall for an emotional night at the second Hartlepool Heroes Awards. 

The PFC Trust in partnership with Hartlepool Borough Council and Hartlepool Carers organised the event to celebrate all the unsung heroes in the town. 

Frances Connolly, the founder of the PFC Trust and the driving force behind Hartlepool Heroes, was surprised to receive her own special recognition award for all the good work she has done for the town. 

The winners in each of the 11 categories receive £500 to donate to their chosen charity or organisation.

Category winners on the night were:

## **Our Work Celebrations** 

## **The Tall Ships** 

The PFC Trust provided grants to 22 youths to take part as a Sail Trainee at this years Tall Ships event. 


This was an incredible experience for all involved and launched the Tall ships returning to Hartlepool. The PFC Trust contributed 5k to 

this fund with Steel Benders providing 2k to top up the funds allowing more to participate. 



The PFC Trust was named as one of the main sponsors of the event which was hailed as phenomenal success for the town.

In addition the trust also funded the community zone at the event allowing local businesses and groups to showcase their work and community offer. 

10 local businesses/community groups set up stalls during the 4 day event which attracted over 900k visitors.

## **Young Person’s Social Prescribing** 


Social prescribing link workers are based in GP surgeries and they connect people to 

community groups and statutory services for practical and emotional support. Hartlepool is also fortunate to have its own Young Person’s Social Prescribing Link Worker team employed full time by The PFC Trust. 

Social prescribing works for a wide range of people, including people: 

With one or more long-term conditions 

- Who need support with their mental health Who are lonely or isolated 

## **Community Transformation of Adult Mental Health Services** 

- Who have complex social needs which affect their wellbeing. 

Community transformation aims to dramatically change the way in which people are supported by mental health services, The PFC Trust are part of a proactive working group that works to support this 

transformation and is feeding back to the Health & Wellbeing Alliance and other partners regularly. 

The PFC Trust also manages and facilitates the Hartlepool funding allocation for this project. 

The Trust convenes and facilitate decision panels and distribute the funding across the town on behalf of the NHS. 



## **Food Partnership** 

The Hartlepool Food Partnership brings together representatives from the community, food businesses, the voluntary sector, educational institutions and the local authority – who care about the quality, affordability and sustainability of food in their town.

## **Our Work Movement** 

## **Join The Movement** 

Hartlepool’s Join the Movement network is a collaboration between local & regional partners who share a common interest in addressing health inequalities and improving wider social outcomes – by improving physical & mental health through getting more people moving, more often. The three main priorities: 


Reducing obesity amongst children and adults Improving long term health conditions Improving Mental Health Key partners are The PFC Trust / Hartlepool Sport, Hartlepower, Tees Valley Sport, StreetGames, Sported, Hartlepool United Community Sports Foundation, Hartlepool Borough Council, Sustrans, The NHS Waiting Well Team, the 3 Hartlepool Primary Care Networks and clubs and other providers. 


## **Activities on Prescription** 

The PFC Trust have recruited a Part Time coordinator for JTM. One of the key themes of this work is Activities on Prescription. Leaning into our collaborative work with the NHS and Primary Care Networks for our Young Person’s Social Prescribing Project to support Social Prescribing Link Workers, Community Navigators and the Waiting Well Teams 

- We have done this in several ways so far: Create links between the GP Surgeries and the Voluntary Sector Create resource packs for Social Prescribers and residents to make use of at home to be more physically active Training and other professional development 

   - opportunities for community organisations and sports clubs to work within the preventative agenda. 



## **Our Work Movement** 



## **Walk into Wellness** 

Our peer-led Walk into Wellness network has brought all providers together into a thriving network, sharing ideas, training opportunities, and further support. We have also supported more walk leaders to complete official Ramblers UK Walk Leader training through Hartlepool Borough Council, and encouraged many statutory partners to also complete this training – meaning they can now safely use physical activity meetings with their clients right from the start of their relationship with new contacts. 

## **COPD Coffee and Chat** 

These are bi-monthly social events where we bring together local people and professionals to discuss COPD and how it can be managed effectively at home. Chronic obstructive pulmonary disease (COPD) is a group of lung diseases that cause airflow blockage and breathingrelated problems.

## **Move Mania** 

The Move Mania Challenge is a five day challenge that encourages families to walk, cycle, scoot or even rollerblade to or from school while completing fun, activities and games that are designed to get families talking and feet moving. 

This ongoing project is really popular with families and schools, as a simple, free and effective way of promoting active travel and physical activity. 




## **Healthy Movers** 

Ensuring all early years children have the best possible start in life, with physical activity and social and emotional wellbeing at the core of the project. Healthy Movers aims to give staff from schools and day care settings the skills and tools to help them develop children’s wellbeing and physical development. This project has been developed by the children’s charity Youth Sport Trust and is run in Hartlepool by Hartlepool Borough Council, the PFC Trust and Hartlepool Sport. 




## **Our Work Sport** 

We convene and facilitate informal club network meetings throughout the year. 

These network events are opportunities for clubs and other partners to interact and share learning, whilst providing opportunities for collaboration and to support each other to reach mutual goals. 


We have also been working with several clubs to expand their community offer, and promote links between clubs and schools, and the NHS and Primary Care Networks (GP Surgeries). We use the expert insight from locally trusted clubs to improve our offer, and to leverage the wider system to ensure clubs are part of the conversation around the preventative Health & Wellbeing agenda. 


We currently assist to administer athlete grants, a micro-grant community fund, and a Gus Robinson Bursary available each quarter. All grants are decided by this sports council, rather than The PFC Trust/Hartlepool Sport. 


2023 saw the return of our Hartlepool Sports Council annual awards. The Sports Council make all decisions on Award recipients from nominations from the local sporting community. 


We provided additional capacity to the Hartlepool School Games Organiser role last year, and a delegated budget to help maintain competitive sport activities. The project promoted club-school links, PE Teacher CPD, SEN/Inclusive activities. 

We are currently looking at a range of ways of continuing to support schools and their offer. 



## **Our Work Sport** 

## **Sport Well-being** 

The Tees, Esk and Wear Valley NHS Trust, Hartlepool Borough Council and Hartlepool Sport funded a pilot sport wellbeing project. This allows clubs and providers to access a whole host of free training courses, workshops and resources to ensure they are 'Trauma Informed' and 

are best placed to support their coaches, staff and volunteers, parents and players coming out of the pandemic. 


Ronnie Bage Safeguarding and well-being expert -dropped by some Easter Holiday Activity sessions at Hartlepool Wadokai's Karate Easter camp to discuss wellbeing.

A whole host of well-being resources and training is available completely free of charge to clubs and providers, and all can be tailored to fit groups.

Independent Examiner's Report to the Trustees of The PFC Trust ('the Charity') I report to the charity Trustees on 

my examination of the accounts of the Charity for the period ended 31 March 2024. 

Responsibilities and Basis of Report As the Trustees of the Charity, you are responsible for the preparation of 

## the accounts in accordance with 

the requirements of the Charities Act 2011 ('the 2011 Act'). 

I report in respect of my examination of the Charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

Independent Examiner's Statement Since the Charity's gross income exceeded £250,000 your examiner must 

## be a member of a body listed in 

section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination because I am a member of The Association of Accounting Technicians, which is one of the listed bodies. 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report to enable a proper understanding of the accounts to be reached. This report is made solely to the Charity's Trustees, as a body, in accordance with Part 4 of the Charities (Accounts and Reports) Regulations 2008. My work has been undertaken so that I might state to the Charity's Trustees those matters I am required to state to them in an independent examiner's report and for no other purpose. ## 1. GENERAL INFORMATION 

The PFC Trust is a registered charity, number 1200844, and is constituted under a Trust deed. 

The address of the charity is:

## 2. ACCOUNTING POLICIES 

## 2.1 Basis of preparation of financial statements 

The financial statements have been prepared in accordance with the Charities SORP (FRS 102) - Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011. 

The PFC Trust meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy. 

## 2.2 Going concern 

No material uncertainties that may cast significant doubt about the ability of the charity to continue as a going concern have been identified by the Trustees. 

## 2.3 Income 

All income is recognised once the Charity has entitlement to the income, it is probable that the income will be received, and the amount of income receivable can be measured reliably. 

## 2.4 Expenditure 

Expenditure is recognised once there is a legal or constructive obligation to transfer economic benefit to a third party, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is classified by activity. The costs of each activity are made up of the total of direct costs and shared costs, including support costs involved in undertaking each activity. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs which contribute to more than one activity and support costs which are not attributable to a single activity are apportioned between those activities on a basis consistent with the use of resources. Central staff costs are allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset's use. 

Expenditure on raising funds includes all expenditure incurred by the Charity to raise funds for its charitable purposes and includes costs of all fundraising activities events and non-charitable trading. 

Expenditure on charitable activities is incurred on directly undertaking the activities which further the Charity's objectives, as well as any associated support costs. 

All expenditure is inclusive of irrecoverable VAT.

## 2.5 Investments 

Fixed asset investments are a form of financial instrument and are initially recognised at their transaction cost and subsequently measured at fair value at the balance sheet date, unless the value cannot be measured reliably in which case it is measured at cost less impairment. Investment gains and losses, whether realised or unrealised, are combined and presented as 'Gains/(Losses) on investments' in the statement of financial activities. 

## 2.6 Debtors 

Trade and other debtors are recognised at the settlement amount after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due. 

## 2.7 Cash at Bank and In Hand 

Cash at bank and in hand includes cash and short-term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account. 

## 2.8 Liabilities and Provisions 

Liabilities are recognised when there is an obligation at the balance sheet date as a result of a past event, it is probable that a transfer of economic benefit will be required in settlement, and the amount of the settlement can be estimated reliably. 

## 2.9 Financial Instruments 

The Charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value with the exception of bank loans which are subsequently measured at amortised cost using the effective interest method. 

## 2.10 Pensions 

The Charity contributes to a defined contribution pension scheme and the pension charge represents the amounts payable by the Charity to the fund in respect of the period. 

## 2.11 Fund Accounting 

General funds are unrestricted funds which are available for use at the discretion of the Trustees in furtherance of the general objectives of the Charity and which have not been designated for other purposes. Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors or which have been raised by the Charity for particular purposes. The costs of raising and administering such funds are charged against the specific fund. The aim and use of each restricted fund is set out in the notes to the financial statements. 

Investment income, gains and losses are allocated to the appropriate fund.

The charity made 105 grants to organisations and some individuals. 32 micro grants were awarded for less than £500 to 25 individuals or organisations. 33 micro grants of £500 were made to 30 individuals or organisations. 29 grants were made from £519-£5000. The largest grants were awarded to Hartlepool Sport CIC (£60,000 over 2 grants), Hartlepower (£45,248 over 4 grants), and FC Hartlepool (£42,000), Let's Connect, The Artrium, NE Stem Foundation, West View Project and New Perspectives received grants in the range of £7,000 to £30,000).
