The trustees present their Annual Report for the year ended 31 December 2024.
Administrative Information
The charity's full name is The Parochlal Church Council of the Ecclesiastical Parish of Asthall.
Swinbrook and Widford. and was registered with the Charity Commisslon on 210tt 2022.
It is generdlly known as the Parochlal Church Council of Astholl, Swinbrook and WSdford,
which is the name used In these financial statements. The ecclesiastical parish of Asthall &
Swinbrook with Widford PCC encompasses the three churches of St. Nicholas Asthall, St
Marfs Swinbrook and St. Oswald's Widford. The parish forms part of the Burford 8enefi¢e
and lies in the Diocese of Oxford. The correspondence address Is- The Church Office.

Strurture, Governance and Management
The method of appointment of PCC members is set out in the Church Representation Rules.
All church attendees are encouraged to register on the Electoral Roll and stand for electSon
to the PCC.
Obleetlves and Artlvttles
The pcc has the responsibility of cooperating with the incumbent in promotlng in the
ecclesiastical parish the whole mission of the Church, pastoral, evangelical, Social and
ecumenical. It also has maintenance responsibilities for the three churches and churthyards
within the parish.

The PCC conttnues to be blessed in receiving regular planned giving of Its members and
generous donations on Sundays and through our digital collection plates, includlng the year
donation from the Alexander Mosley Charitable Trust. In 2024. we were also blessed with a
legacy of £300,OLIJ towards the general fund.

The totsl income from Oonations and Legacies in 2024 was £394K a hugejump from £90K in
2023, mainly thanks to a legacy of £300K. The income from charitable activities in 2024 saw
decrease of £3.5K from 2023. The total Income from investment5 In 2024 was £42K. higher
than that of 2023 by 7K.
Expenses- Refer to Note 3 on Page 11
Expenses have increased from £92K In 2023 to £170K in 2024 because we carrled out a
number of project5 including major works such as restoring the Fettiplace monuments and
improving the church access and paths at Swinbroo
Charltable Funds- Refer to Note 10 on Page 14
The PCC'S Restricted Funds are held to meet the costs of malntenance and remedial works.
As of 31 December 2024, the overall value of the Restricted Funds stood at £1,113K.
The total funds- Restricted and Unrestrlcted as of 31 Dec 2024- stand at £1.113K and
£508K respectively. a total Sum of £1,621K. compared wlth £1.333K at the end of December
2023.

Servlces were held each week In Swlnbrook at 11am throughout the year with regular
attendance of 50-70. Crucial to sustaining of this congregation are

21 The leadership team which comprises those who preach and a social and
pastoral group who meet from time to time: and of course the PCC
31 The various teams that ensure things get done- Fabric team, flower team,
cleanlng team. coffee team, sound team. finance team
415mall groups- Several groups meet regularly and recently a new men's group
has begun
51 Parking and access etc- the improvements to the churchyard and car park
have been a great success. The year was dominated by improvements to the
churchyard and interior of the church which will be described elsewhere in the
Fabric team's report
61 The link to the 8enefice. We value being part of the Burford Benefice which
provides administrative support and accountability
71 The muslc team. Our worshSp Is enrlched by Hllary and often Lizzie leadin8 US
in a blend of traditional and modern hymns and songs
Variou5 events were held durlng the year. The summer barbecue was well attended once
again and the Tuesday lunches held in the summer and during Lent were much
appreciated. A huge thank you to all who make these things happen.
A visit from Carollne Cox gave us a special insight into the state of the persecuted church
in various parts ofthe world. We continued active support of Besom and CAP locally.
Large cOngrega￿onS gathered for Festlval servlces and at one Chrlstmas service a major
conflagration was narrowly avoided when some candle5 ignited during the sermon- all
was well.
At Asthal and Widford evening services were held twice a month and attendarbce
continued to be low. That was also true of the Swinbrook evenin8 service on the fifth
Sunday of the month. The only ttme Widford is significantly full is on Boxing Day when
once again it wa5 Standing room only.
It is dangerous to slngle out Indlvlduals for thanks but a huge thank you to our two
church wardens who have put in hours of work relating to the Diocese and overseeing
the improvements to the church and churchyard. I would also like to thank our Treasurer.
Nadine Woods, and PCC secretary, Clare Summers. for all they do. Finally a thank you to
Nick Chance and Diana Peters who have spent many hours reviewin8 the church finances
and reporting to the PCC . This has helped us 311 understand how the various funds can
be used and enable us to think strategically about Sustaining the ministry in ASW in the
future.

INDEPENDENT EXAMINER'S REPORT 

## **TO THE TRUSTEES OF THE ASTHALL AND SWINBROOK WITH WIDFORD PCC** 

I report to the trustees on my examination of the accounts of the Asthall and Swinbrook with Widford PCC (the Charity) for the year ended 31 December 2024. 

## **Respective responsibilities of trustees and examiner** 

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. 

It is my responsibility to:4 

- examine the accounts under section 145 of the Charities Act, 

- to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the Charities Act, and 

- to state whether particular matters have come to my attention 

## **Basis of independent examiner's statement** 

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair' view and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no material matters have come to my attention which gives me cause to believe that in, any material respect: 

- accounting records were not kept in accordance with section 130 of the Charities Act or 

- the accounts do not accord with the accounting records 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination. 

I have come across no other matters in connection with the examination to which attention should be dr in order to enable a proper understanding of the accounts to be reached.

Basls of preparatlon
The PCC meets the deflnltlon of a publSc benefit entity under FRS102, The financial statements have
been prepared under the historlcal cost conventlon with item5 recogni5ed at C05t or transaction value
unless Otherwise stated in the relevant notelsl to these financial statements.
Golnz concern
The trustees consider that there are no material uncertaintles about the charity's ability to continue as a
going concern.
Income Recognltlon
All income is recognised once the charity has entitlement to the income, there Is sufflclent certainty of
receipt and so it 15 probable that the income will be received, and the arnount of Income receivable can
be measured reliably.
Legacy gifts are recogni5ed on a case by case basi5 following the granting of probate when the
administratorlexecutor for the estate h35 communicated in writin8 both the amount and settlement
date. In the event that a gift is in the form of an a55et other than cash or a financial asset traded on
recognised stock exchange, recognition is subjett to the value of the gift being measurable with
degree of reasonable accuracy and the title to the a55et h35 been transferred to the charitv.
Grants and donation5 are only Included when the general Income recognition crlterla are met.
Gift Ald receivable Is Included in Income when there is a valid declaration from the donor. Any Gift Aid
amount recovered on a donation 15 considered to be part of that gift and 15 treated as an addition to the
same fund as the initial donation unles5 the donor or the terrn5 of the appeal have Specified otherwise.

Donated servi¢es or facilities are recognlsed a5 income when the charty has control over the item, any
conditions a550ciated with a donated item have been met, the recelpt of economic benefit from the use
by the charity of the Item Is probable and that econornic benefit can be measured rellably. On receipt,
donated services and faeilltles are recognised on the basis of the value of the grft to the charity which is
the amount the charity would have been willing to pay to obtaln services or facilities of equivalent
economic benefit on the open market,- a corresponding amount is then recognised in expenditure in the
period of receipt.
Expenditure
All expenditure is recogni5ed once there Is a legal or Constructive obligation to that expenditure. it is
probable settlement is required and the amount can be measured reliably.
AII cost5 are allocated to the applicable expenditure headlng that aggregate slmllar costs to that
category. Where costs cannot be directly attributed to particular heading5, they have been allocated on
basis consistent with the use of resources. All expenditure is Ètcounted for on an accruals basis.
All resources expended are inclusive of irrecoverable VAT.
Fund a¢countlnE
Unrestricted funds are available to spend on actlvltles that further any of the purposes of the Charity.
Designated funds are unrestricted funds of the Charlty which the trustees have decided at their
discretion to set aside to use for a specific purpose. Restricted funds are donations which the donor has
specified are to be solely used for particular areas of the Charws work or for specific projects being
undertaken by the Charity.
Further details of each fvnd are disclosed in Note 8.
Governance and Support Costs
Support costs have been allocated between governance costs and other support. Governance costs
comprise the c05t of independent examination. Support costs are those functions that assist the work of
the charity but do not directly undertake charitable activitles such as salaries of 5UPPOrt staff and office
costs. These costs, set out in note 3, have been allocated as expendlture on charitable activities.
Volunteers
The value of any voluntary help received is not included in the accounts.

Investments
Investments quoted on a recognised stock exchange or whose value derives from them are valued at
market value at the year end. Other investment asset5 are included at PCCS best estimate of market
value
Fixed A55ets
Consecrated and benefice property. In so far as consecrated and beneflce property of any kind is
excluded from the statutory definition of 'chariV by Section 1012llal and Icl of the Charltles Act 2011
such assets are not caprtalised in the financial statements.
Moveable church furnishings.
These are not capitalised as no single item is considered materlal enough to do so.
Tangible fixed assots for use by charity.
These are capitallsed ff they can be used for more than one year. and cost at least £l.000. They ire
valued at tost and depreciated over a perlod of 4 years. No depreciation Is provided on building5 as the
currently estimated residual value of the propertie5 is not less than their carrying value and the
remaining useful life of these assets currently exceeds So years, so that any depreciation charges would
be immaterial.
Debtor5 and Creditors
Trade and other debtors are recognised at the settlement amounts due after any trade discount offered.
Prepayments are valued at the amount prepaid after taking account of any trade discounts due.
Creditors and provisions are recognised where the charity has a present Dbligation resulting from a past
event that will probably result in the transfer of funds to a third party and the amount due to settle the
obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at
their settlement amount after allowing for any trade discounts due.
Short term deposits
This is cash held in bank deposit accounts.

The trustees all give freely of their tlrne and expertise without any form of remuneration or other benefit in cash or klnd.
No expenses were incurred by any trustees when carrying out their dutie5 as tru5tee5.
Trustees and related parties made unconditional donations of £10750 during the year12023-
£9,300).
Durlng the course Df the year. the PCC made donations of £2,OCQ to the Overseas Misslonary Fellowship IOMFI to whom
support servltes of a trustee are 3150 volunteered
The charity received a donation of É16.000 from the Ann Pytts Charity of whlch two of the trustees are also trustees of

to enable the purchase of 20, Oxford Road. Burford in Ortober 2010: the property Driginally cost £245,000.
If the property were sold the PCC would recelve a share of 201220 of the net proceeds . The net proceeds
