The primary risk identified and managed during this period was the
potential loss of the Omega Centre building as a core asset and the
ressjlling reliance on a single. specific source of funding. This risk
malerialised, ultimately leading to the cessation of the charitys operations

Achievements and performance
Long-tem business plan was developed for free by an independent
consultant Bond employed Portsmouth City C￿n￿l with input and
support of Truslees of the Omega Centre Trust.

durlng the year
Despite the challenges faced, we were able to successfully establish a
charity wsthin the timeframe Stipulated by Portsmouth City Council
Elementary Education Foundation IPCCEEFI, and coordinate meetings
betsveen the leader of Portsmouth City Council IPCCI, Councillor Gerald
Vemon Jack$¢)n, and the ¢)ccupants of the Omega Centre.
Netsvorked ￿th a diverse group of Icral non-profits and community
organisations across the POrtSm￿th area, working together lo address
shared challenges and provide vital support to vulnerable pcyulab'ons.
The Charity has been effectively in a holding pattem &vaiting decision on
Ihe future of the Omega Centre building by both PCCEEF & PCC for
| few years. These delays and then the subsequent decisN)n by PCC to
transfomi the Omega Centre into a new special school for thildren wilh
severe and complex specsal educational needs (SENDI.
Plans have been approved, and a £7.5 million investment trom
Portsmouth City c￿ne11 will fund the convers1￿, which aims lo increase
the number of places available for these Students.
School Conversion.. Portsmouth City Counal has agreed in
principle lo convert Ihe Omega Centre into a new special Sch￿1.
Fundlng.. The prO1￿t has been allcuted 8 £7.5 million boost to
faalitate the conversion and expand the schcol's capacity.
Purpose.. The new sch￿1 is being uealed to addre99 the
growing demand for $peryal edurAItr'onal needs piac8s in
Portsmouth.
Project ststu$'. The plants have been presented and approved by
the council, and the Project 1$ proceeding.
Subsequenty lead to the decision of the Twslees lo dose the trust in
October 2024. wth dO$u￿ ￿gIStered with Charities Commission in
September 2025.
The Omega Centre Trustees have expressed signrfi¢ant concems for
many years regarding the independence and conllicl in interest of
PCCEEF and PCC, given that the same councillors are making decisions
on both funding and the building's future.
The deasion to ¢L￿vert the facility has decimated the long-standing
community of 8rtisls. sportspeople, and local supporters who have
ulilized the facility for many years. Many of these groups are in the
process of relocating due lo the building's impendino closure and
development into a new £7.5 million Special Educational Needs
Disabilities ISENDI school.
Although PCC maintains that all tenants were given over a yearfs notice
and that staff are actively ￿)rkIng lo help groups find suitable altemative
premises in the area. none W￿ld have the same comunity feeling.

The Omega Centre Trust w88 established wth an initial. ne￿Ssary seed
contribution of £100 from one of the Tfustees. The Trust's opemtional
viability was predicated upon a finana81 model that included antiapaled
income streams from the Omega Centre {community cenlre) building,
and speiific grants from PCC and Community Ownership Fund.

Regrettabty, the Tnjsls application for Community Ownership Funding
was unsuccessful due to PCC and PCCEEF not signing the required
Letter of Intent. The failure of this primary income source to malerialize,
coupled with other funding issues. left the Trust with no operational
funding beyC￿d its init181 £1(K) capital and lo the cessation of its
activities.

exploring potential mergers., however, no viable altemalives were
forthcoming or sufficient lo mitigate the signrficanl gap created by the
Council's actions.
