FOR THE PURPOSE OF THIS CLAUSE, "SOCIALLY EXCLUDED" MEANS BEING EXCLUDED FROM SOCIETY, OR PARTS OF SOCIETY, AS A RESULT OF YOUTH, FINANCIAL HARDSHIP, SPECIAL EDUCATIONAL NEEDS OR DISABILITY.
