## HEART OF MONMOUTHSHIRE MINISTRY AREA 

## ANNUAL REPORT TO THE CHARITY COMMISSION 2023 

## 1 Formation 

The Ministry Area was created by decree of the Bishop of Monmouth in accordance with the constitution of the Church in Wales, in May 2022. 

The effect of the Decree was to dissolve 20 separate Parishes and Parochial Church Councils and merge them into one large Benefice with a single Ministry Area Council (MAC) together with the transfer of all assets. The Council consists of the Licensed Clergy, certain elected lay officials and six other elected lay members without portfolio; a total of 20.   The Council reports to the Annual Vestry Meeting and is elected by the wider membership on the Church Electoral Roll (c300 individuals). 

The Council applied for and was registered as a Charity in October 2022 with the principle charitable purpose of propagating the Christian religion according to the doctrines of the Church in Wales, supporting its clergy, and providing worship whilst maintaining church buildings, halls and churchyards. 

## 2 Foundations 

In the Charity’s first full year of operation, it concentrated on developing its Ministry Team, it’s governance and lay structures whilst building the necessary trust, sense of cohesion and stability between all the individual congregations at a time of considerable change. In addition to its own meetings and many acts of joint worship the Council created networks of church treasurers, church wardens, and church property leads. Steps were taken to provide additional training and support for lay worship leaders and pastoral visitors.  Part way through the year the MA took advantage of a grant from the Diocese and appointed a paid Administrator for 7 hrs a week. 

## 3 Early Development 

Whilst there were many challenges to overcome and more remain, there is evidence across the Area of renewal and increased activity with a gentle shift from concentration on Ministry to more work with communities. Examples include revival of The Big Breakfast; support for schools through Open the Book; a Food Pantry; a Food kitchen, jointly with the local RC church; a weekly Cymorth coffee and chat group; and a Baby and Toddlers group. 

## 4 Financial Review 

Across the Area the collective value of funds was just over £1million. Rather than draw all the money into a central fund and bank account, the MAC established a devolved financial regime whereby all the churches kept their own bank accounts. In addition, the MAC opened an additional Bank Account to facilitate payment of collective Expenses and the annual Ministry Area Share of £ 150,000 due to the Diocese. Each church was expected to raise sufficient income to meet its day-to-day expenditure; and pay its 



portion of Expenses and Share in accordance with a Contribution scheme discussed with church Treasurers and approved by the MA Council. Specific additional approval is required for other expenditure, such as individual building projects.  All church Treasurers are required to maintain financial records in My Fund Accounting, a system adopted by the Diocese and Province. All have been provided with training in its use. 

In the year of account, 19 of the 20 churches were able to pay their contributions, though some had to dip into reserves.  The MA Council covered the 1 church unable to pay, from the small central fund. Whilst there was variation in financial performance between churches, particularly over levels of income lost during Covid, the overall result was a marginal fall in year-end value of £ 24,587 to £1,005,434. 

The Council is advised by the elected MA Treasurer who in turn is supported by a small Finance Committee, the appointment of who are recognised by the local church Treasurers as representative of them. 

## 5 Reserves Policy 

The majority of funds are held in individual church bank accounts and recognised investments, and ensure that overall, there are significant reserves. The MA Treasurer and Finance Committee monitor the levels of reserve in individual churches and have commenced an analysis of the long-term sustainability of each. Overall, the MA is able to maintain a more than adequate reserve to cover all basic operational expenditure, whilst recognising that annual income must be maintained to secure viability in the long term.  The capacity to meet significant building maintenance costs is severely constrained and authority to enter into new expenditure is always subject to access to sufficient funding. 

The formal reserves policy is stated as: “To ensure the Ministry Area and each of the churches hold sufficient funds to cover any shortfall in annual income whilst monitoring the continuing financial viability of each individual church.” 

## 6 Looking Ahead 

The new financial year of 2024 started with a change of Ministry Area Leader and subsequently with new additions to the Ministry Team. As a result, there is a shift in emphasis from foundational work to mission and growth. The clergy team is now stable and there is a strong group of trustees and volunteers. The church communities are well placed to begin the next phase of work and are to be congratulated on the way they are working together.

## **Independent Examiner’s Report to the Members of the Parochial Church Council** 

We report on the accounts of the Heart of Monmouthshire Ministry Area for the year ended 31 December 2023. 

## **Respective Responsibilities of Parochial Church Council and Examiner:** 

The Parochial Church Council are responsible for the preparation of the accounts. The Parochial Church Council consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. 

It is our responsibility to: 

- examine the accounts under section 145 of the Charities Act; 

- to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the Charities Act; and 

- to state whether particular matters have come to our attention. 

## **Basis of Independent Examiner’s Report** 

Our examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as the Parochial Church Council concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent Examiner’s Statement** 

In connection with our examination, no material matters have come to our attention: 

(1) which gives us reasonable cause to believe that in any material respect the requirements: 

- to keep accounting records in accordance with section 130 of the Charities Act; and 

- to prepare accounts which accord with the accounting records and comply with the 

accounting requirements of the Charities Act  have not been met; or 

- (2) to which, in our opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached. 

## **Other information** 

During our examination, we identified the following discrepancy in the Statement of Financial Activities report provided from the accounting software used. 



The total funds carried forward in the income and expenditure section of £1,004,774 do not match the represented by funds of £1,005,435 as expected. The net assets per the Balance Sheet report confirm the figure to be £1,005,435. 

This point was raised during the examination and deemed to be an issue within the reporting software. We believe the discrepancy of £661 does not materially impact the user’s ability to reach a proper understanding of the accounts.
