and then elected at our AGM. Additional trustees upto our maximum can be
appointed by the trustees but they must then ￿sign at the next AGM.

Summary of the main adivitsgs underlaken for the public benefit
Meeting ar￿ liaising with local authority, NHS Integrated Care Board {ICB)
and other agencies to represent views of parent (arers and ensure services
are delivered as set out in legislati￿ and guidan￿.
Engaging with parent (zrers lo gather view5 on Icxxl services and other
issues effecting children and young people spec4al educatK>nal needs
and l or disabilities (SEND).
We work alongside local authortses. edu(3tion. health. and other seNice
providers to ensure the services they plan. commisston, deliver and monitor
meet the needs of diiklren and families with SEND tn Nottinghamshire.

We help provide access to timely and relevant information enabling families to
access the services and support they need to gain a better qualty of lrfe. become
more infomied. connected. active and empowered citEens. It helps families get he
tailored to their individual needs.
2. Providing peer support
We vrsit support groups and Children's Centres. Msit schools, set up and estsblish
new parent forums. and deliver the mini forums as part of the Autism in Schools
project.

3. Engagemerrt and Repr&8entati
We engage with parent carers thr(￿gh various channels. induding hokjing stslls at
r81evant parent carer marketplace events. distributing the forum's leafiets out to
groups. holding workshops and sharing out surveys and oth8r initiatives to capture
their challenges and concerns. hearing from individual parents through their shared
stories. emails. and phone calls. and help establish new parent support groups.
We engage wilh parent carers in diverse Ydys so that different VO￿ are heard a
gather views on the I￿1 services and other issues affecting children and young
people wÈth SEND (Special Educational Needs and Disabilities) and their families.
We collect feedback and get parents and (arers. lived experiences to service
commissioners, providers and OFSTED ICQC.
These activits'es mean there is a Constructi￿ (*annel of communication be￿een
parents. carers, and strategic partners to influence positive thange. create qualty
seThices. and provision that meets the needs of all children and young people with
SEND in Nottinghamshire.

4. Infiuencing and transfomiing seThic6s and attiti￿eS
We meet and liaise with the local auth(xity. NHS Nottingham and Nottinghamshire
ICB (Integrated Care Board) and other agencies and ensure that the collecttve voice
of parent carers and their children, as well as young people with disabilities, are
represented and infiuence Ihe planning. shaping. commissioning and delivery of
ser4ices.

We advocate for WKler parent engagement and the value of hearing directy from

The Trust8es confinn that they have complied with the duty in section 17 of the
Charities Act 2011 to have due regard to the Charity Commission's general guidance

Summary of the main achievements durfng the period
We hosted workshops and attended several parent ￿rer Ma￿etpla￿ events with
parent numbers of up to 2(X). Here we got to meet and engage ￿ryth parent carers,
shared publicity material, got new members and heard families, experiences.
Feedback shown that participants believed they were better infomied and more
engaged as a resulL
We attended strategic govemance meetings. mosty virtually, but with a number now
resumed in-person. Meetings included Ihe ICS SEND Health Assurance Group,
SEND Accountabilty Board. and the Local Area Qualty Assurance EHC plan
Steering Group.
We had parent representstives engaged in many areas of service delivery including
Short Breaks - SEND Local Offer Groups. Short Breaks Steering Group, NottAlone
steering Group. Preparing for AdulthcKMJ workstreams. Joint N0￿cIty SEND
Employment Core Group and the neur0dlver￿ty website coproduction group. In totsl

we participated in more than 2(K) meetings achieved by 375 parental representatives
attending work-strearn meetings, steering groups or conferenos.
We maintsined a ￿bSIte of relevant information and several soctal media platfonr
as well as continuing to efflail regularty to parents on our datsbase and to send oul a
monthly newsletter.
The Steefing Group rnet monthly wilh a hjbrid option. This enabled participation from
more diverse team. The Steering Group plans the work of the Charity, coordinates
representstion. parent participation and engagements. and plans events.
As members of the National Network of Parent Carer Fofurns we work to keep the I
voice of parents and carers loud and dear. and Infjuen￿ and shape the delivery o
services for disabled families. This indudes attending work stream meetings and
acting as represenlatives from Nottinghamshire at these strategic meetings.
Forums work in their k)cal areas but should also wnnect regionally. Nottinghamshi
Parent Caref Forum are active within the East Midlands network of forums. and we
attend regular meetings for our area. discusstng diverse topics and erk8uring that
local concems are heard regionally and nati￿alty.
At the fowm's regular quartedy meetirnJ with colleagues from the L(￿al Authority,
raised parent Ca￿rs. increa&ng experience and concem about the use of part-time
timetables. how they are being monitored, whether it was a growing problem, and the
effect it could have on families and children's out￿Me8. Coming out of that
discussion the forum was inviied to submit a Scokyng d0￿me[rt to cary out a revie
into this area. The document details the purKM)se of the review. methodology, key
lines of 8nquiry and key questions. reporting mechanisms. and anticipated outcomès.
It has now undertaken a project to enable in-depth data to be collected to evidence
the lived experien￿ of families and to validate any need for change and
improvemenL
In late January Nottinghamshire becxme the first Local Area to be inspected under
the new framework. The forum ￿￿rked extremely hard to raise awareness of the
inspection and to encourage parent carers to complete the OFSTEDICQC survey,
and a great many parents did. The Steering Group worked laboriously over several
long days. putting in many hours. to ensure that Ihe limited time with the inspection
team would be put to besl use. We were able to present a detailed breakdown of the
areas where children and young p￿)Ple with SEND were being failed. covering the
top priorities for pa￿nts e.g. statutory failings. unacceptsble y￿¥￿ and gaps in
services. We used data. evidence and referenced suTveys to valKlate everything that
VRS raised. The parent voice of lrfe in Nottinghamshire Yas o)mmuni(xted strong
and dearly to the inspeth.on team.
The OFSTEDICQC Inspection report said The Nottinghamshire Parenl Carer Fowm
{NPCF) take an active role in representing the families of children arKI young people
with SEND. NPCF is represented on the SEND accountsbility board. Members of t

leaders when Se￿iceS and provision are not g)od enough. NPCF is involved in th

partnership's plannlng to improve services and provision. However. they are rightl
concerned that leaders. planning is reactive rather than fonvard looking."
In the light of the OFSTEDICQC Inspection outcome in May 2023 of. Ividespread
andlor systemic failings. the forum has been Lx)mmFtted to ensuring parent carers are
involved in the improvement Y￿rk arising. Parent representatives from the forum a
engaged at all strategic levels under the SEND Improvement Plan induding
attendance at the SEND Executive Leadership Group. SEND Partnership
Improvement Board and SEND Partnership AsSU￿n¢e and Improvement Board
(PAIG).
Flnanclal revlew
We are in a g￿d financial position at the end of our financial year with a signifiG9n
surplus in funds. We have secured additi(Xkql fiFndirKJ streams in addition to our
annual Departrnent of Education grant whfftch has funded our increased workload and
will allow us to increase our engagement parent cArers and our inflUer￿e with
statutory bodies.
The charity's policy on reserves
The trustees agreed at their meeting in September 2023 an unrestricted reserve
£6,000 be maintained in the current ac(x)unt to ensure that the charity has sufficient
funds to withstsnd finan(aal issues or to accommodate a four month winding up
period for the charity in an organised manner as required by the charitys
constitution. The designated reserves amount will be reassessed annually at the fi t
business meeting of the trustees following the AGM.
Flnanclal risks
The majority of our income is re￿IVed in the forni of grants from public bodies, thi
funding may be affe(aed by changes in national 8rKI k)cal govemment policies.
