TRUSTEES REPORT

The Trustees are pleased to present their annual feport and accounts for the period ended 31 December
2025. The accounts have been prepared in accordance with the accounting policies set out in note 2 to
the accounts and comply with the Charitie5 Acl 2011 and the Statement of Recommended Practice,
Charities SORP IFR51021.
Objectlves
The objects of the Reading Street Pastors Charitable Incorporated Organisation ICIOI are for the public
benefit in the 8eographic area of Readin8 and beyond, as follows..
To advance the Christian Faith. in accordance with the 'Ascension Trust. Street Pastor Licence
Agreement through-
The provision of public paslor31 care service5 to help people on the street5 and other
public pla¢es, 8ivin8 8uidan¢e, support and si8npostin8 which assist in preserving
publlc order. avoiding anti-social behaviour. relieving sickness and preserving
health, and by
Enlightening others about Christianity through raisin8 awareness and
understandin8 of ecclesiastital relevance to the community and public life,
mobili5in8 the Church ecufflenically io unity of worship and to advance the Christian
Faith by carryin8 Out the mission and outreach work of ihe Gospel for the benefit of
the public.
2. To develop the capacity and skills of socially disadvantaged groups in our community in such a
way that they are better able to identify, and help meet. their needs and to participate more fully
in society,. in particular but not exclusively through raisin8 awareness, promoting, sustaining and
increasing individual and collective knowled8e, skills and expertise, through the pra¢ti¢al
development of individual capabilities, competences. skills and understanding through formal
training, informal talks and Capacity buildin8 in voluntaryservices, according to Christian principles
and the Street Pastor Urban Trinily piinciple of church, police and local government working
tO6ether for the benefit of the community.
Publlc beneflt
The Trustees have complied with their duty to have due regard to the guidance on public benefit published
by the Charity Commission in exercisingtheir powers and duties. Examples of this public benefit can be found
in the other parts of this Report.
The Charity constitutes a public benefit entity a5 defined by FRS 102.
Activitie5
The work of Reading Street Pastors was established in 2rKJ9 and previously operated as part of the
Transform Reading charity before becoming a CIO in 2023.
During the period to December 2025 Reading Street Pastors have continued their core work of caring,
listening and providing help for the people we meet in the nighttime economy. We have provided

practical support to improve the safety. health and condition of the people we meet by providing items
such as water, flip-flops. space blankets & lolly pops. We also help people who may need support due
to intoxication etc. helping them safely get back home. or to friends. The work of the charity includes
the First Stop volunteers who provide a safe space and facilitate the work of an NHS paramedic for
anyone who needs medical support durin8 the hours of our weekend nighttime patrols. During 2025
there were 112 Street Pastor nighttime Patrols with 260 daytime patrols.
Reading Safe Space is the base for Reading Street Pastors, including the work of the First Stop volunteers,
during 2025 180 people were taken to the First Stop based at Reading Safe Space. Out of this number of
people seen only a small percentage had to be taken to A & E It is also used from time to time by the
Reading Borough Council IRBCI 'Busines5 Improvement District, (BIDI team, other organi5ations use the
Safe Space providing a community space. Reading Street Pa5tor5 contirbue to work closely with Thames
Valley Police, South Central Ambulan¢e Servi¢e. RBC. and the BID to help provide support and help where
needed.
Key activitie5 included..
Patrolling Reading Town Centre and the Oxford Road area every Friday and Saturday night
between 10 pm and 3 am
Patrolling Reading Town Centre Monday- Friday between 10.Crf)am and 2pm.
Patrol In an area of Readlng where there Is anti-social behavlour
Supportin8 the Windsor Street Angels at Royal A5¢0t.
Patrolling at Henley Royal Re8atta, Reading University Ball, Freshers Week and other significant
date5 such as A level result ni8ht Halloween and New Yearfs Eve.
At the Readin8 Festival. we patrolled the site in the afternoon and evenings durin8 the festival
weekend. We also ran two cafeslsafe spaces 2417 for the duration of the festival, with extra volunteers.
Rail Pastors visit stations in the area at least once a week. looking out for anyone in need of
support.
Street Pastor5 V151t Reading College weekly & engaBe with the students and Street Pastors
support other areas outside of the town centre.
In December 2025 there were 88 Reading Street & Prayer Pastors arbd 14 First Stop volunteers.
Flnanclal Revlew
Income during the period was £76,58112024 £78,863). Expenditure during the period was £87,53012024
£89,318) resultin8 in an overall deficit of £10,949 for the period. Of this deficit, £8,103 was funded bv
Restricted Funds held for the specific purpose of covering the rent payments for The Church House, Chain
street Reading. The remaining deficit of £2.846 was covered by unrestricted funds.
The principal sources of funding are donations from individuals and churches. revenue from the work at the
Reading Festival. and various other grants received during the period.

Expenditure is targeted at achieving the key objectives of Reading Street Pastors. with supporting overheads
kept to a reasonable minimum.
At each Trustees rneetin8, the Treasurer presents the financial result5 of the charity for the relevant period.
There are no significant items of expenditure planned for the future other than the ongoing operating costs
of the charity.
Prfnclpal rlsks and uncertalntles
Reading Street Pastors is exposed to risks associated with finance. safeguarding, legislative compliance,
buildings and infrastructure. Each area has been reviewed by the Trustees durin8 the year and plans put in
place to rnana8e the risks.
The annual budget for the 2025 year was approved by ihe Trustees. Performance agalnst budget Is
reviewed at each meeting of the Trustees. and between meetings by the Treasurer.
Reading Street Pastois has a Safeguarding Policy, and ihe Trustees appoint RBC
Safeguarding Officer who acts as the focal point for conceins. All key staff and volunteers workin8
with children and vulnerable adults are recruited using Safer Recruitment principles and are checked
with the Disclosure Barring Service.
Our buildin8 is insured and maintained re8ulèrly to ensure that it is safe and fit for purpose.
Volunteers are carefully seletted. and trainln8 Is provided for these volunteers, and they are
Supported and accountable to team leaders.
Reserves Pollcy
It is the policy of the Trusiees io maintain a level of reserves sufficient to ensure operational effi¢ien¢y. The
level of reserves is reviewed annually, and any use ol reserves musi be approved by The Trustees In the
opinion of the Trusiees, the charily has adequ3ie cover for the Reserves Policy and enables these ac¢ounts
to be prepared on a going-concern basis.
Strurture. Governance and Management
Reading Street Pastors is constituted as a Charitable Incorporated Organisation usin8 the "Foundation"
model dated 1st lune 2023 under the Ascension Trust license number 010301CC. The governance of
Readin8 Street Pastors is conducted by the Tnjstees and 15 SUPPOrted by an employed full-time
oordinator, part-time administrator and volunteer treasurer.
During the period the following Trustees resigned: Audry Payne. A New trustee was appointed Andrew
Shapland.
In selecting individuals for appointment as Trustees, the current Trustees had regard to the skills,
knowledge and experience needed for the effertive administration of the charitv.

the 2006 Act and are eligible for independent examination, I report in respect of my examination of your

2. Accountlng Polkles
8asls of Preparatlon
The financial statements have been prepared in accordance with the Statement of Recommended
Practice.. Accounting and Reporting by Charities preparing their account5 in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 (Charities SORP IFRS
1021 issued in October 20191. the Financial Reporting Standard applicable in the UK and Republic of
Ireland IFRS 1021 and the Charities Act 2011
The financial statement5 have been prepared to give a 'true and fair, view and have departed from the
Charitie5 IAc¢ounts and Reports) Regulations 2008 only to the extènt required to provide a 'true and fair,
vlew.
Readin8 Street Pastors meets the definition of a public berbefit entity under FRS102. Assets and liabilitie5
are initially recognised at historical cost or transaction value unless Otherwise stated in the relevant
ac¢otJnting policy notel51. There are no materbal Lbn¢ertainlie5 about Readin8 Street Pastor'5 ability to
continue as a going concern.
Income
Income is recorded on the Statement of Financial Activities ISOFAI when it becomes probable the charity
will receive the income, the charity becomes entitled to the income and the amount of income due to be
received can be measured reliably.
Investment Income is accounted for when due.
Grants are in¢luded in the Slalement of Financial Activities on a ￿¢eiv¥ble basi5. The balance of in¢ome
received for specific purposes but not expended during the period is shown in the relevant funds on the
Balance Sheet.
Expendlture
All expenditure is accounted for on an accruals basis and has been classified under headings that
aggregate all costs relating to that category. They include irrecoverable VAT. Where costs cannot be
directly attributed to particular headings, they have been allocated to activities on a basis consistent
with the use of the resources. Governance costs are those incurred in connection with administration of
the charity and compliance with constitutional and statutory requirements.
Liability and Prow5ions
Liabilities are recognised a5 500n as there 15 a legal or corbstructive obligatiorb committing the Charity to
discharge them.

Debtors
Trade and other debtors are recognised at the Settlement amount due after any trade discount offered.
Prepayment5 are valued at the amount prepaid net of any trade di5count5 due.
Cash at bank and In harKI
C35h at bank and in hand include5 cash and short term highly liquid investment5. The Trustees seek to
use short and medium-term deposits where possible to maximise the return on monies held at the bank
and to rnanage cash flow.
Penslons
The charity offers a defined contribution pension to all eligible staff and, at the Trustees, discretion, to
other paid staff. At the year-end there were no contributions no outstanding
Fund Accounting
General funds are unrestricted funds which are available for use at the di5cretton of the Trustee5 in
furtherance of the general objectives of the charity and which have not been de518nated for any other
purpose.
Restricted fund5 are funds which are to be vsed in accordance with specific restrictions imposed by
donors or which have been raised by the charity for a particular purpose. The cost of raising and
administering 5u¢h fund5 is charged #gain5t the specific fund. The aim and use of each restricted fund is
set out in the notes to the financial statements.
Cash Flow
Under section 7 of FRS102 In relation to the Cash Flow statement. the exemptlon has been clalmed on
the basis that Reading Street Pastors is a small charity.

A Safer Streets Grant Fund has been received to create a safe hub in the Town Centre. These funds are
restricted to use for the 1st year of refurbishment costs and payments under the lease of The Church
House, Chaln Street Reading. A transfer has been made in year for the reduction of rent due agreed
with the landlord in lieu of payment of all legal fees. Minimum Lease payments are disclosed in Note
13.
