Achievements and Performance

The Charity faced some major
maintenance issues throughout the course
of the year in question. One major project
has been to install drainage in the gardens
at the back of the almshouses in Rattle
Road, Westham and to relay the patios at
the back of two of these houses to prevent
flooding encroaching at the back of these
houses. Further work of a similar nature
has been carried over in 2024.

In addition, a nurnber of houses have
required new kitchens installed, and as the
housing stock begins to show its age,
windows have had to be replaced, and it 18
clear almost all windows in four of the
houses in Rattle Road, Westham, will need
replacing over time.
The Charity commissioned a Quinquennial
Survey in October 2023, which has outlined
number of mainlenance and other issues,
which will be dealt with in the course of
2024.
The Charity has been attentive to the
needs of its residents, the Trustees
personally conducting at least annual
checks on the State of the Almshouses in
addition to ensuring the ne¢es8ary
statLrtory checks are completed - annual
gas safety checks and the Quinquennial
Survey in 2023.
The Trustees considered that all the
properties were in good condilion and fit for
purpose.
The Trustees declare that they have regard
to the guidance issuèd by the Charity

The project of creating drainage in the back
gardens ofthe Rattle Road houses and
altering the back patios of two of those
houses has greatly improved the position
regarding potential flooding at Ihe back of
these houses. Further work on this project
was scheduled for 2024.
In addrtion, two of the houses have had
their kitchens refurbished. Included in
those refU￿rShmentS were the installation
of raised ovens so the residents could more
easily use the ovens, and induction hobs to
reduce the risk of residents ac¢identally
burning themselves.
The Trustees continue to be responsive to
the needs of their residents and, wilh
properties showing signs of age, are more
willing to replace it8ms such as windows
and doors which are coming to the end of
their useful life.
The Trustees do not fund raise, but rely on
the income from the Weekly Maintenan

has again exceeded the income from the
Weekly Maintenance Charges collected.
The Weekly Maintenance Charges were
reviewed and increases implemenled in
April. As the rnaiority of the residents
receive housing benefit, these increases
are moslly covered by an increase in the
housing benefit received by the residents.
The Trustees have been using cash
reserves built up lo implement
improverrents lo the properties and
consider all spending projects carefully to
ensure they represent value for money and
increase the value of the estate.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31/12/2023. 

- **Responsibilities and** As the charity trustees of the Trust, you are responsible for the preparation **basis of report** of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

**Independent** I have completed my examination.  I confirm that no material matters have **examiner's statement** come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- accounting records were not kept in accordance with section 130 of the Act or 

- the accounts do not accord with the accounting records 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
