The Trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) (effective 1 January 2019). ## **OBJECTIVES AND ACTIVITIES** ## **Objectives and aims** The summary of the purpose of the charity is to provide a credible and representative voice for people who have experience gambling related harm and at inform all aspects of the gambling debate, from policy and regulation, to research, treatment and prevention. Activities undertaken to achieve this have included participation in research projects, presenting at conferences and summits, holding workshops and meetings, and built relationships with other organisations in the gambling harms space. ## **Statement on public benefit** The trustees have considered the Charity Commission's guidance on public benefit, including the guidance 'public benefit: running a charity (PB2)'. ## **ACHIEVEMENTS AND PERFORMANCE Significant activities** The charity appointed both employed and contract staff during this reporting period to allow delivery against agreed objectives and activities. Two new trustees were appointed, taking the number of trustees to five. A new Chair of Trustees was also appointed from amongst the existing trustees following the previous Chair stepping down from being a trustee in order to take an interim Operational Co-Lead role on a contract basis. The charity established and expanded its volunteer programme including the creation of a development panel with separate project teams to help deliver a range of new operational projects including developing a Community Outreach programme, updating the functionality of the charity’s website and digital estate, and the creation of a Directory of Resources and an Events Calendar. All of these are aligned with the objectives and aims of the charity in providing advocacy, advice and information to the charity’s beneficiaries. The charity submitted responses to several consultations held as part of the implementation process of the White Paper (entitled "High stakes: Gambling Reform for the Digital Age") which the UK Government issued in April 2023 as part of their review of the Gambling Act 2005. The charity presented at several conferences and events, and staff and trustees appeared on and also facilitated panels hosted as part of these events. The charity also continued to work with research teams on projects relating to research around harmful gambling, to work in partnership with other sector charities and stakeholders in raising awareness of harms caused through gambling, and to expand our messaging around these areas using both our website and social media platforms. The charity continues to support individuals with Lived and Living Experience of harms caused through gambling and have participated in various sector activities and events looking at the role of Lived Experience in the gambling harms sector, including roundtable discussions around the future ambitions of the National Gambling Support Network, and presentations on GLEN’s activities and ambitions around supporting the voices of Lived and Living Experience to GambleAware’s Lived Experience Council. ## **FINANCIAL REVIEW** GLEN was registered in September 2022, making 2023/24 the first full year of operations. The charity is in year two of a significant three-year grant funding agreement and continues to seek further avenues of funding. A description of the principal risks facing the charity: While finances are currently healthy the charity has faced, and continues to face, a challenging and uncertain time due to wider environmental factors brought about by the UK Government’s publishing of the Gambling Act 2005 reform White Paper. One of the areas under review within this White Paper is the replacement of the existing RET voluntary donation funding system with a Statutory Levy. The current grant funding received by the Gambling Lived Experience Network is ultimately derived from RET funds. As with all charities in the sector there remains considerable uncertainty over how the final implementation of a statutory levy will impact wider charity funding, and how levy finds will be allocated and distributed. Apart from these environmental concerns, which may or may not precipitate a requirement for future changes in funding strategies, there are no other known principal risks to the continued viability and operation of the charity. Page 1 ## **Gambling Lived Experience Network Report of the Trustees For the year ended 31 March 2024** ## **Reserves** The Trustee’s ambition is to build and maintain the charity's reserves at a level which is equivalent to a minimum of six months' operational expenditure. ## **Going concern** There are no immediate concerns about the charity being able to continue as a going concern. ## **STRUCTURE, GOVERNANCE AND MANAGEMENT Recruitment and appointment of trustees.** GLEN is proud that the majority of its trustees have lived experience of gambling harms. I report in respect of my examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## **Independent examiners statement** I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1. accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act; or 2. the accounts do not accord with those records; or 3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination. I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached. Accounting Policies** ## **Basis of accounting** The financial statements have been prepared under the historical cost convention, except for investments which are included at market value and the revaluation of certain fixed assets and in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), and the Charities Act 2011. Gambling Lived Experience Network meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s). ## **Going concern** The financial statements are prepared, on a going concern basis, under the historical cost convention. ## **Funds** The charity maintains a general unrestricted fund which represents funds which are expendable at the discretion of the trustees in furtherance of the objects of the charity. Such funds may be held in order to finance both working capital and capital investment. Restricted funds have been provided to the charity for particular purposes, and it is the policy of the board of trustees to carefully monitor the application of those funds in accordance with the restrictions placed upon them. There is no formal policy of transfer between funds or on the allocation of funds to designated funds, other than that described above ## **Incoming resources** All incoming resources are included in the statement of financial activities when the Charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income: Income from government and other grants, whether capital' grants or revenue' grants, is recognised when the charity has entitlement to the funds, any performance conditions attached to the grants have been met, it is probable that the income will be received and the amount can be measured reliably and is not deferred. Income received in advance of the provision of a specified service is deferred until the criteria for income recognition are met. ## Interest receivable Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the charity; this is normally upon notification of the interest paid or payable by the bank. ## **Resources expended** Liabilities are recognised as resources expended when there is a legal or constructive obligation committing the Charity to the expenditure: Expenditure is classified under the following activity headings: - Costs of raising funds relate to the costs incurred by the charitable company in inducing third parties to make voluntary contributions to it, as well as the cost of any activities with a fundraising purpose - Expenditure on charitable activities includes the costs of delivering services undertaken to further the purposes of the charity and their associated support costs - Other expenditure represents those items not falling into any other heading Page 6 ## **Gambling Lived Experience Network Notes to the Financial Statements Continued For the year ended 31 March 2024** ## **Taxation** As a registered charity, the company is exempt from income and corporation tax to the extent that its income and gains are applicable to charitable purposes only. Value Added Tax is not recoverable by the company, and is therefore included in the relevant costs in the Statement of Financial Activities. ## **2.
