Eligibilityfor membership of the Charity and membership of the Board of Trustees is governed
by the Constitution. There are no restrictions in the governing document on the operation of
the Charity other than those imposed by general charity law.
Governance
The Charity has six Trustees. It has also esrablished six working groups each headed by a
Trustee joined by knowledgeable and skilled community volunteers to support Marketin&
Events and Community Fundraising, Grant Funding, Capital Work5, Finance and Legal and
Operations Improvements.
Appointment and Induction of Trustees
Trustees are appointed at the Annual General Meeting and can be co-opted during the year
by the board of Trustees. Potential new Trustees are asked to submit an application letter
listing their skills and knowledge they can offer the Charity. Newly appointed Trustees are
provided with a copy of the constitution and offered indurtion in the history and operation
of the Charity.
Key Management Personnel
FOJP is accountable for all aspects of the pool building, including repair, maintenance and
renewal and for delivering a swimming pool and gym service to the community. Day-to-day
operation of the pool is managed through a partnership with Parkwood Leisurel Lex Leisure
ICIC) who are contracted on 2 not-for-profit/no risk basis by Friends of Jubilee Pool (Bristol}
Ltd. In 2025 Parkwood Leisure have replaced Lex Leisure ICICI with Creating Attive Futures
Ltd- a charitable Comrnunity Benefit Society.
Grant Making
The Charity doe5 not currently engage in grant-makin8 artivity.
Policies on Reserves
The Trustees have reviewed the charity's need for reserves in line with the guidance issued
bythe Charity Commi5510n.
The charitvs total Unrestrlcted Reserves shown in the Balance Sheet as at 31 Oecember 2024
are £277.90312023.. E80,4821. £214,522 of these reserves were represented by Fixed Assets
12023: £4,204}. leaving £63.381 available as Unrestricted Reserves12023'. £76,278).

The Trustees also aim to hold a level of free Unrestricted Reserves equivalent to three
months, operating costs of the pool, which provides su￿1Clent financial resource5 to meet the
legal and contractual obligations and liabilities which would crystallise if the pool was shut
with no income generated. Their current estimate of the amount required for this purpose
and hence targeted level of reserves is approximately £86,000. As at 31 December 2024 the
charity holds actual free reserves of £63.381 for this purpose.
As stated in this report, a stronger swim school programme has been developed for growth
in income and the charity is looking at ways to b005t it5 membership income and introduce
other forms of income including business sponsorship and merchandise sales. This will
contribute to the overall aim of increasing the charit¢s free reserves towards the targeted
level of reserves of £86,000.
OBJECTIVES AND ACTIVITIES
Charilable Purpose
To promote for the benefit of the inhabitants of Knowle and the surrounding area, the
provision of facilitie5 for recreation or other leisure time occupation of individuals who have
need of such facilities by reason of their youth. age. infirmity or disablement, financial
hardship or social and economic circumstances or for the public at large in the interests of
social welfare and with the objert of improving the condition of life of the said inhabitants.
Public Benefit
In our decisions as a Board and in the drawing up of this sumrnary of our main attivities. we
have had due regard to our public benefit obligations under the Charities Act and the Charities
(Accounts and Report) Regulations 2008. We have also had full regard to the Charity
Commission's public benefit guidance outlines in guides PBI, PB2 and PB3.
Impact and Value
2024 is the second full year of FOJWS operation of Jubilee Pool and Gym I"Jubilee Pool-)
following the successful Community Asset Transfer ("CAT"l in October 2022.
During thi5 year. the Trustee5 have focussed on building solid foundations for the future
growth and development ofjubilee Pool. growing community engagernentand memberships
and developing a funding and Investment plan for major capital work required to secure the
building fabric and heating systems.
Membership numbers have increased by 17% in 2024 and by 60% overall Sin￿ we took over
the pool in 2022. A stronger swim school programme has been developed to allow for
swimmer progression and far growth into the coming year. The management staff and team

have remained stable and addltlonal lifeguards and swim teachers have been recruited as
needed for whom FOJP has supported additional training and staff development.
Our partnerships with Active Mind5 - learn to swim group for women of colour, Out to Swim
an LGBTQ+ masters swimming club and Adult Swim Clubs have continued and developed
including joint training. The Rookie Lifeguard club which offers youn8 people vital lifesaving
skills is very popular with a current waiting list for places. These activities reflect some of the
priorities outlined in the Community Consultation Report undertaken for the G4T in 2022 and
this document guides the Trustee5 as they plan into the future.
We continue to provide free of charge swlmmlng to pregnant people both antenatally and for
a period postnata51y.
A major achievement thi5 year has been to Secure the final grant income required for a new
Air Handling Unit and the installation and commissioning of the new unit in October 2024. In
order to install the unit. one side of the flat roof which was leaking a Iso needed full repair to
support the AHU duct work. The new AHU has dramatically changed the pool. reducing
significant condensation which was affecting the internal roof fabric and the customer
experience. The AHU is managing the temperature of the Pool Hall and providing a heat
exchange function to support energy c05t reduction.
This work along with the installation of a pool thermostat, replacement LED lights and a new
Pool cover has reduced our energy usage by 8.3% for gas and 5% for electricity and regulated
the pool temperature for customer5.
We have however faced major challenges due to the strong Storms in the latter part of the
vear which dislodged some glass panels in our main roof leading to closure of the Pool for 2
weeks whilst emergency repairs were undertaken. Although this is resolved for the very short
term it highlighted the importance of designing and implementing a full roof repair as soon
as possible. As a result, FOJP has focussed on the Second stage of its capital repair programme
having now installed a new AHU. Initial investment in project scoping and planning for this
work has started this year and will continue into next year. The next phase includes a new,
repalred main roof allowing us the opportunity to also install solar panels. repair of the
remaining flat roofs and a new heating system to replace the extremely old set of 4 boilers.
The internal condition of the Pool has suffered considerably from previous internal
condensation and external leaks and 15 in need of major redecoration.
FOJP has continued to undertake minor repairs and maintenance to the Pool and Gym with
support from a wide range of grant funders and community volunteers. This has included
ongoing minor repair5 to changing room equipment. a new pool cover and external site
improvements. In the Coming year, a local maintenance and repair company has comrnitted
to undertake work of Social value to help with Jubilee Pool repairs.

People
In 2024 one ofthe FOJPTrustees retired however a new Trustee has been appointed in 2025
bringing significant experience in capital works project management. operational
management and grant funding in Bristol.
All our Trustees. working groups and work parties are volunteers and their commitment.
enthusiasm and passion demonstrate why Jubilee Pool is such an important asset for this
community. It can take a lot of time and energy for volunteers to continue with their
involvement with the PODI, particularly as they balance their time with work and family
commitments. We have seen a turnover of people engaged and after a recent open event
were encouraged by the number of new volunteers offering to support the working groups.
There are many wonderful stories about the people involved in the pool - Patrick, a regular
swimmer who has acquired and fixed a new pace clock, and Gerry and Lynn who stepped in
immediately to fix an external door which had been blown off by a storm.
Joseph, Orin and Elliot, three of our young members from City of Bristol Swimmers raised over
£8(M) in the Jubileeathon 24 hour swim event, having swum 1,208 lengths over 4 hours. Orin
and Joseph f inished in style. swimrning butterfly for the last 10 laps and Elliot kept on with
crawl to complete 458 lengths meaning he swam IOK.
Risk Management
The Trustees reviewed the major governance. operational and financial risks which the
Charity faced as part of its initial busine55 plan and identified procedures and actions to
mitigate these risks. These risks have been reviewed and updated this year. Systems have
been put in place to mitigate the risks.

The Trustees are satisfied that appropriate financial systems and controls are in place. They
consider the key risks facing the Charity at the moment to be the financial risk arising from
increased core costs, in particular increased staffing costs outlined in the recent Budget. In
additlon. some urgent capital works are needed to secure the roof and heating system in the
short and medium term.

ACHIEVEMENT AND PERFORMANCE
Headline improvements for FOJP and Jubilee Pool 2024 are:

Financials
Through the funds raised, outlined above. FOJP was able to implement its first capital
investment of a new Air Handling Unit and cover all its operating costs. The reduction in
energy usage and KWH costs coupled with increased membership has supported a p051tive
position for the pool. New challenges of increased N l and Living Wage costs are beingfactored
into 202S which will necessitate further increases in membership and swim school income.
Fundraising
In addition to the grant income secured in previous years. the FOJP Grant funding group has.
during 2024, secured the following new grants..
Air Handling Unit - the final grant needed from the Garfield Weston Trust to add to
previous grants from the Nisbet Trust, Enovert Trust. John James Foundation, Medlock
Trust and Sirona. These grants also covered the related roof improvements for the
installation of the unit.
Fund5 to support operational costs from Wessex Water and the Foyle Foundation
• Energy Saving Mea5ures- a new Pool therrnostat supported by the West of England
Combined Authority IWECAI
A new pool coverfrom the PopleTrust.
This ha5 been an extraordinary achievement and FOJP 15 gratefvl for all of its grant funders
who have shown support for, and share FOJP'S commitment to, Jubilee Pool as a valuable
community asset.
Throughout 2024 we have continued with our vibrant programme of community fundraising
and information events run by volunteer5 to 5UPPOrt our income and reach out to all of our
community.

In October 2024, FOJP held our second anniversary event with activities in the pool coupled
with a 24-hour Jubileeathon fundraising event opened by the Lord Mayor of Bristol. A large
number of people attended the swim event supported by music from local bands and choirs.
It was a lovely celebration of the whole community involved in supporting the pool.
FOJP has been grateful for many donations of items for our raffles and grand draws Includlng
beautiful artwork for posters and cards and has started to create its own merchandise which
has been taken to local community fairs and arts trails along with membership information.
Towards the end of the year. the Christrnas events at the pool were enjoyed by families and
friends including a visit from Santa.
Preparation for a major application to the Government Cornmunity Ownership Fund was
curtailed by an early election changing government priorities. We hope there will be new
opportunities identified in the coming year.
Plans for Future Perlods
In 2025. FOJP aims to move from 'surviving' to 'thrIvin￿ both in terms of day-to-day
operations and costs and securing the fabric of the neglected building fabric.
FOJP has developed a very close working relationship with Jubilee Pool's service provider. This
has helped with financial management and future planning and will continue into future
years.
With a managed fixed term procurement of utility costs and increased membership numbers.
FOJP aims to reach a balanced budget for operational costs by the end of 2025. The increased
staff costs will be offset by an increase in swim school activity where we know there is
considerable demand. This reduces the pressure on the community fundraising activity and
allows the Trustees and Grants Funding team to focus time and effort on the next phase of
the capital building improvement and energy sustainability planning.
The Trustees will be seeking to engage additional specialist expertise on capital works
planning, contracting and project planning to support them and are already involved in
funding bids for feasibility of Air Source Heat Pump energy to replace our ga5 boilers. We also
have additional pro-bono support to assist with planning solutions for our main roof. This,
coupled with the feasibility plans already identifying a need for 501ar PV pane15, provides a
clear route to decarbonisation of the Jubilee building and to further reductions in energy
costs. Identifying local and national grants and government funds for the above work will be
priority for the coming year.
The Trustees wlll focus on the communSty consultation report outcomes to prioritise future
social and community activities and will seek funding support to staff these developments.

The trustees {who are also directors of Friends of Jubilee Pool {Bristoll Ltd for the purposes of
company lawl are responsible for preparing the Trustees, Report (incorporating the strategic
report and directors, report) and the financi31 statements in accordance with applicable law
and United Kingdom Accounting Standards. including Financial Reporting Standard 102: The
Financial Reporting Standard applicable in the UK and Republic of Ireland (United Kingdom
Accepted Accounting Practice).
Company law requires the tnjstees to prepare financial statements for each flnancial year
which give a true and fair view of the state of affairs of the charitable company and of the
income and expenditure, of the charitable company for that period. In preparing these
financial statements, the trustees are required to:
select suitable accounting policies and then apply them consistently;
observe the methods and principles in the Charities SORP,-
make judgments and accounting estimates that are reasonable and prudent,.
state whether applicable UK Accounting Standards have been followed. subject to any
material departures disclosed and explained in the financial statements; and

to presume that the charitable company will continue in operation.
The trustees are responsible for keeping adequate accounting records that disclose with
