Governing Documents.
The Charlty Is a Company Limited by Guarantee with Charitable Status, registered with
Ih
Companies House on 13 December 2021 and the Charity Commission on 12, september
2022.
Eligibility for membership of the Ch3rity and membership of the Board of Trustees is governed
by the Constitution. There are no restrictions in the governing document on the operation of
the Charity other than those imposed by general charity law.
Governance
The Charity has Six Trustees. It has also established six working groups each headed by a
Trustee joined by knowledgeable and skilled community volunteers to support Marketing.
Events and Community Fundraising. Grant Funding, Capital Works, Finance and Legal and
Operations Improvements.
Appointment and Induttion of Trustees
Trustees are appointed at the Annual General Meeting and can be co-opted during the year
by the board of Trustees. Potential new Trustees are asked to submit an application letter
listing their skills and knowledge they can offer the Charity. Newly appointed Trustee5 are
provided with a copy of the constitution and offered induction in the history and operation
of the Charity.
Key Managernent Personnel
FOJP is accountable for all aspects of the pool building. including repair, maintenance and
renewal and for delivering a swimming pool and gym service to the community. Day to day
operation of the Pool is managed through a partnership with Parkwood LeisurelLex Leisure
(CICI who are contracted on a not-for-profitlno risk basis by Friends of Jubilee Pool (Bristol)
Ltd.
Grant Making
The Charity does not currently engage in grant-making activity.
Policies on Reserves.
The Trustees have reviewed the charity's need for reserve5 in line with the guidance issued
by the Charity Commi55ion.

The charitws total Unrestricted Reserves shown in the Balance Sheet as at 31 December 2023
are £80,482 {2022- £51.5131. £4,204 of these reserves were represented by Fixed Assets
12022- £nill, leaving £76,278 available as Unrestricted Reserves12022.. £51,513).
FOJP have identified a project which will not be fully funded by grants. This relates to the new
Air Handling Unit which will be installed during 2024. The shortfall in the funds is £20,000 and
therefore as a result. designated funds of £20.000 have been set aside from the free reserves
to cover this shortfall. The Trustees also aim to hold a level of free Unrestricted Reserves
equivalent to three months, operating costs of the pool. which provides sufficient financial
resources to meet the legal and contrattual obligations and liabilities which would crystallise
if the pool was shut with no income generated. Their current estimate of the amount required
for this purpose and hence targeted level of reserves is approximately £105,000. As at 31
December 2023 the charity holds actual free reserves of £56.278 for thi5 purpose.
OBJECTIVES AND ACTIVITIES
Charitable Purpose
To promote for the benefit of the inhabitants of Knowle and the surrounding area. the
provision of facilities for recreation or other leisure time occupation of individuals who have
need of such facilities by rea50n of their youth, age, infirmity or disablement, financial
hardship or social and economic circumstances or for the public at large in the interests of
social welfare and with the object of improving the condition ol life of the said inhabitants.
Public Benefit
In our declsions as a Board and in the drawing up of this summary of our main activities, we
have had due regard to our publlc beneflt obllgatlons under the Charities Art and the Charities
(Accounts and Report) Regulations 2008. We have also had full regard to the Charity
Commission's public benefit guidance outlines in guides PBI, PB2 and P83.
Impactand Value
On 30, September 2022 FOJP signed an agreement for a 35 year lease with Bristol City Council
and jubilee Pool was transferred to the local community by way of a Community Asset
Transfer I"CAT"). FOJP received the building with no funding dowry and is accountable for
building insurance, all repairs and maintenance required and for ensuring the delivery of a
service to the community. The charity also signed a service contract with Parkwood Leisure
Llmited to support the continued operation of the Pool - this is a not-for-profitlno risk
agreement where all operational deficits land surpluses) are coveredlreceived by FOJP.

2023 is the first full year of FOJP'S operation of Jubilee Pool and Gym {"Jubilee Pool"). During
this year, the Trustees have focussed on building solid foundations for the future growth and
development of Jubilee Pool whilst at the same time riding the economic storm of increased
utility costs and pressure on household incomes.
Membership numbers have increased by 35% and a stronger swirn school programme has
been developed to allow for swimmer progression. New management staff and additional
lifeguards and swim teachers have been recruited and FOJP has supported additional trainirtg
and staff development.
The Jubilee Pool service offer has been reviewed following consultation with members
resulting in changes made to the ti metable. for example. additional provision for family
swimming at weekend5 and holidays, the introduction of a part-time iym instructor to
enhance the gym offer for members and a new inflatable for partie5 and holiday sessions.
This year has also seen the introduttion of new clubs and groups, for example Active Minds
learn to swim group for women of colour. Out to Swim- an LGBTQ+ masters swimming club
and pilot youth programmes such as Rookie Lifeguard sessions. These activities reflect some
of the priorities outlined in the Community Consultation Report undertaken for the CAT in
2022 and this document guides the Trustees as they plan into the future.
We have reached out to local GP surEeries and have started to engage with various charity
groups to deliver on our objective to benefit the health and wellbeing of residents of Knowle
and the surrounding area. We now provide free ofcharge swimming to pregnant people both
3ntenatally and for a period postnatally. A new Life Saving group has been formed by
volunteers teaching children vital life saving skills.
During this year FOJP has launched its new logo and brand and launched the new Jubilee Pool
website
ubilee oolbristol.co.ukl with pro bono support from Modular Digital Ltd and Web
Design City. The website, quarterly community meetings, regular newsletters and community
events provide a continual link for the broader community to the work of FOJP. ongoing work
at Jubilee Pool and the opportunity to feed into future plans.
FOJP has continued to undertake minor repairs and maintenance to the Pool and Gym with
support from a wide range of grant funders and communlty volunteers. This has included
repairs to changing room equipment, painting outdoor areas, new signage, new lights to
improve accessibility, replacement medical equipment. replacement poolside equipment and
the installation of a Community Defibrillator on the outside of the building. FOJP has also
started its first phase of Energy savinglsustainability small works including changing to LED
ightlng and plans for a thermostat and new heat exchanger.

At the same tirne, FOJP ha5 focussed on its first major capital works project- fundraising to
5UPPOrt a new Air Handling Unit a5 the current, outdated one is completely ineffective. This
project, including newly repaired flat roofs which have been leakin& is expected to be
implemented in 2024. This will reduce internal building fabric degradation from excessive
levels of condensation and humidity, as well as significantly reducing utility bills and improving
the customer experience. Other major priorities undertaken in 2023124 included feasibility
studie5 for potential future use of solar thermal pipes, solar PV panels and drainage
improvements.
People
In 2023, Sarah Petherbrid8e joined FOJP as a new Trustee bringing her experience as a
qualified Chartered Accountant and Chartered Tax Advisor. Sarah head5 UP the Finance
WorkinE Group. She is also a specialist in disability awareness. In 2023, FOJP contracted with
local accountancy company to create regular management accounts, monitor grant income
and produce annual accounts.
Jule5 Laming. the FOJP Chair was awarded the Lord Mayor of Bristol's Award in recognition of
her long standing effort first as a campaigner and now as Chair, to keep Jubilee Pool open for
the community.
All our Trustees, working groups and work parties are volunteers and their commitment.
enthusiasm and passion demonstrate why Jubilee Pool 15 such an important asset for this
community.
There are many wonderful stories about the people involved in the Pool for example, local
volunteer Lauren Tew. at 70 years old, completed the tough RLSS NPLQ life8uard course and
sits in the chair to cover sessions when needed. Lauren also Is a tralned instructor for our
Rookie Lifeguard lesson5.
Joanne Finkel is Chair of Bristol Life Saving Club and our Community Engagement and Social
Prescribing Lead. Joanne is the link between our regular groups & clubs and the Trustees.
Social Prescrlblng connects and sign-posts patients with non-clinical activities in their
community to help improve their health and well-being. Joanne is working with local dortor's
surgeries, community groups and Lex Leisure to facilitate this.
Alex Edwards is 23 and a member of the Downs Syndrome Swimming GB squad. Alex trains
at the pool everyweek. She has smashed world records in the 50m and 200m fly. Watching
her swim Is awe-lnspirlng.

Rlsk Mana8ement
The Trustees reviewed the major governance, operational and financial risks which the
Charity faced as part of its initial business plan and identified procedures and actions to
mitigate these risks. These risks have been reviewed and updated this year. Systems have
been put in place to mitigate the risk5.
The Charity has a risk management strategy in place with comprises:

The establishment of Systems and procedures to mitl8ate the key risks: and
The implementation of procedures designed to minimise any potential impact on the
Charity should those risk5 materiali5e.
The Trustee5 are 5ati5fied that appropriate financial systems and controls are in place. They
consider the key risks facing the Charity at the moment to be the financial risk arising from
fluctuating utility prices and increased core costs including staffing. In addition, some urgent
capital works are needed to secure the building into the tnedium term.
ACHIEVEMENT AND PERFORMANCE
Headline improvements for FOJP and Jubilee Pool in 2023 are:
Increased membership numbers from 405 to 550,.
Swim School numbers from 345 to 356 with a stron8 platform for 8rowth;
11 schools and group hire;
Secured Grants totalling £230,582 for current year and future year projects lof which
£180K is promised for a new Air Handling Unit: and
Raised c £44K from Community Fundraising events.
Flnanclals
Through the funds raised as outlined above, FOJP was able to cover the significant pool
operating deficit due to the hike in utility costs, other cost pressures and wage increases.

Fundrassing
The FOJP Grant funding group has, during the course of 2023, secured the following grants:
Alr Handling Unlt from the Nisbet Trust. Enovert Trust, John James Foundation. Medlock
Trust and Sirona.
Funds to support additional utility cost5. from the Swim England Swimming Pool Support
Fund via Bristol City Council and also from the Wakeham Trust;
Sustainable energy feasibility studie5 2nd first stage energy saving measures from Bristol
Energy Coop and the MegawattTrust supported by the Quartet Foundation,.
Additional sUPPOrt from Swim England small grants programme for staff training and
development and new social group work- and a new pool inflatable.
New signage and disability access improvement5 from the charitable arm of Lex Leisure.
This has been an extraordinary achievement and FOJP is grateful for all of its grant funders
who have shown support for. and share FOJP'S commitment to. Jubilee Pool as a valuable
community asset
Throughout 2023 we have continued with our vibrant programme of community fundraising
and information events run by volunteers to support our income and reach out to all of our
community. The regular Aqua Discos and solstice swims continue to be popular and our
second Jubilee-athon was extremely well supported. A wide range of existing and new
supporters a150 ran. Swam and cycled in other sponsored events to raise funds for the Pool as
part o* our Mad May Challenge.
In October 2023, FOJP held a first anniversary event with activities in the pool as well as a
street party. The sun came out and large numbers of people attended the swim events,
music. dance, poetry, stalls and a celebration of the whole community involved in supporting
the Pool.
FOJP has been grateful for many donations of items for our raffles and grand draws including
beautiful artwork for posters and cards and has started to create Its own merchandise which
has been taken to local community fairs and arts trails along with membership information.
Towards the end of the year. the Christmas events at the Pool were enjoyed by families and
friends including a visit from Santa.

Plans for Future Periods
In 2024, FOJP aims to move from 'survivinl to'thrivinty both in terms of day to day operations
and costs and securing the fabrlc of the neglected building fabric.
FOJP has developed a very close working relationship with Jubilee Pool's service provider. This
has helped with financial management and future planning and will continue into future
ye3rs.
With a forecast easing of utility costs and increased membership numbers. FOJP aims to reach
a balanced budget for operational costs by the end of 2024. This reduces the pressure on the
community fundraising activity and would allow the Trustees and Grants Funding team to
focu5 time and effort on the next phase of the capital building improvement and energy
sustainability planning. The Trustees will be seeking to engage additional specialist expertise
on capital works planning, contracting and project planning to support them.
The Trustee5 will focus on the community consultation report outcomes to prioritise future
social and community activities and will seek funding support to staff these developments.
New models of Community membership, Business membership and merchandising will be
introduced to diversify income and community engagement.
The Trustees would like to expre55 their thanks to the Pool community, companies offering
specialist help on a pro bono basis, grant funders and local champions for their support for
Jubilee Pool.
RESPONSIBILITIES OF THE TRUSTEES
The Trustees are responsible for Preparing the Trustees. Annual Report and the financial
statements in accordance with applicable law and United Kingdom Accounting Standards
Iunlted Klngdom Generally Accepted Accounting Practice).
Company law requires the Trustees to prepare financial statements for each financial period
which give a true and fair view of the state of affairs of the Charitable Company and of the
incoming resources and application of resources, including the income and expenditure, of
the charitable company for that period.

The financial statements have been prepared in accordance with the historical cost convention lexcepl where
otherwise slated in the a¢¢ounting policy note) and in accordance with the Statement of Recommended
Practice.. Accounting and Reporting by Charities preparing their accounts in 8ccordance with the Financial
Reporting Standard applicable in Ihe UK and Republic of Ireland IFRS 102) issued in October 2019. and the
Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 1021, 2nd thè

The Trusleos have considered the impact of the national cost of living crisis and the COVID-19 pandemic on
the charity's activities and believe that there are no material uncertainties affecting the ability of the charity to
