Structure, Government, Management 

During the year covered by this report the BCA changed from being an unincorporated charity to being a Charitable Incorporated Organization ( CIO ) – registration number 1200270. One of the advantages of becoming a CIO is that the trustees now have ‘limited liability’ for the financial affairs of the charity. The governing document for the Bullingdon CIO is based on a model constitution produced by the Charity Commission. Trustees are elected at the AGM. 

Review of Year 

It has been an eventful and memorable year for the BCA. By the spring of 2022 the building of the new community centre was well underway and was completed, with relatively few hitches, by the end of November. Throughout the process BCA trustees were in regular communication with the staff of the City Council, Oxford Direct Services and Jessop and Cook, the architects for the project. Trustees and Andrea Placidi, our consultant from Brookes University, attended several meetings about the layout and internal design of the building. 

We received the keys for the new centre at a well - attended informal event on the 16th December and the centre opened for use by groups and lets in early January 2023. On the 3[rd] of March the BCA held an ‘open’ afternoon which was attended by sixty local residents 



and members of community groups. The feedback we received was very positive, with everyone being impressed by the look and design of new building. 

Three months after the opening fifteen groups and activities were using the community centre on a regular basis, ten of which had used Bullingdon before the redevelopment and the COVID lockdowns. Amongst the groups which did not return was Orinoco, which we had assumed would come back to use the rear hall. Orinoco had been based at the centre since the early 2000s. The new regular lets include NHS Health Checks, Citizens Advice Oxford and classes run by Ruskin College. In addition to these lets there has been a significant demand to hire the community centre for children’s parties and social events at the weekends. The income generated by regular and one off lets has begun to recoup the income which Bullingdon lost during the nearly three years when we were closed for the COVID lockdowns and the redevelopment. In addition to the income from lets we have also received, over the last year, £10,000 in grant awards from the County Councillor Community Fund ( Councillor Liz Brighouse ) £6,000, the Connected Communities Fund ( County Council ) £3,000 and the Community Impact Fund ( City Council ) £1,000. 

Over the year the trustees met on a monthly basis and sub - groups worked on a range of issues, including the setting up of a new web - site, devising a new system for handling bookings and the negotiations with the City Council over a new lease for the community centre. The web – site has been operating since the end of 2022 and is proving to be a very positive asset. The lease negotiations were completed in the late spring and key features included a 25 year lease and a ‘peppercorn’ rent. The BCA continued to make representations on planning issues ( eg; HMOs ) and trustees participated in the meetings of the Wood Farm Health and Well – 



Being Partnership and the City Council meetings with Oxford community centres. 

During the year Otis Williams took over from Pat White as the caretaker for Bullingdon. Our thanks to Pat for her many years of dedicated service to Bullingdon and the local community. Otis’s role has now expanded to ‘Buildings Manager’ and includes handling the bookings for one off lets. He has made a major contribution to helping to get the new centre up and running. 

Future challenges include making, in the absence of Orinoco, the most effective use of the rear hall and recruiting some younger trustees onto the management committee. Like many small voluntary organisations we need leadership renewal.

The financial statements have been compiled on the accounting basis set out in note 1 to the financial statements. The financial statements are not intended to achieve full compliance with the provisions of UK Generally Accepted Accounting Principles. 

This report is made to you, in accordance with the terms of our engagement. Our work has been undertaken so that we might compile the financial statements that we have been engaged to compile, report to you that we have done so, and state those matters that we have agreed to state to you in this report and for no other purpose. To the fullest extent permitted by law, we do not accept or assume responsibility to anyone other than , for our work, or for this report. 

We have carried out this engagement in accordance with technical guidance issued by the AAT and have complied with their ethical guidance.
