## **Objectives and Activities** 

## Our charitable objectives are: 

To relieve the needs of children and their families in Frome and the surrounding rural area arising from their additional needs, disability or social and economic disadvantage primarily through providing: 

- a)        early intervention and family support services; 

- b)        signposting to other organisations for more complex support when required; 

- c)        recreational and leisure time activities provided in the interest of social welfare, designed to improve their conditions of life. 

## Main Activities 

Purple Elephant runs services for families local to Frome who need support, through activities, events, weekly support groups, 1:1 work, befriending and signposting. Our five main services are Small Steps, the Toy Library (lending service and stay and play), family activities during school holidays, befriending service and the Children’s Festival project. In October 2023 we started a partnership project with Fair Frome where we run a supervised play area at some of their regular services. 

The families we support face challenges including low income, additional needs and disabilities, poor mental and physical health, substance and domestic abuse, and may be displaced, living in temporary accommodation, have behavioural challenges or need parenting support. 

The trustees have had regard to the guidance issued by the Charity Commission on public benefit when planning and delivering our services. 

## Contribution made by volunteers 

We are lucky to be supported by a number of loyal volunteers, notably in the befriending service and the Toy Library. The Children’s Festival is supported by several helpers. We couldn’t run our services without them and we are grateful for their contribution. 

## **Achievements and Performance** 

We have continued to deliver our five core services together with ad hoc projects as appropriate and have developed our existing partnership with Fair Frome by becoming involved in their regular services, running supervised play areas for children. At the end of the period we: 



- Were supporting 5 children through our befriending service and had 7 on our waiting list - some volunteers stepped down and we stopped new referrals while we sought to recruit new volunteers. The service has continued to support children with their mental health, with many coming to us with low self-esteem, anxiety and difficulty socialising. Our support is long term, upwards of a year, and we have seen improvements for the children we support, gaining confidence and improving their wellbeing. 

- Continued our partnership with Fair Frome to run activities with meals in each school holiday. Our format is well established now and really appreciated by families, who feel supported and safe, having something positive to do together and having access to free meals. We see around 18 children attend each session and run at least 3 sessions each holiday week. We have over 140 families on our database. We ran special sessions at Christmas which included Santa and presents and a bit of magic. We started running additional play sessions at Frome Library, one in each holiday period, where families play with toys and games that have been donated to us and can take them home for a small donation. 

- Altered the Small Steps offer to include a second weekly support group at The Key Centre (the group at Frome Hospital wound down) and continued regular outreach work at Tiny Hearts. At the end of the period we were supporting 19 children with no waiting list. Families present with parenting challenges but also issues around relationships, bereavement, accessing childcare, household budgeting, completing forms and additional needs. Many describe the service as a lifeline. 

- Continued the Toy Library stay and play sessions which were very well attended with sessions regularly being full (7 – 9 families) both at Vallis and the Library. Families from varying backgrounds come along and benefit from parenting support, socialising and spending quality time with their children. Borrowing of play sacks remained low and discussions continued with Frome Library about running loans in partnership with them, which should dramatically increase access for borrowing. 

- Started work planning the Children’s Festival for 2024, working together with young producers from various schools and community groups, enabling them to gain skills and help us celebrate the 10th anniversary of the event. 

- Ran various projects as and when funding was available including Welcome Packs for displaced families and theatre tickets at Christmas. Our Welcome Packs have been very well received and families gave their thanks for the support we have given them, helping them to settle in the country – we also add them to our referred families list and invite them to our holiday activities. 

## **The impact of our services on families in their words.** 

“A real sense of community... just wandering and following the kids as they go to places, it’s really good. Free food, lots to play with. Awesome.” Children’s Festival 2023. 

“I just wanted to say thank you for all that you do, it’s been so helpful having this going on over the summer, otherwise we would be inside all the time.” Summer holiday activities 2023. 

“I’ve done things like cooking, arts and crafts, science stuff... it’s good to have an open mind talking to people you don’t know... to be honest it’s changed my life. It’s made me who I am.” Young trainee. 



Trustees and staff met in January 2024 to set our Service Plan for the next 2 years which included the following 6 priorities: 

1. Secure additional fundraising capacity including raising awareness of our services. 

2. Establish a youth club for the 8 to 13 year old age group. 

3. Expand our offer during school holidays. 

4. Secure additional volunteers for all areas of service provision and within PE structure. 

5. Focus on coproduction, including families’ input when shaping services. 

6. Future proofing - anticipating future needs, opportunities and pressures. 

## **Financial Review** 

Our focus over the period was on consolidating our new structure and starting the youth club. We secured a good level of income and had a healthy balance at the end of the reporting period of £102,655. 

Our principal source of funds was from grants from various sources including the National Lottery Community Fund and Government or local authority sources. Trustees identified the need to diversify our funding strategy in the future. 

We approved a reserves policy in April 2023, which will assist us when planning and explaining our approach to stakeholders.  We appointed an Office and Finance Coordinator at the end of the period, which has allowed us to formalise our financial matters and improve business continuity. 

Our free reserves at the end of March 2024 were £22,431; restricted/designated funds were £80,224. 

## **Structure, Governance and Management** 

Purple Elephant Family Support is a CIO governed by a Foundation Model Constitution. 

During the period we welcomed 3 new trustees and 2 stood down. Trustees met bimonthly. The Service Manager and finance advisor attended the meetings. 

Purple Elephant runs some of its services in partnership with other organisations, notably the family activities during school holidays, which are run together with Fair Frome.

The trustees present their report with the financial statements of the charity for the year ended 31 March 2024. 

The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) (effective 1 January 2019). 

We saw a change to the board of trustees during the period and now have 6 trustees in place. We also increased our regular volunteers to 23, who support service provision. 

We've continued to run our core services to support children and families with their challenges, including the Toy Library (stay and play sessions and lending services), Small Steps parenting support (twice weekly support group and 1:1 work), child befriending, family activities during each school holiday period, and the Children's Festival which is codesigned with young people. We have also strengthened our partnership with Fair Frome and support a number of their services. We had around 170 families regularly accessing our services. 

We note, £60,828 of expenditure was transferred to Fair Frome as part of a partnership grant. This relates to the £101028 income from Somerset Council on 28th December 2023.

I report to the charity trustees on my examination of the accounts of Purple Elephant Family Support (Charity) for the year ended 31 March 2024. 

## **Responsibilities and basis of report** 

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act") 

I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity. 

## **Independent examiner's statement** 

Since your charity's gross income did not exceed £250,000, there is no requirement for your examiner to be a member of a listed body. I can confirm that I am qualified to undertake the examination. Also I am a registered member of CIMA (Chartered Institute of Management Accountants) which is a listed body on the Charity Commission panel. 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independant examination.

## **1 Accounting policies** 

## _**Basis of preparation**_ 

The financial statements of the charity, which is a public benefit entity under FRS102, have been prepared in accordance with the Charities SORP (FRS102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standars applicable in the UK and Republic of Ireland (FRS102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. 

## _**Income**_ 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## _**Expenditure**_ 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on a cash basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

Grants offered subject to conditions which have not been met at year end date are noted as a commitment but not accrued as expenditure. 

## _**Tangible  fixed assets**_ 

Tangible fixed assets are measured at cost less accumulative depreciation and any accumulative impairment losses. Depreciation is provided on all tangible fixed assets, other than freehold land, at rates calculated to write off the cost, less estimated residual value, of each asset evenly over its expected useful life, as follows:

The financial statements have been prepared under the historical cost convention. 

## _**Income**_ 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## _**Expenditure**_ 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on a cash basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

Grants offered subject to conditions which have not been met at year end date are noted as a commitment but not accrued as expenditure. 

## _**Tangible  fixed assets**_ 

Tangible fixed assets are measured at cost less accumulative depreciation and any accumulative impairment losses. Depreciation is provided on all tangible fixed assets, other than freehold land, at rates calculated to write off the cost, less estimated residual value, of each asset evenly over its expected useful life, as follows:
