Objectives and Activities

Our charitable objectives are:

To relieve the needs of children and their families in Frome and the surrounding rural area arising from their additional needs, disability or social and economic disadvantage primarily through providing:

a) early intervention and family support services;

b) signposting to other organisations for more complex support when required;

c) recreational and leisure time activities provided in the interest of social welfare, designed to improve their conditions of life.

Main Activities

Purple Elephant runs services for families local to Frome who need support, through activities, events, weekly support groups, 1:1 work, befriending and signposting. Our five main services are Small Steps, the Toy Library (lending service and stay and play), family activities during school holidays, befriending service and the Children’s Festival project. The families we support face challenges including low income, additional needs and disabilities, poor mental and physical health, substance and domestic abuse, and may be refugees, have behavioural challenges or need parenting support.

The trustees have had regard to the guidance issued by the Charity Commission on public benefit when planning and delivering our services.

Contribution made by volunteers

We are lucky to be supported by a small number of loyal volunteers, notably in the befriending service and the Toy Library. The Children’s Festival is supported by several helpers. We couldn’t run our services without them and we are grateful for their contribution.

Achievements and Performance

One major achievement over the period was becoming registered with the Charity Commission as a CIO. Purple Elephant set up as a CIC in March 2015 (having started the Children’s Festival with Young People Frome in 2014) and concentrated more on targeted, direct family support from 2019. Over time it became apparent that the organisation was fully charitable in its purposes hence the change in structure. This has helped people to understand our purpose more clearly.

We have continued to deliver our five core services together with ad hoc projects as appropriate. At the end of the period we:

Trustees and staff met in January 2023 to set our Service Plan for the next 3 years which included the following 4 priorities:

  1. Youth club and support for the 8 – 13 yr old age group.

  2. Additional fundraising.

  3. Expanding holiday activities.

  4. Coproduction of services with families.

Financial Review

While our focus over the period was on transitioning to a charity we also secured a good level of income and had a healthy balance at the end of the reporting period of £52530.

Our principal source of funds was from grants from various sources including several from Government or local authority sources. Trustees identified the need to diversify our funding strategy in the future.

We drafted a reserves policy which will assist us when planning and explaining our approach to stakeholders. It will contribute to trustees ability to balance the needs of current and future beneficiaries, to provide stakeholders with assurances that the charity is well managed and that it has, where appropriate, a strategy for building up reserves.

Without a reserves policy, the Board cannot be confident that their reserves level matches the charity's needs at the time. The charity could be holding reserves that are too high or too low for its needs.

Our free reserves at the end of March 2023 are £8635.98; restricted/designated funds are £43339.06. Our reserves policy was subsequently approved by trustees on 6[th] April 2023.

Structure, Governance and Management

Purple Elephant Family Support is a CIO governed by a Foundation Model Constitution.

During the period we had 5 trustees who met 3 times. The Office and Service Manager attended the meetings.

Purple Elephant runs some of its services in partnership with other organisations, notably the family activities during school holidays, which are run together with Fair Frome.

The trustees present their report with the financial statements of the charity for the period ended 31 March 2023.

The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) (effective 1 January 2019).

2022/2023 has seen the transition of the orgnaisation from a CIC to a charity and formally welcome two new trustees.

We have continued to support children with their mental health via our befriending service and the 2022 Children's Festival was a great success with over 3,000 people in attendance. Holiday activities and The Toy Library have continued this year, along with the expansion of Small Steps, with a new support group based at the hospital.

Independent Examiner's Report to the Trustees of Purple Elephant Family Support (Charity)

I report to the charity trustees on my examination of the accounts of Purple Elephant Family Support (Charity) for the year ended 31 March 2023.

Responsibilities and basis of report

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ("the Act")

I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity.

Independent examiner's statement

Since your charity's gross income did not exceed £250,000, there is no requirement for your examiner to be a member of a listed body. I can confirm that I am qualified to undertake the examination. Also I am a registered member of CIMA (Chartered Institute of Management Accountants) which is a listed body on the Charity Commission panel.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independant examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies

Basis of preparation

The financial statements of the charity, which is a public benefit entity under FRS102, have been prepared in accordance with the Charities SORP (FRS102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standars applicable in the UK and Republic of Ireland (FRS102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on a cash basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Grants offered subject to conditions which have not been met at year end date are noted as a commitment but not accrued as expenditure.

Tangible fixed assets

Tangible fixed assets are measured at cost less accumulative depreciation and any accumulative impairment losses. Depreciation is provided on all tangible fixed assets, other than freehold land, at rates calculated to write off the cost, less estimated residual value, of each asset evenly over its expected useful life, as follows:

1 Accounting policies
