The Trustees present their report and the charity accounts for the petiod ended 31 August 2023. The
Irustees have adopted the provisions of Accounting and Reporting by Charities.. Statement of
Recommended Practice applicable lo chartties preparing their accounts in accordance with the Financial
Reporting siandard applicable in the UK and Republic of Ireland IFRS 102) (effective 1 January 201 9).
Plymouth City Patriots Foundation is a Charrtable Incorporated Organisation {CIOI governed according to
the Constitution dated 15 August 2022. The charity was regisiered with the Charity Cofnmission on 1
September 2022.

STATUS, GOVERNANCE AND MANAGEMENT
Goveming document
The eh8rity is governed by its Constitution, dated 15 August 2022.
Recrultment and appolntment of new trustees
New trustee appointmenis and resignations are noled on the previous page.
New trustees can be appointed by a resolution passed at a meeting of charily trustees. In selecting
individuals for appointment, the charity trustees MU￿ have regard to the skills. knowledge and experience
needed for the effective administration of the CIO.
New trustees 8re inducted into the charity's workings during meetings held regulaily.
Organlsatlonal structure
The charity is a Charitable Incorpoiaied Organisation.
The Chairperson. Carl Heslop, manages the charity's day-ttrday activities. iogether with Paul James, who
is responsible for developing the coaching programs. The trustees have overall responsibility for the
charity's management.
The charrty holds trustee meetings throughout the period, which are org8nised by the Trustees to conlinue
with the work necessary to maintain the charitls objectives.
All trusiees gave iheii lime freely, and no trustee remuneration was paid during the period.
Risk management
The trustees have a duty lo identify and review the iisks its which the charity is exposed and to ensure
appropriate controls are in place to provide reasonable assurance against ffaud and eiror.
The trustees actively review the risks faced by the charity regularly. During ihis period, risk management
issues were focused on managing the high interest of children and iheir parents wanting to participate in
basketball sessions and being able io fulfil the demand. Coaching iequirements were fulfilled with one full-
time coaching member of siaff and volunieeis. Trustees and volunteers fulfilled admini￿rative duties. The
TrU￿ee$ have identified ihe ioles and responsibilrties within the charity and allocated these to various job
titles. which they are in the process of formally fulfilling in the upcoming 2024125 season.
The foundation has been formed with a coniinued close relationship and partnership with the Plymouth
City Pairiois professional club. However, its existence is not dependenl on a professional club being In
operation and iheiefore this risk is removed should any changes occur.
The Board is confident that the charity is in a fit state and can move towards growth and continue
supporting Plymouth City Patriots Foundation over the upcoming years.

OBJECTIVES AND ACTIVITIES
The chafily was established to creale a communily basketball club that would be available to children of
all ages, backgrounds. and abilities, giving them ihe opportunity io participate in basketball. The high
demand for youth basketball participalion was identified, and with the formation of a new pro team,
Plymouth City Patriots, the opportunity to have a yOLrth club that also provided a palhway to professional
basketball was taken.
The graphic below illustrates the youth basketball program developed by the Foundation.

The Club aims to provide sessions aeross Plymouth and the surrounding area and fulfils this by working
with schools, colleges, and PlymoLrth Marjon University lo provide the courts and facilities. By reaching out
across the cty and providing a variety of programs, the eharrty aims io remove the baTriers lo entry for
children.
The Club is a growing community of people with a passion for basketball and benefits from the support of
volunteers. The ciJJh ran rtevRloD the skills of the volunteers and helD them ￿ain gualifications in
coaching, refereeing and iable officiating.

ACHIEVEMENT AND PERFORMANCE
The foundation successfully developed its community schools programme by employing a full-time
community coach and creating a competitive development programme for U12s. U14s. and Ul 6s teams.
This offering was created for both boys and gills. 11 is a fully inclusive programme thai develops the needs
of every age group lo succeed. The club decided not lo enlertheseleams into national league competitions
and to develop these groups through friendlies with a mix of childien playing across muliiple youth
organisalions.
We also received funding to deliver school coaching in neuro-diverse educational establishments that fit
our organisation's fully inclusive commitments.
In addition to ihe above. the Club was fortunate to be invrted to compele in a high-level baskdball
competition in Brest. France. The club took the U16 squad, which was really worthwhile and enjoyable for
the children and their families.
FINANCIAL REVIEW
The charity experienced a delay in setting up 8 bank accouni, which was outside of ils control. A current
and reserve account were set up in July 2023. Before this, the club managed its finances through the pro
club PB 2021 Ltd. trading as Plymouth City Patriots. PB 2021 Ltd received funds and paid out expenses on
behalf of the charity. PB 2021 Ltd maintained a record of the funds held, which is represented in the
accounts as a debtor.
The charity now entiiely controls the finances, and ihe treasurer, Martin Caruana, implemented a Xeio
subscriptlon.
The first-yeai performance of the club was very positive. and a surplus of funds of £38,074 was cariied
forward to the 2023124 period.

Grants
No grants were received during the period. The charity is ieviewing grani funding opportunities and is in the
process of submitting applications.
Reser¥es policy
Generally, it is considered Prudent to mainiain a level of usable reserves sufficient to cover unexpected and
unplanned events so that the charity's primary objeciive is preserved. At the same time, the Trusiees wish
to ensure that it uses its funding to benefit the community.
Investment pollcy and objectives
Aside from retaining a prudent amount in reserves each year. most of the charily's funds are spent in the
short term, so few funds are available for long-term investment. Investment may be an option in future
years, but the Irustees believe ihe chafitls money must remain available and easily accessible should
unfoFeseen expenses arise.
FUTURE DEVELOPMENTS
The foundation plans to expand ihe schools offerings with a wider outreach program to interact with more
children across the city.
We are also looking lo partnei with organisations that allow the club to develop and coach children in
deprived city areas.
Our competrtive development program will also extend io a further U18s team competing in nation81 league
competition next season.
We have also agreed a partnership wrth Tor Bridge High to deliver a high-level basketball academy to
commence in Sept 2023

2023. as set out on pages 5 to 10.
Responsibilities and basis of report
As the charity s trustees, you are iesponsible for the preparation of the accounts in accordance with ihe

Note 1 - ACCOUNTING POLICIES
Accounting conventlon
The financial statements of the CIO. which is a public benefit entrty under FRS 102, have been prepared in
accordance wTrth the Charrties SORP (FRS 1021 'Accounting and Reporting by Charities.. Statement of
Recommended Practice applicable to charities preparing their accounts in accoidance with ihe Financial
Reporting ￿andard applicable in the UK and Republic of Ireland {FRS 1021 {effective l January 20151..
Financial Reporting siandaid FRS 102'The Financial Reporting Standard applicable in the UK and Republic
of Ireland, and the Charities Act 2011. The financial statements have been prepared under the historical
cost convention.
Incoming resources
All charity income is recognised in the Statemenl of Financial Aclivities. Once the charity has entitlement
to the funds. the income will likely be received, and the amount can be measured reliably.
Incoming resources from grants relaied io performance and specific deliverables are accounted for as ihe
charity earns the right to consideration for its performance. Other grants, where entitlement is not
conditional on the charity's delivery of a specific performance, are recognised when ihe chaiily becomes
unconditionally entitled to the grant.
Incoming resources from other charitable activities are accounted for when earned.
Resources expended
Expenditure is accounled for on an accrual basis and has been classified under headings that aggregate
all costs related lo the category. Where costs cannot be directly attributed to particular headings.lhey have
been allocated to activities on a basis consistent with Ihe use of resources.
Taxation
The charity is exempt from tax on its charitable activilies.
Fund accounting
Unrestricted funds can be used in accordance wilh ihe charitable objectives at the discretion of the
trustees.
There are no restricted funds. Restricted funds can only be used for particular restricted purposes within
the charity's objects. Resl¥iciions arise when specified by the donor or when funds are raised for particulai
restficted purposes.

Note 4 - FEES FOR EXAMINATION OF ACCOUNTS
The preparation of ihese accounts on behalf of the Trustees and the Independent Examination was
provided by Callum Elliott MAAT. Callum donaied his services, and no charge was made to the charity. The
commercial value of these services would have been £1,200 (including VAT).
Note 5 - PAID EMPLOYEES
No employees received employee benefits (excluding employer pension costs) of more than £60,000 for
the reporting period.
Note 6 - TRUSTEES REMUNERATION AND EXPENSES
