## Trustees’ Report 

The Board of Trustees presents its Trustees’ Report and financial statements for the period from 31 August 2022 (date of registration) to 31 March 2023. The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the charity’s constitution and the requirements of the Charities Act 2011. 

## Aims and Objectves 

The objects of the charity are twofold: 

- To relieve the needs of Ukrainians granted refugee status under the Homes for Ukraine scheme and their hosts in Princes Risborough, Loosley Row, Lacey Green, Speen and other nearby villages in the South Buckinghamshire Chilterns area, by the provision of practical and financial assistance, advice and support. 

- The provision of facilities for recreation or other leisure time occupation with the object of improving the conditions of life of those persons who are Ukrainian refugees in this country under the Homes for Ukraine scheme. 

## R eview of achievements 

Our  area  represents  the  second  largest  group  of  sponsors  and  their  Ukrainian  guests  in Buckinghamshire, currently comprising over 100 host families and over 200 Ukrainian families and individuals, although this number is fluid as some guests return home and more arrive.  The charity has raised funds for the purpose of ensuring the welfare of Ukrainian  guests as well as providing financial support. 

## Welfare 

The charity has worked with the community to co-ordinate the provision of welfare 

Educat i on : Many of our local schools have taken Ukrainian children into their classrooms and are providing English language support and a solid education to these young people.  The children are rising to the challenges that learning in a new language poses for them and their English continues to improving immeasurably. 

Bucks adult education is also providing free English conversation classes to adults on a weekly basis attended by over 40 Ukrainian adults. 

Risborough Churches: St John’s Church in Lacey Green has welcomed all Ukrainians at numerous special services, including a welcoming service and services on other significant days such as Christmas, Easter and Ukrainian independence day.  These services include readings in both English and Ukrainian, Ukrainian songs and often the Ukrainian national anthem.  St John’s Church also provided space for the weekly adult education classes in its upper room. 

Coffee mornings have been held weekly at St Theresa’s Church, which also acted as a collection point for donated items, and also distributed welcome packs for all new arrivals. 

Elim Church offered fellowship by way of ‘pudding parties’  and has also generously allowed its space to be used for weekly Creative Conversation classes (which provide an opportunity for fellowship and language acquisition whilst learning new crafts), as well as a hugely successful Ukrainian Christmas party.

Clothing: The Clothes Barn, run by a team of volunteers, has been a terrific success. The barn, use of which is generously donated free of charge, provides a space for donated and new items of clothing to be collected, tried on and distributed among Ukrainian families.   The Princess Risborough Rotary Club generously funded the purchase of new items such as underwear, shoes and school uniform. 

Summer holidays: The Beacon School, along with Super Camps provided Ukrainian children from ages5-13 with two weeks of activities and fun in the 2022 summer holidays.  The children enjoyed this immensely and English learning improved immeasurably.  Trips to a variety of heritage sites were also arranged over the summer for families, with grateful thanks to volunteers and Motts Travel for the provision of coaches. 

Vigil: The first anniversary of Russia’s invasion of Ukraine was marked with a candlelight vigil in Duke Street Gardens Princes Risborough. Many attended to show solidarity alongside Ukrainian guests who, poignantly, sang in Ukrainian while messages of support and love were tied to a ‘Garland of Hope’. The vigil was opened by the town mayor and attended by other dignitaries, faith leaders, the community of the town are many more besides, all wholeheartedly expressing their support for Ukraine. 

## Financial Support 

Financial support was initially offered by way of a ‘Safe Arrival Grant’ allocated to each host family to help them settle their guests into their homes and the community and assist with incidental expenses of helping them with all necessary UK registrations. 

With the passage of time, Ukrainians have strived to become more self-sufficient and ‘Independence Grants’ have been awarded, either to support Ukrainians in moving into and furnishing independent accommodation or in seeking to establish their own businesses. 

## Financial Review 

The charity was established in the Spring of 2022 following the announcement of the governments Homes for Ukraine Scheme with being funds raised and distributed.  The charity was registered with the Charities Commission on 31 August 2022.  Accordingly, the accounts are prepared for the period from the date of registration to its first financial year end, 31 March 2023.  Amounts transferred in from activities prior to incorporation are analysed in a note to the accounts for information. 

The overall result for the period was a surplus on the general fund of £4,952.  Income was achieved through a combination of grants, donations and fundraising and we are immensely grateful to all who have supported us.  Significant fundraising events included a golf day, a barn dance and an art exhibition and auction. 

We have forged strong links with many of the local community groups and are especially grateful to The Rotary Club of Princes Risborough and Bucks County Council. 

Numerous donations from individuals and groups have been received.  In addition, a donation of £1,160 was made to cover a shortfall in rental expenditure for one Ukrainian family and this amount is accordingly restricted to those rental payments. 

Amounts raised have been utilised for Independence Grants, welfare events and business support. 

Unrestricted funds at 31 March 2023 amounted to £4,952 with a further £1,000 being held in the restricted fund.  All funds are held at National Westminster Bank.

## Reserves Policy 

The Trustees aim to maintain free reserves in unrestricted funds of at least £1,000.  The Trustees consider that this level will provide sufficient funds to respond to applications for grants and ensure that welfare support and governance costs can be covered. 

## Plans for future periods 

One of the major issues facing the charity is that of finding alternative accommodation for families who need to move elsewhere after their initial hosting period comes to an end.  A lack of available rental properties combined with the long waiting list for social housing makes this a significant challenge. One solution is to re-match our guests with new hosts.  The benefits are clear and we will continue to actively work on this.  We will also continue to support guests to greater financial and personal independence. 

The  charity plans to  continue  with  all the other  welfare activities  outlined above subject  to satisfactory funding arrangements. 

## Structure, Governance and Management 

Governing Document: The organisation is a charitable incorporated organisation registered as a charity on 31 August 2022 and governed by its Constitution.

New  trustees  are  appointed  by  the  existing  trustees  having  regard  to  skills,  knowledge  and experience needed for effective administration of the CIO.  New trustees serve for a period of three years after which they may put themselves forward for re-appointment. Mrs Ola Cross and Mrs Marie Louise Morley were appointed at a meeting of the Trustees on 3 November 2022 for a period of 3 years. 

The Trustees consider themselves as comprising the key management personnel of the charity in charge of directing and controlling its activities and running and operating the charity on a day to day basis. All trustees give of their time freely and no trustee remuneration was paid in the year. 

The Trustees consider that neither an audit nor  an independent examination is required for this year under section 144 of the Charities Act 2011 as the gross income of the charity is less the £25,000.

Notes to the Accounts 

1. Accounting Policies 

(a) Basis of preparation and assessment of going concern 

The accounts have been prepared in accordance with the requirements of the Charities Act 2011 on a receipts and payments basis. 

## 2. Funds 

Restricted funds are funds which are to be used in accordance with specific restrictions imposed by the donor or the Constitution. There is a single restricted fund, relating to a donation to be used for rental payments of an individual Ukrainian to supplement an Independence Grant made by the charity. 

Unrestricted funds comprise those funds which the Trustees are free to use for any purpose in furtherance of the charitable objects. Unrestricted funds include designated funds where the Trustees, at their discretion, create a fund for a specific purpose.  There are currently no designated funds.
