Structure, Governance and Management

and its PCC has the responsibility of co-opera5ng with the Vicar in promo5ng the ecclesias5cal parish, the whole mission of the Church, pastoral, evangelis5c, social and ecumenical. The PCC is also responsible for the maintenance of the Church and associated Church Hall of St Stephen’s, West Bowling.

The PCC comprises:

the APCM each year. Churchwardens are elected annually. A person qualified to be elected as a lay representa5ve must be on the electoral roll of St Stephen’s Church, be an actual communicant, be aged at least sixteen and have convinced the APCM of their willingness to serve.

Responsibilities of the Parochial Church Council (PCC)

The PCC is responsible for preparing the Annual Report and Financial Statements in accordance with applicable law and United Kingdom Accoun5ng Standards (United Kingdom Generally Accepted Accoun5ng Prac5ce).

The law applicable to chari5es in England and Wales, which applies to the Parochial Church Council, requires the PCC to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the PCC and of the incoming resources and applica5on of resources of the PCC for that period. In preparing these financial statements the PCC is required to:

Objec3ves and Ac3vi3es for the Public Beneft

Aims of the Church

The PCC is commi[ed to enabling as many people as possible to worship at our church and to become part of our parish community at St Stephen’s. The PCC maintains an overview of worship throughout the parish and strives to assist in puhng our faith into prac5ce through prayer, scripture, music and sacrament.

When planning our ac5vi5es for the year we have considered the Commission’s guidance on public benefit and the supplementary guidance on chari5es for the advancement of religion. In par5cular, we try to enable ordinary people to prac5ce their Chris5an faith as part of our parish community through:

Use of Volunteers and Safeguarding

All volunteers who are involved with children, young people and vulnerable adults are subject to DBS checks in line with St Stephen’s Safeguarding Policy.

Safeguarding training is required in line with Diocesan and Church of England guidelines.

Achievements and Performance

There have been a number of notable developments over the year and we give thanks to God for growth and transforma5on with the vision to see more. Some of these are:

Building Work – We con5nue to maintain and improve the fabric of our building. 2023 saw the comple5on and use of the garden room (basement) – the renova5on has made a real connec5on between the room and the gardens outside. It is really encouraging to see this space being used for well-being and healing.

Shine West Bowling have taken on responsibility for the maintenance of the church buildings and have improved our paved area at the entrance to the church, together with crea5ng raised beds for community gardening. Shine has been able to secure a steady stream of funding which has helped enormously in addressing the constant need for building maintenance.

Looking to 2024, two major projects lie ahead. The biggest project will be the restora5on of our West Window – major funding was received in early 2024 and contractors have been appointed.

We are also hoping to fund and build a porch to cut down on the heat loss through our entrance doors.

SEED Groups at different 5mes of the week with a fourth about to begin. All of these groups are showing themselves to be of value to those who join (either on-line or in person) and are growing in membership.

Prayer - Our focus on prayer in the life of St Stephen’s has con5nued to grow and be more central. We con5nue to offer prayer ministry during services, and have encouraged the congrega5on to pray with and for each other during services and before we worship. During the year a Prayer Community (open to all) has been established which commits to meet daily for evening prayer. This follows from what we sensed God was promp5ng in us the previous year. We have also begun 24 hours of Prayer at the start of each month. The prayer room is available for use during the week.

Sunday Worship – Our Sunday Worship Team con5nues to plan and deliver much of our worship and a more regular pa[ern of involvement by others is growing. This will include different foci as well as representa5on so, for example, a bi-annual focus on the ‘Environment’, Shine/Eden foci, Youth/SEED group led services.

Pastoral Care - The clergy have visited people at home and in hospital, and con5nued to take funerals at the crematoriums and church. Lots of prayer and pastoral care happens informally for one another within our church family, both in and out of church, and many people play a really important part in suppor5ng fellow church and community members. SEED groups have a growing role with this as Support is a key feature in their iden5ty.

Schools - We con5nue to have a lot of connec5on with our local primary schools and frequently receive visits to our church building for educa5onal purposes as well as for whole school worship. Jimmy, our Vicar, has added to his responsibili5es the new role of p/t Chaplain to St Stephen’s School. This involves suppor5ng staff (teaching and non-teaching), involvement in RE and Collec5ve Worship, suppor5ng children and families in term 5me and also during the summer vaca5on and occasional weekends.

Youth and Children’s Work - Children and young people are very much at the heart of St Stephen’s. Every week we see, hear and welcome children playing, waving, singing and contribu5ng. Two Sundays of the month this is together as one big family of God and two Sundays a month our children are supported in their age specific growth in faith by leaders who sacrificially give of their 5me and energy to invest in those young lives. There are now three groups - In Sync am (mainly secondary school age), Ignite (primary age) and Sunday Dots (pre-school age with parents).

In Sync, for young people, meets on Sunday evenings. This has resumed running normal sessions in person post Covid as well as ‘Holiday at Home’ in the summer.

ROCK runs on Tuesdays at St Stephen’s School, as an a_er school club for Key Stage 2, giving children the opportunity to find out about Jesus, in amongst games, songs and challenges. This is volunteer run and school make a weekly contribu5on to church for the running of this.

We are regularly involved in delivering Chris5an Collec5ve Worship and assemblies in three of our closest primary schools and receive visits from these and other schools to our church where we can share the story of Jesus and the faith of the church.

Eden Project - The Eden team has been developed to reach out to the community in the Parkside area of the Parish. The team has developed a regular pa[ern of weekly mee5ngs and ac5vi5es including Prime5me, a community leadership course for young people, this year five young people achieved silver level and three achieved gold level; Parkside Play, one-to-one discipleship with young people and partnering with Missional Genera5on and other local churches. In addi5on, the team has run a number of special ac5vi5es and events during school holidays.

In 2023, Eden launched Playbox, holding one weekly session for local youth based around a refurbished container housing games and ac5vi5es for fun play and engagement. This has been a success in building rela5onships with children and young adults.

Community Activities

In addi5on to the ac5vi5es of the church in the community, the church building is used during the week by Shine West Bowling and other community groups.

Shine West Bowling has con5nued to work with many people in our community over the past year, each week seeing hundreds of all ages, cultures and faiths coming into the church for help or company. They have focused primarily on what are the biggest needs expressed in the cost of living crisis and mental health difficul5es but with other regular groups con5nuing as well.

Crea5on and the rapidly increasing threat to the world through our destruc5on of the planet.

We have con5nued our programme of changing as much church ac5vity as possible to be more sustainable. These changes are, in themselves, small, but the cumula5ve effect can alter the church use of materials, our lives, our environment inside and outside the church and have a posi5ve impact on the life of our community.

Services based around environmental issues are held regularly to help and encourage the congrega5on to be aware of how they can live a more environmentally sustainable life.

Church Membership

We have seen a growing number of people a[end our Sunday services and other ac5vi5es. Many of these are now becoming regulars at church and are part of our faith community.

In 2023, there were 46 church members on the Electoral roll, down from 55 in 2022, we hope that our regular a[enders not yet on the roll will be added in 2024.

Financial Review

Total income for the year amounted to £145,794 (2022: £301,617) and total expenditure came to £151,854 (2022: £223,869). A_er revalua5on of investments there was an overall a deficit of £4,843 (2022: surplus of £75,978).

Most of the decrease in income and expenditure was due to less building renova5ons in the year. The two biggest areas of expenditure were the Basement Refurbishment and the Eden Project.

The unrestricted funds surplus in the year con5nues to be healthy at £7,769 (2022: £5,056).

The church uses its spare property capacity by ren5ng unused 5me to other chari5es, groups and individuals. Rising u5lity and management costs reduced the available surplus for transfer to the designated building fund for future building repairs and maintenance. However, the PCC was s5ll able to transfer a surplus of £4,921 (2022: £22,596). £23,482 (2022: £Nil) of this designated fund was used to cover a shorpall on the Basement Refurbishment.

In 2023, the PCC wished to ensure that the church was giving to chari5es and individuals outside the church. A provision was made for this giving by crea5ng a designated fund of £3,047 (2022: £Nil). In addi5on, the PCC has transferred £10,000 (2022: £10,000) to the restricted Eden Project fund.

With the appointment of a new Treasurer, the church has moved from a Receipts & Payments accoun5ng base to Accruals Accoun5ng and has moved the accoun5ng system onto a cloud-based package. This has enabled a quantum leap in financial recording, accountability, repor5ng and transparency!

Reserves Policy

its planned ac5vi5es and meet its future financial obliga5ons. Based on current expenditure levels reserves of £20,000 are to be maintained. This policy is reviewed on an annual basis.

I report to the members of the Parochial Church Council of the Ecclesias5cal Parish of Bowling, St Stephen, Bradford (the trustees) on my examina5on of the accounts of the Parochial Church Council for the year ended 31 December 2023.

Responsibili3es and basis of report

As the trustees, you are responsible for the prepara5on of the accounts in accordance with the requirements of the Chari5es Act 2011 (‘the Act’).

I report in respect of my examina5on of the Parochial Church Council’s accounts carried out under sec5on 145 of the 2011 Act and in carrying out my examina5on I have followed all the applicable Direc5ons given by the Charity Commission under sec5on 145(5)(b) of the Act.

Independent examiner’s statement

Since the Parochial Church Council’s gross income in 2022 exceeded £250,000 your examiner must be a member of a body listed in sec5on 145 of the 2011 Act. I confirm that I am qualified to undertake the examina5on because I am member of the Chartered Ins5tute of Public Finance and Accountancy (CIPFA), which is one of the listed bodies.

Notes on the financial statements

1. Accounting basis

Basis of prepara5on and assessment of going concern

The accounts have been prepared under the historical cost conven5on with items recognised at cost or transac5on value unless otherwise stated in the relevant notes to these accounts. The financial statements have been prepared in accordance with the Statement of Recommended Prac5ce: Accoun5ng and Repor5ng by Chari5es preparing their accounts in accordance with the Financial Repor5ng Standard applicable in the UK and Republic of Ireland (FRS 102) (2019) and the Financial Repor5ng Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Chari5es Act 2011. The accounts are presented in a format compa5ble with the Church Accoun5ng Regula5ons 2006.

2. Accounting policies

a) Income

All the income is recognised once the charity has en5tlement to the income, and it is probable that the income will be received and the amount of income receivable can be measured reliably.

c) Fund accoun5ng

The PCC does not usually invest for each fund separately and interest is a[ributed to the Unrestricted Fund.

d) Fixed assets and deprecia5on

Consecrated and benefice property is excluded from the accounts by sec5on 10(2) of the Chari5es Act 2011.

e) Current assets

Amounts owing to the PCC at the year-end date in respect of fees, gi_ aid recoverable or other income are shown as debtors less provision for amounts that may prove uncollec5ble.

f) Debtors

Trade and other debtors are recognised at the se[lement amount due a_er any trade discount

g) Creditors

Creditors are recognised when the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors are normally recognised at their settlement amount.

h) Grants

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding obligation on the PCC

i) Pensions

Pension contributions are included in the accounts where payable.

j) Going Concern

The financial statements have been prepared on a going concern basis as the Trustees believe that no material uncertainties exist. The Trustees have considered the level of funds held and the expected level of income and expenditure for 12 months from authorising these financial statements. They have concluded that the budgeted income and expenditure is sufficient with the level of reserves held for the charity to be able to continue as a going concern.
