## **FOR THE YEAR ENDED 31 JANUARY 2025** 

## **Objects of the charity** 

The charity, which is a church, is governed by a constitution and is constituted as a CIO. The purposes of the Church are: the advancement of the Christian faith in accordance with the basis of faith primarily but not exclusively within Hounslow, London and the surrounding neighbourhood; and holding regular church services and additional studies. 

The Trustees have considered the Charity Commission’s guidance on Public Benefit and the guidance for charities for the advancement of religion when making their decisions and planning activities. The activities and achievements are set out below. 

## **Summary of the charity's main activities and achievements** 

## _The advancement of the Christian faith_ 

The regular morning and evening meetings of the church on Sundays are open to the public and form a central part of church life. They are held in the main building and have the pattern of sung worship, prayers, bible readings, and bible-based preaching. Communion is observed on the second and fourth Sundays of the month in the morning and evening service respectively. Additionally, bible teaching for children also forms part of the Sunday morning service. 

Both Sunday services are live-streamed, in order that those who are unable to attend in person for whatever reason are able to have some benefit whether live or at any time afterwards. We also have a Sunday school after the children’s section in the morning service for children of primary school age which is held in a smaller room. Here the children are taught about the Christian faith, through instruction, songs and activities. 

In our midweek meetings which are open to all, on the first and third weeks of the month, we meet for prayer. Here we seek to worship God, and pray for the world, the church worldwide and locally, and for ourselves. On the second and fourth weeks of the month, we meet to study the bible together. 

On the second Saturday of the month, the ladies of the church meet for prayer and bible study. The bible study is relaxed and discussion based. 

During the year a Christianity Explored course was run and was attended by a number of people interested in learning more the Christian faith. 

There were a number of baptisms which were a cause for much joy. 

All of these meetings also provide opportunities for people to have fellowship with one another and to be able to share in each other's lives. 

## _Other charitable purposes as shall put into practice the Christian faith_ 

We run a toddler group called “Vicarage Farm Tea and Tots”, which is open to children of preschool age and their parents/guardians. The group provides a safe welcoming environment for children to play and socialise. We have 4 volunteers running the group. The session starts with free play for kids and tea and biscuits for adults. Half way through we sit for circle time where we read a story and sing nursery rhymes. We finish with kids sitting down around the table for fruits and snacks. This year we have introduced some bible stories from new books written specifically for toddlers. These are being well received by both kids and their adults. 

An English Conversation group is run by a couple of volunteers. People from all over the globe live in the area around the church building, with varying English language proficiency. The English conversation group is an opportunity for people to practise their conversational English.

In February, an “International evening” was organised where the church congregation, along with friends and family, as well as others from the local community, could wear national dress and bring along food from their culture. This is a great event for people to get together to better understand and appreciate the different cultures of their friends and neighbours. 

In July, the church congregation, along with friends and family, as well as others from the local community were invited to a barbecue, where the usual burgers and sausages were enjoyed, along with various other picnic type foods, consisting of vegetarian, other non-vegetarian options and halal. 

In August, a picnic was planned, but inclement weather changed the event into a board games afternoon. People enjoyed playing various board games whilst eating their picnic indoors! The church supports the local Food Bank and collects items on its behalf. All items donated during our Harvest Thanksgiving services are also passed on to the Food Bank. 

## **Financial review** 

During the year income increased by £21,600, to £60,500, and expenditure increased by £16,800, to £51,100. As a result the cash held by the charity increased by £9,300, to £14,000, of which £13,000 is unrestricted and can be used for any charitable purpose. 

## **Reserves policy** 

The trustees have determined that the charity should aim to hold unrestricted cash of no less than £10,000 (which equates to about 3 months of unrestricted expenditure) so that the charity could continue to operate should income and / or expenditure vary adversely. At the year end, the charity held unrestricted cash of £13,000 and the charity is complying with its reserves policy. 

## **Governance** 

Responsibility for setting policy and for making operating decisions rest with the trustees who meet regularly to monitor the activities of the charity. New trustees are recruited and appointed by church members. 

One trustee resigned on 31st July 2025. This means the number of trustees is currently below the requirement of the governing document which states that there must be at least three trustees. The trustees and members are currently in the process of recruiting a new trustee, through a listing on the FIEC website as well as through personal contacts. 

## **Responsibilities of trustees** 

Charity law requires us as Trustees to prepare financial statements for each accounting year which record the receipts and payments of the charity for the year. 

We are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable us to ensure that the financial statements comply with the Charities Act 2011. 

We also have a responsibility to safeguard the assets of the charity and to take reasonable steps to prevent fraud or any other irregularities.

I report to the trustees on my examination of the accounts of Hounslow West Evangelical Church ('the charity') for the year ended 31 January 2025 on pages 5 to 8 following. 

## **Responsibilities and basis of report** 

As the trustees of the charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## **Independent examiner’s statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in accordance with section 130 of the 2011 Act; or 

2. the accounts do not accord with the accounting records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting policies** 

The accounts have been prepared on a receipts and payments basis and comprise a statement that shows the charity's receipts and payments, a statement that summarises the charity's assets and liabilities and related notes. The accountancy profession have determined that only accounts prepared in accordance with applicable accounting standards present a 'true and fair' view and, as these receipts and payments accounts have not (and cannot) be prepared in accordance with accounting standards, these accounts do not present (and are not intended to present) a 'true and fair' view of the charity's financial activities and state of affairs. 

General funds are unrestricted funds which are available for use at the discretion of the trustees in furtherance of the general objectives of the charity. Designated funds comprise unrestricted funds that have been set aside by the trustees for particular purposes. Restricted funds are donations which are to be used in accordance with specific restrictions imposed by donors; they include donations received from appeals for specific activities or projects.

## **4 Transactions with related parties** 

John Scott, served as a church leader and was paid £32,581 [2024 - 8 months: £21,834] for serving in that capacity, not for serving as a trustee; these payments are permitted by the charity's governing document and the figures include employer pension contributions. 

In addition the charity incurred expenditure totalling £2,787 [2024: £1,969] in respect of the provision of accommodation (which is customary for ministers) to John Scott, who is a trustee, so that they could better perform their duties. 

No payments were made to any other trustees or persons related to them, except for reimbursement of expenses paid out on behalf of the charity.

## **5 Acting as agent** 

Last year the charity received £76 on behalf of a Foodbank charity. This income was received as agent and was removed from the income figures last year. The £76 was paid out during this financial year but not included in the expenditure figures. 

Last year, the charity also received funds which were forwarded to the pension provider after the year end. These were removed from the income figures last year as agent, and the funds totalling £3,000 paid this year have been removed from the expenditure figures.
