Reference and administrative details of the charity, its trustees and advisors.
The Bramhope Recreation Trust (CIO) was created on 28th July 2022.
The objects of the CIO are the Village Car Park, Old Lane, Bramhope (formally the object of the BVPT) and the Recreation Ground, car park and Pavilion, Old Lane, Bramhope (formally the objects of the RGT)
Bramhope & Carlton Parish Council are the sole corporate trustee of the Bramhope Recreation Trust CIO and are required to hold separate meetings for the CIO which are separate from Parish Council meetings. Any decisions made as the sole corporate trustee of the BRT CIO should be made in the best interests of the CIO.
All Councillors are included in the invitation to attend any of the meetings relating to the CIO. A separate committee and the Executive Officer have appropriate delegations to deal with the day to day running of the CIO. Any strategic, large financial decisions or decisions outside the scope of the delegated powers are made at a full meeting of the CIO.
For the period 1[st] April 2024 to 31[st] March 2025 Martin Fogel, Marion Rider, John Howard, Ian Robinson and Alan Anslow were the members of the delegated committee of the BRT CIO.
The CIO holds an annual meeting in June each year at which it will receives the year end accounts for the financial year ending 31st March. The annual report is approved at the annual meeting and is then sent to the Parish Council.
The CIO has its own constitution, operating procedures and financial procedures.

Structure, governance and management
Method of recruitment and appointment of trustees
The charity is governed by a Constitution dated 25 January 2023.
In addition, the charity follows its Operating Procedures and Financial Regulations adopted at the meeting held on 25[th] January 2023.
The members of the charity are all councillors currently serving as Parish Councillors for Bramhope & Carlton Parish Council.
The charity was registered with the Charity Commission for England and Wales, number 1199842, on 28[th] July 2022.
The Property Trust holds an annual meeting in June/July each year with interim meetings for major decisions relating to operational procedures and financial commitments and committee meetings, for the day to day running of the CIO, as and when the need arises.

Objectives and activities
The charity's objects
The provision and maintenance of the Village Car Park, Old Lane, Bramhope, LS16 9AZ and the Recreation Ground and Pavilion, Old Lane, Bramhope, LS16 9AZ, for the benefit and enjoyment of the inhabitants of the Parish of Bramhope and Carlton and the neighbourhood and to protect and preserve any land, property and buildings of historic, architectural or aesthetic interest within the Parish of Bramhope and Carlton and also to protect and preserve any of the countryside with the Parish of Bramhope and Carlton.
The charity's main activities
Provides a village car park and recreation ground and pavilion for the residents of Bramhope and Carlton and visitors to the village.
Public benefit statement
The Village Car Park is a well used facility. It houses a toilet facility and recycling centre, both provided by Leeds City Council, for use by the residents and visitors to the village. The Parish Council support the activities of the Bramhope Recreation Trust by ensuring that the Village Car Park is kept tidy and well-maintained, including cutting hedges, disposing of excess rubbish left at the recycling centre, removing weeds from the car par perimeter, notifying Leeds City Council of any issues that arise with the recycling centre or toilets.
There are currently no plans for the development or maintenance of the village car park as it is good order.
The Recreation Ground is a well used facility. It is well used by members of the public predominantly for dog walking. The football pitch and pavilion are currently used by two football teams (one adult and one junior) who pay a season fee. Bramhope & Headingley Cricket Club is a long standing tenant of the cricket pitch and pavilion and use the pitch weekly during the cricket season for their first and second team home matches. The Cricket Team arranges the upkeep of the cricket square at their cost and pay a season fee to contribute towards the running costs of the pavilion.
The proposed refurbishment and extension of the pavilion took place in 2024/25. The works were undertaken and paid for by Bramhope & Carlton Parish Council and gifted to the Bramhope Recreation Trust CIO.
Planning permission had been sought and granted for proposed works prior to the start of the financial year 2024/25.
The works to the pavilion commenced in November 2024 and were completed on 31[st] March 2025 and included the refurbishment of the existing space and a new extension. The works have provided the pavilion with 3 separate unisex toilets and 3 unisex showering facilities, 2 additional equipment storage areas, a new kitchen area, additional communal space, a referees changing room and an accessible toilet and access ramp.
The pavilion is available for hire to any member of the public subject to availability and since the start of the financial year 2025/26 the Executive Officer has had enquiries and made bookings of pilates classes and children’s birthday parties.
It is anticipated that the hire of the facilities increase following the refurbishment, providing additional income. If the pavilion can attract regular long term bookings mid-week it may be possible to cover the current shortfall in day to day running costs, estimated to be approximately £2,000 per annum.

Financial review
The net receipts for the year were £2089.07 (£2075 recreation ground fees, wayleaves payment of £14.07).
Expenditure for the year was £2606.97 (cleaning, white lining, legionella monitoring, water rates, repairs, accountancy fee, insurance and bank charges). Electricity costs should also have been paid for by the Trust, however the Trust received no bills following a change in supplier in May 2024 and in spite of numerous efforts by the Executive Officer no bills were received by the end of the financial year. The supplier is due to change again on 1[st] May 2025 so it is anticipated that the billing issues will be resolved and the outstanding payments be made in May/June 2025.
Costs supported by Bramhope & Carlton Parish Council were for grass cutting and the final electricity bill from the 2023/24 supplier. The value of costs supported by Bramhope & Carlton Parish Council in 2024/25 was £1,362.14.
Reserves policy
The charity's free cash reserves at 31[st] March 2025 were £11,493.00

Taxation
As a registered charity the organisation is generally exempt from income tax and capital gains tax but not from BVAT. Irrecoverable VAT is included in the cost of those items to which it relates.
