Reference and administrative details of the charity, its trustees and advisors
The Bramhope Recreation Trust (CIO) was created on 28th July 2022.
Following consultation with legal advisors (Wellers Hedley), the Bramhope Village Property Trust (BVPT) and Recreation Ground Trust (RGT), both being Charitable Trusts of which Bramhope and Parish Council were sole corporate trustee, determined that in order to improve the efficiency of the administration of both charitable trusts, the objects (including any financial assets) of the two trusts would be transferred to a new Charitable Incorporated Organization.
The objects of the CIO are the Village Car Park, Old Lane, Bramhope (formally the object of the BVPT) and the Recreation Ground, car park and Pavilion, Old Lane, Bramhope (formally the objects of the RGT)
The Bramhope Village Property Trust (BVPT) and Recreation Ground Trust (RGT) have formally been closed with the Charities Commission once the transfer of objects had taken place.
The existing banks account for the BVPT held with HSBC was closed on 1st September 2022. The existing bank account for the RGT with Unity Trust Bank was changed into the name of the Bramhope Recreation Trust CIO in September 2022. The closing balance from the BVPT HSBC account of £1860.69 was received and credited into the BRT account on 14th December 2022.
The opening balance of the Bramhope Recreation Trust was £14,416.69 (Balance in Unity Trust Recreation Ground account on 28/07/22 £12,556 plus £1860.99 closing balance from the Bramhope Village Property Trust HSBC).
Bramhope & Carlton Parish Council are the sole corporate trustee of the Bramhope Recreation Trust CIO and are required to hold separate meetings for the CIO which are separate from Parish Council meetings. Any decisions made as the sole corporate trustee of the BRT CIO should be made in the best interests of the CIO.
All Councillors are included in the invitation to attend any of the meetings relating to the CIO. A separate committee and the Clerk have appropriate delegations to deal with the day to day running of the CIO. Any strategic, large financial decisions or decisions outside the scope of the delegated powers will be made at a full meeting of the CIO.
For the period 22[nd] July 2022 and 31[st] March 2023 Martin Fogel, Marion Rider, John Howard, Ian Robinson and Alan Anslow were the members of the delegated committee of the BRT CIO.
The CIO will hold an annual meeting in June each year at which it will receive the year end accounts for the financial year ending 31st March. It will also approve the annual report which will then be sent to the Parish Council.
The CIO has its own constitution, operating procedures and financial procedures. Agreement can be sought to amend these at a full meeting of the CIO as required.

Structure, governance and management
Method of recruitment and appointment of trustees
The charity is governed by a Constitution dated 25 January 2023.
In addition, the charity follows its Operating Procedures and Financial Regulations adopted at the meeting held on 25[th] January 2023.
The members of the charity are all councillors currently serving as Parish Councillors for Bramhope & Carlton Parish Council.
The charity was registered with the Charity Commission for England and Wales, number 1199842, on 10 August 2005.
The Property Trust holds an annual meeting in June/July each year with interim meetings for major decisions relating to operational procedures and financial commitments and committee meetings, for the day to day running of the CIO, as and when the need arises.

The charity's objects
The provision and maintenance of the Village Car Park, Old Lane, Bramhope, LS16 9AZ and the Recreation Ground and Pavilion, Old Lane, Bramhope, LS16 9AZ, for the benefit and enjoyment of the inhabitants of the Parish of Bramhope and Carlton and the neighbourhood and to protect and preserve any land, property and buildings of historic, architectural or aesthetic interest within the Parish of Bramhope and Carlton and also to protect and preserve any of the countryside with the Parish of Bramhope and Carlton.
The charity's main actvites
Provides a village car park and recreation ground and pavilion for the residents of Bramhope and Carlton and visitors to the village.
Public beneft statement
The Village Car Park is a well used facility. It houses a toilet facility and recycling centre, both provided by Leeds City Council, for use by the residents and visitors to the village. The Parish Council support the activities of the Bramhope Recreation
Trust by ensuring that the Village Car Park is kept tidy and well-maintained, including cutting hedges, disposing of excess rubbish left at the recycling centre, removing weeds from the car par perimeter, notifying Leeds City Council of any issues that arise with the recycling centre or toilets.
There are currently no plans for the development or maintenance of the car park as it is good order.
The Recreation Ground is a well used facility. It is well used by members of the public predominantly for dog walking. The football pitch and pavilion are currently used by three football teams (one adult and two junior) who pay a season fee. Bramhope & Headlingley Cricket Club is a long standing tenant of the cricket pitch and pavilion and use the pitch weekly during the cricket season for their first and second team home matches. The Cricket Team arrange the upkeep of the cricket square at their cost and pay a season fee to contribute towards the running costs of the pavilion.
The pavilion has two changing rooms, shower and toilet facilities and a communal area with a small kitchen area.
The pavilion is available for hire to any member of the public subject to availability.

It is proposed that refurbishment of the pavilion will take place in 2023/24. Previously planning permission had been obtained to extend the pavilion, however due to escalating building costs following the pandemic, the extension is not cost effective and has therefore plans have been scaled down to a refurbishment of the existing space to include separate toilets and showering facilities, a referees changing room and an accessible toilet. A separate equipment store is also being considered.

Financial review
The net receipts for the year were £3,760.60 (£1900 recreation ground fees and £1860.69 transfer from BVPT).
Expenditure for the year was £1,072. (cleaning, white lining and bank charges)
All other costs including utilities and grass cutting were supported by Bramhope & Carlton Parish Council.
Reserves policy
The charity's free cash reserves at the year end were £14,747.69.00
The trustees do not have a formal reserves policy.

Taxaton
As a registered charity the organisation is generally exempt from income tax and capital gains tax but not from BVAT. Irrecoverable VAT is included in the cost of those items to which it relates.
Member Expenses
No member received any expenses during this year or in previous years.
