REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31 AUGUST 2024 FOR THE CHRISTCHURCH LLANEDEYRN PLAYGROUP

Background

A Playgroup had been running under the auspices of Christchurch United Church, Llanedeyrn, for many years. It became a CIO in its own right in July 2022.

The Playgroup continues to operate in Christchurch United Church, located in Llanedeyrn in the northern part of Cardiff. The church was founded in 1967 and, although functioning as an ecumenical congregation, is affiliated to the Baptist Union of Great Britain.

Objectives, Aims and Activities

The trustees have had regard to the guidance issued by the Charity Commission on public benefit. The CIO’s object is “the advancement of education with a Christian ethos for children below statutory school age through the provision of safe and satisfying group play in Cardiff and the surrounding areas”. The Playgroup is open to all children aged between 2 and 5 and their admission is not subject to any religious criteria. Llanedeyrn is an area of significant social deprivation and the Trustees believe that the Playgroup is meeting a significant need for childcare and early years education, at an affordable cost.

33 children started the year in September 2023 and by December this had increased to 38, averaging 22 per day. Numbers rose in the new year; by July 2024 43 children were registered with an average daily attendance of 25. During the year a total of 56 children attended, including 12 funded by the Welsh Government’s free childcare scheme. It is clear that changing our age range after Easter 2023 to take 2-year olds and introducing a Lunch Club boosted the intake of new children and helped retain the children that might have left us to move onto Nursery. This was our best year for a long time and the healthy trend continued in Autumn 2024, with an average daily attendance of 26 children.

Our preparations for Harvest in September included junk sticking baskets using fruit and vegetable pictures, having real vegetables in the shop roleplay area, making vegetable soup, a sink-and-float activity with vegetables,

and using broccoli as paint brushes. We moved on to Autumn with tractor racing, farm songs and the planting of spring bulbs. In a dance session with ‘En Pointe Theatre Arts’ we learnt different dance moves. Activities around Bonfire night and Diwali included firework paintings, Indian costumes, dancing, sweets, breads and chutney, and we heard the story of Diwali.

£30 was raised for ‘Children in Need’ by making spotty cakes and Pudsey masks; we then celebrated World Nursery Rhyme week with the story of Goldilocks and had porridge for our snack. Many activities took place around Christmas including two nativity concerts and a visit to the local primary school to watch their Christmas Play dress rehearsal. We made Christingles which we took into the church where we sang Christmas songs. Of course the year ended with a Party and a visit from Father Christmas!

January was about Winter and sharing and being kind. This included icy play, snowmen pictures and a Frozen Friday theme day. We had a Winter Wonderland and shaving-foam sensory penguin and polar bear play, winter clothes and pretend ice-skating. We celebrated the Chinese New Year of the Dragon with messy noodle and rice play, the tasting of noodles, prawn crackers and fruit; together with dressing-up and Dragon Dancing. We celebrated St. David’s Day by dressing-up, making Welsh cakes, maypole dancing, painting daffodils, tasting Bara Brith and practising our Welsh words and songs.

Easter activities included Easter egg junk sticking, card making, Rice Krispie nests, an Easter bonnet parade and an Easter egg hunt. Our theme for World Book Day was the ’Highway Rat’: the children dressed up as their favourite character, brought in a book to read and received a £1 book token to take home. ‘Bookstart’ visited to do singing and action activities. The term ended with potato planting, ready for the following session.

In our Summer term we had a visit from the local PCSOs who brought fingerprinting kits (all the children took home a fingerprint keyring) and a Police car which the children got to sit in. We had a visit from a Holistic therapist who taught the children how to breathe, be calm and some relaxing hand exercises. We extended September’s vegetable theme by introducing ‘Supertato’ and painting pictures using fruit and vegetables. We learnt about Big and Small, sorting and matching and recognising numbers, colours and shapes. On World Earth Day we learnt about recycling. A number of themes were carried through the term including the Bear Hunt story, Mini-Beasts, emotions and the Colour Monster’.

In Child Safety week we were visited by Germaine the Road Safety Officer and practised crossing the road. The ‘Schoolies’ went out to the crossing to practice; we made a traffic light snack, learnt how to hold hands when near a

road and sang safety songs. Our next visitor was Sam from the Noah’s Ark Children’s Hospital; this was followed by fund-raising events which made £506. By this time our potatoes were ready to harvest so we all had mashed potatoes for our snack.

The Dentist came and taught the children how to keep their teeth clean and which foods are good or bad for one’s teeth. Sports Week included obstacle courses, football, rugby, slides, sack racing, balancing, hopping, skipping and jumping. Sunshine Sam taught the children about Staying Safe in the Sun and we had a beach area, beach café, sand, water, made fans to keep cool and planted marigolds to take home. In our last week we presented our fundraising to Noah’s Ark and had two parties and graduation ceremonies. The children were given report folders to take home and we said goodbye to children who had been with us for two years. It was a busy year and the responses from parents were very positive.

All the staff at Playgroup work extremely hard. We currently have 3 permanent staff, 2 casuals, 1 part-time and 1 volunteer.

Financial position

Accounts have been prepared and approved by the Trustees. These are filed separately and describe the CIO's financial position, including all income & expenditure for the period covered by this report. The Trustees are confident that the charity will continue as a going concern.

Funding

The Playgroup is principally funded by the fees paid by parents, with some provision from the Wales Free Childcare Offer. A number of grants have been successfully obtained, these have been used to fund the renewal of equipment.

Financial reserves policy

The Trustees aim to maintain free reserves in an unrestricted savings fund at a level which equates to approximately three months of unrestricted Playgroup expenses. They recognise that income and, to an extent, expenditure follow a predictable annual pattern, peaking in late Spring but running at lower levels during the Autumn.

The Trustees plan for all eventualities and review the accounts regularly to ensure that the Playgroup can continue to run. If insufficient numbers of children are enrolled during a term, the Playgroup is able to continue

functioning until such time as it is not economically viable to do so, and the employees are provided for. To this end designated reserves are being built up to cover any liabilities contingent on redundancy, which currently amount to a value of just over £15000. This figure is reviewed annually.

Risk

Appropriate structures are in place to mitigate risk, with all staff holding DBS documentation. Fire drills are held each term and during the year the church appointed external consultants to carry out a revised Fire Risk Assessment. Their recommendations have been followed. During the year we had an Environmental Health Inspection and received a 5* rating.

Governing document

The charity is controlled by its governing document, the Constitution, and constitutes a Charitable Incorporated Organisation registered in England and Wales with the Charity Commission.

Induction and training of new trustees

New Trustees are appointed at properly constituted meetings, following due consideration by the existing Trustees. No new Trustees have been appointed during this period.
