Trustees’ Annual Report

The Trustees present their annual report with the accounts of the charity for the period 30th June 2022 to 31st August 2023.

THE OBJECTS OF THE CHARITY

The objects of CYLCH MEITHRIN GLANRAFON (hereinafter referred to as CMG, or ‘the Cylch’) are:

TO ADVANCE THE EDUCATION OF PRE-SCHOOL CHILDREN IN YR WYDDGRUG THROUGH THE MEDIUM OF THE WELSH LANGUAGE.

The aim of CMG is to provide quality Welsh-medium day care and early years education for children aged from 2 years to 4 years. The Cylch will achieve this through:

We offer toys and resources of the highest standard, appropriate to the children’s needs, development and ages. Children over the age of 2 are introduced to activities which promote the Flying Start Scheme and the New curriculum for Wales in order to ensure the best possible start to their education. We plan our outdoor play areas carefully, in order to create opportunity and place emphasis on outdoor activities.

Our priority is the happiness and safety of each child – our homely and happy environment offers the best possible care, and the chance for each child to learn and to develop to their full potential. Children will feel secure and confident.

Our staff attend regular training and we ensure that staff have the appropriate qualifications. We work with the Mudiad Meithrin support officers and officers from the Council to develop and improve the provision regularly as a result of training, advice and new regulations.

We encourage the children to express their views and emotions during the sessions by choosing happy and sad faces and offering choice at times during activities.

In planning our activities for the year, we kept in mind the Charity Commission’s guidance on public benefit at our trustee meetings. The Charity meets the Charity Commission's public benefit criteria under both the advancement of education, the advancement of citizenship or community development headings.

GOVERNANCE AND MANAGEMENT STRUCTURE

The Governing Document for CMG is

CIO - ASSOCIATION registration 30 June 2022.

Trustees are appointed by the members, on a rolling programme, to serve for at least one year but may be re-elected or re-appointed.

The administrative work of the CMG is carried out by the management committee, with delegation of day to day running of CMG to a business manager, appointed and appraised by the trustees of the Cylch. Through the course of day-to-day management, the business manager is responsible for managing CMG staff and will most often be responsible for communications with parents and carers.

Management Committee meetings are normally held six times a year both virtually and in person, with at least three meetings in person. There is an Annual General Meeting generally held in September at the beginning of the academic year. The management committee seek to make decisions collectively during their regular meetings. Dates and times of Annual General Meetings are published on CMG social media and advised through usual communication channels with parents and carers.

ACHIEVEMENTS AND PERFORMANCE IN THE YEAR

The CMG registered as a Charitable Incorporated Organisation (CIO) in June 2022 to undertake the charitable activities of Mudiad Meithrin. CMG formed as a new CIO to replace two separate charities that previously operated in the Yr Wyddgrug area – Cylch Meithrin yr Wyddgrug (1078777) and Cylch Meithrin Plus Glanrafon (1186470). The CMG CIO was dormant from June 2022 to August 2022, until operation began in September 2022, therefore there is no income to account for in that period. The assets from the former organisations were transferred to the newly established CIO as at 1 September 2022.

Following works highlighted as required in a CIW inspection in October 2022, CMG was finally granted approval to run full day care facilities in November 2022 for a maximum of 45 children. The combination of extended hours, affordability and location of CMG next to Ysgol Glanrafon proved popular with local families and attendance throughout the year grew from 11 children in September 2022 to 27 registered with the setting at July 2023. This number continues to grow.

At the close of the academic year, the management committee were able to arrange to take the children to a local, loved sweet shop (coinciding with a trip arranged by Ysgol Glanrafon) and also used charitable funds to provide branded school book bags to the children leaving CMG to attend Ysgol Glanrafon in the next academic year.

During the year, the management committee implemented the decision to appoint a business manager; this was largely to facilitate smoother running of the Cylch in its new location and in lieu of larger capacity and attendance. Internal development opportunities were offered following competitive interview; a team leader was promoted to business manager, and the resulting vacant team leader role was also filled internally. As at the close of the reporting year, a vacancy was being recruited externally for a new qualified level 2 member of staff.

PLANS FOR FUTURE PERIODS

We will continue to be an organisation committed to delivering a high quality early education setting for all attending, promoting Welsh language and culture alongside fundamental development and learning for children aged 2-4.

As a charity, it is CMG’s intention to deliver affordable childcare to those in the local area; this is particularly prevalent with the current economic climate and continued reference to the cost of living crisis affecting many families. Whilst keeping fees affordable for those families accessing our services, CMG must continue to deliver a financially sustainable organisation with safety and safeguarding at the heart of our operations. In addition to the revenues generated from the fees charged (be it direct payment, Early Entitlement, Flying Start or other government backed income), CMG will explore all other funding options available. These options include applying for grant funding to support specific projects and tasks (for example, the development of outdoor facilities, staff development and training,

other vital equipment etc.). The management committee will also promote the activities of the organisation actively within the community, raising awareness of the services offered and exploring the possibility of local fundraising.

CMG will build on the stakeholder relationships already developing and thriving. The facilities are attached to a Welshmedium primary school which is deemed to be the natural succession in the educational and cultural journeys of our children. Being situated at the heart of a thriving market town with a strong Welsh identity is also a great advantage for the children attending CMG and will remain a focus to promote knowledge and awareness of the services CMG aims to deliver. CMG is also supported by a well-established network within Mudiad Meithrin and the management committee intends to draw on and share best practice with other cylchoedd across Wales.

FINANCIAL REVIEW

CMG’s policy on reserves is to hold sufficient resources to continue the charitable activities of the CMG should income and fundraising activities fall short. Any surplus funds which are not likely to be needed to pay for activities are placed on deposit to earn interest.

CMG inherited ample funds from the preceding organisations, in anticipation of any unforeseen setting up costs. Now that CMG is established, we will continue to maintain session costs that are low and affordable and allow the service to be as accessible as possible for local families wishing for their children to access early education and care through the medium of Cymraeg.

We will also look to invest the funds in activities and resources that will further the aims of the organisation to advance the education of pre-school children in Yr Wyddgrug through the medium of Cymraeg.

Independent Examiner’s Report

I report on the accounts for the Charity for the year ended 31st August 2023, which are set out on pages 6 to 8.

The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed.

It is my responsibility to:

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.

In connection with my examination, no matter has come to my attention

  1. which gives me reasonable cause to believe that in, any material respect, the requirements:

  2. to keep accounting records in accordance section 130 of the Charities Act; and

  3. to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act

  1. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 ACCOUNTING POLICIES

Basis of Accounting

The Financial Statements have been prepared in accordance with the guidelines of the Charity Commission on a receipts and payments basis.

2 FUNDS

Fund Accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the Charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Unrestricted Funds

The Trustees have resolved that the financial reserves of the Charity should be reviewed on a regular basis and that adequate provision is made for unforeseen expenses whilst also being minded that reserves should not be held without valid reason.
