providing or assisting in the provision of housing, in particular but not exclusively, for young persons in
Cirencester and the surrounding area.

dislfess of persons in neeessilous circumstances by providing or assisting in the provision of housing, in
particular but not exclusively, for young persons in Cirencesler and the surrounding area.

From the accounts, il will be seen that incoming resources for the year lo 30 September 2024 were £375,098.
Resourees expended were £374,795 net surplus was thus £303. Looking lo the balan￿ sheet, current assets
less current liabilities were £23,683 and lolal nel assets were £349,122. We ideally would like lo Increase the
level ol free reserves lo the $lated 3 to 6 months position
G•noral overvlew
CHYP provides long term housing with 24hour support lor 16-25-year-old homeless people, as it has for nearly
40 years. We have houses. Querns Lane accornmodales up lo 7 residents, each with their own room and
sharing a communal kitchen, living space and bathrooms. Our support staff and offices are based al Querns
Lane. The inspirational team of key workers provides tailored support to each young person's needs in a caring,
environment Al CHYP residents have regular sessional activities both 1 to 1 and in groups. Group activities
include Job Club, SupperlLunch Clubs, organised shopping trips and Music workshops. Staff offer emotional
support, practical advice, and empower the young people lo find their own dire¢lion. This gives our residents
the skills lo enable them to take care of their own mental and physical wellbeing and make positive life choices.
Our propety in Ashcroft Road has room for 4 residents and has historically been used for those who require
less support and are moving lowafds independent living. We know CHYP makes a significant differen¢e to the
life chances of our young residents.
Oulreaeh - We continued light touch support or more intense support when required during and after they move
on to independent living. Like a family we are there when needed., even when they have left home. We slay in
contact with many long after they have left us. Some drop In on a regular basis just lo say hello or for advice
and friendship. CHYP is family for them.
Reserves Pollcy
The aim of Cirencesler Housing for Young People Limited is to have reserves of be￿een 3 and 6 months
running costs. Running costs are currently around £30,000 per month. At present free reserves are £23,683.
Structure. Governance & Management
Under a constitution adopted on 10 August 2021, CHYP'S objects are 'The relief of need, hardship or dist￿$$
of persons in necessilous circumstances by providing or assisting in the provision of housing in particular, but
not exclusively lo young persons and in particular, bul not exclusively to young persons in Cirencesler and the
surrounding area" The Charity is a Registered Charity (Number 11993261.

Trustees are appointed by processes laid down in the articles tsf association. New Trustees may be co-opted
by the Trustees, in accordance with the governing document, lo provide necessary skills lo support the Charity,
and fvll appointment and routine re-election procedures are undertaken at annual general meetings.
Tfu8tee Indu¢tlon and tralnlng
Trustees are briefed on their legal obligations under company and charity law, the governing document, decision
making processes and financial performance of the Charity. We commission periodic external training events,
in order to ensure high standard5 of governance and awareness.
Oryanl8atlon
The Trustees are responsible lor the governance and administration of the Charity. They meet quarterly and
receive reports from the Management committee and adminislralor. These reports convey the disbursement
decisions, matters of policies and procedures, and financial budgets and ￿portS.
Rlsk mAnaggm•nt
The Trustee Board has conducted a review of the major risks lo which the charity is exposed. A risk register
has been established and is updated al least annually. Vvhere appropriate, systems or procedures have been
established lo miligale the risks which the Charity faces. The risk which has been Identified as high is the level
of grant funding and potential changes in the local authority funding particularly with regard to Housing 8enefil.
All other risks fall into the low or m8dium category with the initial perceived high risk caused by the pandemic
miligaled by Government grants.
Internal control risks are minimised by the implementation of procedures for authorisation of all transa¢lions
and projects. Financial transactions require the aulhorisalion by Irusleesldireclors. Procedures are in place
to ensure compliance with health and safety of staff, volunteers, clients and visitors to our premises.
Plan8 for futur• perlods
The Charity hopes the change in structure will help users, members and doners understand the true worth and
benefit to the community of CHYP This is especially Important this current time when we have a cost-of-living
crises and a housing crisis. "CHYP. is very proud of the support il gives lo the users of ils facilities that gives
Ihern both physical and emotional safety and support al an important lime of their lives. CHYP will continue to
learn from its current service provision to ensure consislenl positive outcomes. For example. residents have
gone on lo attend University and set up their own businesses.
The directors have pul 26 Ashcroft Road on the market 85 It was fell that the expense of upgrading was not
cost effective. The money realised will be used to facilitate the extension of the Querns Lane propety to provide
lurther 6 rooms Iheie.

The financial slalemenls have been prepared in accordance with Accounting and Reporting by Charities..
Statement of Recommended Practice applicable lo charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021- (Charities SORP
IFRS 10211. Cirencesler Housing for Young People Limited meets the definition of a public benefit entity
under FRS 102. Assets and liabilrties are initially recognised at historical cost or transaction value unless
othe￿iSe slated in the relevant accounting policy notes.
Fund accountlng
Unrestricted funds comprise those funds which the Trustees are free lo use in accordance with the charitable
objectives. Reslricled funds are funds which have been given lor particular purposes.
Income
All Incoming ie$ources are included in the income and axpendilure account when the Charity is entitled to
the income and the amount can be quantified with reasonable accuracy. The following specific policies are

The company considers itself a public benefit entity as defined by FRS102 and accounts for concessionary
loans at the amunt received adjusted for interest, and repayments.

Depreciation is provided on a straight-line basis from the date of coming into use over the estimated useful
lives ol the assets. Asset lives being used al 30th September 2024 are freehold property 50 years, other
8ssets 5 years.

The company's funds consist of unrestricted and restricted amounts. The company may use unreslricled
amounts at ils discretion. Restricted funds represent Income which is restricted to 8 particular purpose, in
