TRUSTEES ANNUAL REPORT

for the year ended 31 December 2024

The Trustees present their Annual Report and Audited Financial Statements of the charity for the year ended 31st December 2024 and confirm that the Financial Statements comply with Charities Act 2011 requirements and Statement of Recommended Practice FRS102.

Structure, Governance and Management The Charity was certified as a Charitable Incorporated Organisation (CIO) on the 27thMay 2022 and operates under a Governing Document established as at that date.

The Charity is managed by up to 14 Trustees. With up to two Nominated Trustees appointed by each of the five Church of England Parochial Church Councils in Warwick and Budbrooke and the King Henry VIII Endowed Trust based in Warwick. With a further two Trustees appointed to the King Henry VIII Endowed Trust by the Bishop of Warwick and Archdeacon of Warwick being Ex-Officio Trustees of the Charity. The Trust is a major financial contributor to the Charity. There is provision for the Charity to appoint a further two Trustees should particular skills, knowledge or experience be required. nominated trustees are appointed for fixed terms of three years whist ex-officio trustees remain trustees for the period of their office as diocesan nominated trustees of the King Henry VIII Endowed Fund.

During the year Rev Jonathan Hearn and Rev Diane Thompson resigned as Trustees with the thanks of the Charity for their contribution and were replaced by Mrs Hazel Phillips and Mrs Moira-Ann Granger. On appointment new Trustees are provided with information to enable them to understand the governing document, financial position, and charitable activities of the Charity.

Trustees met on four occasions during 2024. Trustees discuss and where appropriate agree grant funding for projects based upon submissions prepared by parishes and other organisations. Projects approved are monitored with progress reports and completion reports being required as a part of the approval process. The financial position of the charity together with future spending commitments is reviewed at each meeting and the policies of the charity are debated and reconfirmed or updated annually. Trustees review the risks faced by the Charity on a regular basis and consider what actions are required to manage and lesson these risks. An annual ‘listening’ meeting takes place each year in conjunction with the Warwick C of E Churches Team Council to listen to the views of invited community representatives and to agree the priorities for community outreach and support in the year ahead. Where appropriate sub-committees are appointed to review specific activities and report back to the General Meeting.

The Charity does not employ staff and Trustees receive no remuneration or benefits.

Objectives of the Charity

The objects of the charity are for the public benefit in Warwick, Budbrooke and the surrounding area, the advancement of the Christian religion and such other charitable purposes under the laws of England and Wales as the Charity Trustees in their discretion think fit.

The charity agrees with Churches in Warwick and Budbrooke the priorities for community outreach and support and either provides grants to churches to fund initiatives that provide community benefit such as family/school/children’s workers or fund initiatives such as the Youth Bus and Mobile Farm Shop which are supported by church based volunteers and support the ‘transforming communities’ objectives of the churches.

As a result of listening to God, listening to parishes and other local authorities and organisations the charity develops priorities for funding and currently these include support to young people, support to families suffering hardship and the elderly particularly those suffering dementia.

The work of the Charity would not be possible without the generous support of the King Henry VIII Endowed Trust and the support of the C of E parishes in Warwick and Budbrooke who undertake community activities and are the source of many community volunteers. The Trustees of the Charity are very grateful for this support.

Achievements in the Year

During the year the Charity has consolidated and extended its community outreach activities in conjunction with the Warwick Anglican churches and other organisations, notably Thrive Youth Ministries and the Your Farmer Farm Shop.

During the year the review and rebranding of the Charities food distribution to families in need was completed. The Your Farmer mobile farm shop now has a membership of 300 families who are in receipt of regular food parcels of frozen meat and fresh vegetables sufficient to feed a family of four for a week, with each member making a small monthly contribution.

Distribution is now largely focussed upon Community Centres and churches in the area, each of whom nominate individuals to become members and receive food parcels This value of this community service is recognised by Warwick District Council with a substantial grant being awarded towards the cost of operation in 2024.

The Charity provides up to 50% of the cost of youth/family/outreach workers employed by the Anglican parishes to assist those parishes in reaching out to support their local communities. The family worker employed by All Saints, Emscote has been in place for some time and is highly valued by the two local schools who contribute towards the employment costs involved. The Charity approved the extension of funding for this role for a further three years. In addition, the Charity approved in 2023 the funding of two new positions; a new family worker based in St Nicholas’s parish and a community worker role in St Marys parish. Appointments were made to these positions in 2024 and they are now fully operational.

In conjunction with Coventry Diocese, St Michaels and St Pauls parishes PCC’s, the Charity is contributing towards the costs of a collaboration between the two parishes in West Warwick, a less affluent area of the town. This initiative draws on the experience of St Michaels in helping to revitalise the engagement of St Pauls in the local community, drawing on St Pauls positive engagement with local schools. The Charity contributes towards the costs of a Youth Project Manager and a Schools and Family Link worker together with interns from the PAIS organisation. In the first year the costs of a revitalisation minister are being funded by the Charity with Coventry Diocese funding subsequent years. The early indications from this initiative are very positive.

The Charity has a five year contract in place with Thrive Youth Ministries supporting churches across Warwick and Budbrooke to initiate contact and develop relationships with young people. Initiatives such as St Nicholas’s giveaways for children walking from school, St Pauls Lego club together with initiatives in St Pauls and All Saints parishes to support Year 6 pupils in local schools as they move to secondary school. In addition, one off worship events for primary age children and secondary school young people were organised by Thrive with the latter attracting 140 participants.

Thrive Youth Ministries work with churches helping them to plan, initiate contact and develop relationships with young people. They have worked extensively with St Michael’s Budbrooke, St Pauls and Castle Hill Baptist Church in Warwick and in addition have developed ‘give away’ projects with St Nicholas Warwick and assisting All Saints Emscote with Year 6 workshops preparing children for the move to secondary school.

During the year the contract with Thrive was extended to enable Thrive to take responsibility for the operation of the Charities Youth Bus, so enabling the bus to be more clearly embedded in the church’s youth and school-based activities. During the year the bus was out fifty-four times, visited by 948 young people. The Charity is very grateful to the 41 volunteers who helped in supervising activities.

The charity also continues to fund the work of Stacey Bains, under the banner of Transforming Communities Together. Stacey works with churches across the town, supporting their activities, assisting their engagement with local schools and acting as a conduit between churches, local authorities and other charities in the town to the benefit of the local community, particularly those in greatest need.

In addition to community initiatives the Charity allocates a proportion of its annual income to provide grants towards church building fabric projects. The Charities policy is to limit fabric projects to 15% of all grants but with the flexibility to exceed this limit where the fabric work undertaken extends the use of church buildings for wider community benefit. During the year the projects for the installation of solar panels at All Saints and upgraded lighting at St Pauls approved in 2023 were successfully completed. During the year the £1.6m tower repair project at St Marys was completed. The Charity approved £85,000 in 2023 towards this the cost of this project and agreed a further £62,000 in 2024 to enable the project to complete when additional unexpected costs arose. During the year, the Charity also agreed in principle to support St Michaels in seeking to reorder and renew the heating system and to open the interior of the church building for both worship and community events.

Financial Review of the Year

The Charity received total income of £666,902 in 2024. Income £596,385 was received from the King Henry VIII Endowed Trust and this income is restricted for use within the boundaries of the five Warwick/Budbrooke parishes. Additional funding of £61,900 was received from Warwick District Council for the Your Farmer project to benefit recipients in a wider geographic area. Interest of £8,618 was also received.

Grants to parishes in the year totalled £216,024 with a further £208,772 expended on other projects. Administration and governance costs totalled £1589.

The Charity had funds of £561.725 at the 31st December 2024 including a payment of £149,096 received at the end of December. The Charity has agreed a reserves policy of retaining 10% of annual income for use should the need for emergency unplanned grants arise, this being subject to annual review. In addition, £10,000 per annum is reserved to build a fund for major repair, upgrade or replacement of the youth bus. Whilst the level of funds is currently above the agreed level of reserves, Trustees are aware of major projects in development which are expected to seek grant funding and consider that as the charity establishes itself over time reserves will stabilize around the 10% level.

Public Benefit

The Trustees give regard to the Charity Commission guidance on public benefit and consider that these requirements are met in so far as the objectives of the Charity are the advancement of the Christian religion and other charitable purpose in the Warwick and Budbroke local area. The Trustees consider that the use of funds in providing grants to enable the community initiatives identified in this report meet these objectives.

Independent Examiner's Report to the Trustees of The Warwick and Budbrooke Churches Community Outreach Pool

I report on the financial statements of the charitable company for the year ended 31 December 2024 which are set out on pages 8-9.

The Trustees (who are also the Directors of the company for the purposes of company law) are responsible for the preparation of the financial statements. The Trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 “the 2011 Act” and that an independent examination is needed.

Having satisfied myself that the charitable company is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination, of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiners Statement

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
