As the war in Ukraine enters its fourth year and approaching four years from the fall of Kabul the need to provide sanctuary for those displaced or  needing relief as a result,  is as critical as it was at the start of those crises. 

For those Afghans and Ukrainians who have arrived in the U.K. the complexities of ordinary life are often bewildering and alien. 

USPUK recognises that providing information and agency is a powerful tool in navigating those challenges, helping those who arrive here to establish independent lives and that will be our continuing mission.

## Key Objectives 

We established three central objectives as a focus for our work in 2024: to inform, integrate and communicate with displaced communities of Ukrainians and Afghans. 

- **Inform** : We aim to bridge information gaps between displaced peoples and life in the UK, focusing on essential needs and piloting innovative solutions for housing and employment. We utilise a variety of online and offline platforms to provide this crucial information to displaced communities. 

- **Integrate** : We offer comprehensive support to displaced individuals, from guidance on visa applications and employment opportunities to our Ukrainian Sponsorship Project, aiming to foster meaningful integration that is a vital component of both lives and livelihoods. 

- **Communicate** : We have designed our communications strategies to amplify the voices of displaced communities, sharing stories of success and celebration and raising awareness of ongoing challenges.

## Impact in 2024 

## **Inform** 

We have significantly strengthened USPUK’s digital presence and information channels throughout 2024. We successfully rebooted our website, launched a new WhatsApp community group and Instagram page targeted at the Afghan community in the UK, and relaunched our Ukrainian-focused YouTube channel. Our LinkedIn, Twitter (X) and Facebook communities continue to grow. 

The relaunch of our website in February 2024 and the subsequent continued development has allowed us to provide accessible, relevant information targeted at Ukrainian and Afghan communities, enhancing the user experience and the quality of information delivered. The USPUK website received 24,711 total visits between January 1st - December 23rd 2024, of which 17,000 were from unique visitors, from 52 different countries. 

## **1. Afghan Project** 

We expanded the information packs that we provide to Afghan communities in the UK, covering Universal Credit, Healthy Start, housing, private renting saving, passports, and support for

separated families. We have shared this pack with 609 families. Via events, we estimate the wider beneficiaries to be around 6300 individuals. 

USPUK’s Afghan Project has six outreach volunteers who provide assistance with community organising and advocacy. We also supported a local community event around information; held in Leeds, the event was entitled ‘Information for Afghanistan’. 

Our Afghan Cohort WhatsApp group currently has 170 members. We sent a total of 75+ messages to the group, in Dari, Pashto and English, aiming to keep the community informed and engaged. Our recently launched Afghan-focused Instagram account has 229 followers. 

Over the past 12 months, USPUK’s Afghan Project team provided 383 consultations, responded to over 880 calls and WhatsApp queries combined, shared over 210 opportunities, including job and training referrals and supported 35 families with family reunions. 

We also directly assisted up to 60 Afghan individuals experiencing difficulties with the new eVisa application process, and provided information to the wider cohort on managing eVisa applications. We attended several workshops from the Home Office and other organisations to stay updated on changes to the eVisa process.

In 2024 we refined our engagement strategy for the Ukrainian community. We first segmented user groups and built a comprehensive database to better understand who the users were, what they needed, where they were located, and why they were seeking support. We sent relevant, tailored information to specific segments, targeting three different groups (donors/partners, Ukrainian resettled cohort, Ukrainian wider cohort) and managed to reach 3,000 individuals monthly with useful updates. 


We successfully shifted the USPUK brand narrative from sponsorship to integration, particularly through content changes on Instagram and Telegram, reflecting our new focus on long-term community integration. 

Over the past 12 months, we responded to more than 6,261 questions through 1-1 consultations over Instagram, Facebook, Telegram, emails, phone calls and our website. 30% of all questions from the Ukrainian community in 2024 related to support with visas, BRPs and documents. 25% were requests for a sponsor, 10% each related to housing and employment queries. 

_**eVisa Transition.**_ We provided support with the new eVisa process, recording and publishing a YouTube video in Ukrainian that received over 1,400 views. We provided 150+ direct consultations and shared materials with an audience of over 15,000 Ukrainians.

We also updated and upgraded the Notion platform, ensuring a more user-friendly experience while aligning with the brand shift towards integration. We set up automated workflows in Mailchimp to educate the cohort on how USPUK services operate, enhancing communication and engagement, especially at the first point of contact. 

## **Integrate** 

In 2024, we have worked towards this objective in a number of differing but complementary ways. We support displaced communities with access to language courses, clubs and local activities, regularly share information on community and networking events and provide 1-1 consultations on integration. We have assisted both the Ukrainian and Afghan cohorts with employability and language learning, referring individuals to governmental or local community programmes and assisting partner organisations to evaluate their own integration efforts. Our Ukrainian Sponsorship Project, which has been running for over two years, continues to provide the opportunity for displaced Ukrainians to start new lives in the UK. 

85% of all our beneficiaries have provided direct feedback stating that USPUK and its services significantly helped them in their journey towards integration in the UK. 

## **1. Afghan Project** 

As well as conducting weekly consultations with members of the Afghan community, we provided direct assistance on the Help to Save scheme and financial resources. We helped around 100 families open Help to Save accounts, supported 10 families in obtaining council tax discounts, and made 82 employment referrals to third-party organisations. 

We continue to support the Afghan community with training and educational opportunities and with the current BRP transition. We have also designed an English course for members of the Afghan community and received 40 sign-ups. 

Since the launch of the new Family Reunion scheme in the summer of 2024, we have assisted over 35 families with their applications, providing consultations and support with documents, translation and advice on eligibility. We continue to prioritise reuniting families who have been separated since August 2021. 

## **2. Ukraine Project**

During 2024, we conducted at least five 1-1 consultations per week on integration. We set up a channel on Viber (currently 102 members) to answer questions related to integration and provide exclusive support to Ukrainians who we have resettled in the UK through our Ukrainian Sponsorship Project. 

Our Ukrainian Sponsorship Project continues to match guests with hosts. We are now one of only three recognised providers in the UK still running a matching service, and the only organisation in Communities for Ukraine that continues to do so. As of December 2024, USPUK has secured 92 matches and has successfully resettled at least 141 people in the UK, as well as supporting more than 100 visa applications. We have sent surveys to all current hosts every six months in order to receive updates on their current situation, as well as feedback and any suggestions they have for how we could improve our process.

We have worked closely with the UK government and local councils to resolve problems with delayed visas and adverse-hit cases. We continue to examine all cases of Ukrainian guests whose sponsors have been deemed unsuitable by the government, offering alternative sponsors in some cases and providing advice and support in others. Since August 2024, we successfully unlocked 32 cases of delayed Homes for Ukraine visas, helping 56 people who had waited for over three months to receive their visas. We accomplished this by working more closely with the Ministry of Housing, Communities and Local Government and streamlining communications between departments. We also continue to receive applications from prospective sponsors who have been referred to USPUK by their local councils. It is encouraging that councils are recommending USPUK as reliable resettlement partners who can provide a safe and supportive matching service. 

We also assist the Ukrainian community with family reunions, partnering with local councils to arrange sponsorship and with NGOs including Settled and Work Right Centre to provide legal

advice to those in need. We have consulted and supported over 100 families seeking to bring family members to the UK to join them. A common strategy is to use ‘named sponsors’ who cannot personally host guests but are willing to sponsor a guest nominally in order to enable them to reunite with their families in the UK and is being delivered on a case-by-case basis in close contact with local authorities. 

## **Communicate** 

Our social media presence has continued to foster community engagement across a range of different platforms and formats. On average, our followers across all platforms increased by 15% over 2024. We have continued to develop our website and to work on SEO integration.We have also deepened our links with partner organisations, including Renaisi, TENT and the Afghan British Council, and have used our social media channels to promote their work. We have continued our efforts to amplify the voices of the Ukrainian and Afghan communities across our social media channels, sharing stories of individuals’ resettlement journeys and the help and support USPUK has been able to provide. A substantial number of those we have helped have been happy to share their stories and experiences, and we are grateful to them for their willingness to do so. 

Our website's **Project Page** now includes a dedicated Digital Impact Space section outlining USPUK’s digital presence and impacts. This includes our work in sharing the stories of our cohorts, as well as our consultations with Afghans and Ukrainians on WhatsApp and Telegram to answer their questions and provide advice on a more personal level. USPUK’s digital presence helps to deliver USPUK’s goal of amplifying the voices of refugee and displaced communities. 

## **1. Afghan Project** 

2024 has seen significant growth in the number of members of the Afghan community that USPUK has engaged. Our new WhatsApp community group has 170 members. Our newsletter has increased its reach by 212 recipients, and our Afghan Network List has 108 new members. 

We have begun to share updates and testimonials from the Afghan cohort on our website, giving them a platform to speak about their needs, worries and any successes, as well as describing the impact of our support on their lives. 

Our new Instagram account focusing on the Afghan community, launched in June 2024, currently has 229 followers and has published 15 posts providing information about opportunities, events, information about the ACRS and ARAP schemes and general advice on topics such as employment and benefits. We have also used direct messages on Instagram to conduct online consultations with members of the Afghan community.

USPUK’s Ukrainian community remains substantial, with around 16,000 Instagram followers and 6,000 members of our Telegram channels. 330 people have subscribed to our newsletter list and our new Viber chat has 102 members. Every month, we receive approximately 70 contact forms and 100 EOI forms. 

We have regularly shared resettlement stories of guests who we have matched and supported on our website. We have been publishing approximately one new story every month, and have a number scheduled for 2025. In addition, we have gathered stories of five Ukrainians who opened their own small businesses in the UK, and highlighted their success stories to help them connect to the wider community. 

Our relaunched YouTube channel currently has 189 followers and over 5700 views. We have published nine videos to date, all in Ukrainian. These include eVisa guidance, webinars on finding jobs in the UK, guidance on how to find a sponsor and personal stories of displaced Ukrainians who we have assisted in the past. 

## Other Activities 



USPUK co-organised a number of events throughout the year, most notably a reception with Sir Keir Starmer in February 2024 at the Houses of Parliament, in which we facilitated meetings and conversations between Starmer and displaced Ukrainians who arrived under the Homes for Ukraine scheme. We also co-hosted an event in London with the Association of Ukrainians in Great Britain, raising £1,000 for humanitarian assistance to children in Ukraine. We set up a series of online webinars run by professional therapists to provide psychological help to members of the Ukrainian community.

Members of USPUK’s team attended a range of other events during 2024 to promote our work, including panel discussions in Parliament, an event at Chatham House with the new Ukrainian ambassador Valerii Zaluzhnyi and fundraising events by volunteer and local community groups. Anil Qasemi, our Afghan Project Lead, spoke on several panels and events including National Education Union, Ashford College, City University London, Soho House, Afghan British Council, Information Day for Afghans in Leeds, Afghan Community in London and our work has been featured in Voice of America Pashto and Afghanistan International TV in London.

## **Ukrainian Testimonials** 

**Inna and Nataliia** : Childhood friends from Lviv and Zhytomyr, Inna and Nataliia decided to search for a sponsor together in 2023, believing that facing the challenges of relocating to the UK would be easier together. USPUK matched them with sponsors in Bristol. Almost a year after arriving, Inna and Nataliia have settled in remarkably well. Both have jobs and their English levels have increased significantly; they also told us that they now feel more comfortable and at ease with life in the UK.

**Solomiya and Sofiia** : Identical twins from Lviv, Solomiya and Sofiia worked as volunteer battlefield medics for the last six years until the physical and mental toll prompted them to consider finding safety and stability abroad. USPUK matched them with a sponsor in Cambridge. They recently wrote to thank us:

## **Afghan Testimonials** 

**Shamsullah** : An ARAP case holder, Shamsullah had been living in the UK for the last three years. He recently received an update from USPUK regarding the government's decision to digitise immigration documents. However, as he planned to travel outside the UK, he became confused about whether he could return. Someone had incorrectly advised him not to leave because his Biometric Residence Permit (BRP) had expired, suggesting that the UK government might not allow him to return. Concerned about this, Shamsullah turned to USPUK for advice. After reviewing the government's decision, we reassured him that his BRP was still valid until the end of 2024. This meant he could safely travel out of and return to the UK without any issues. We also informed him that he simply needed to wait for an email from the Home Office, which would instruct him to create an account and generate his digital immigration documents. Shamsullah was relieved and grateful for the accurate guidance, appreciating USPUK's support in navigating this complex situation. 

_"USPUK helped me realise that I can travel freely, even though my BRP had expired."_ 

**Hashmatullah** : A refugee from Afghanistan, Hashmatullah approached USPUK for assistance and support with the significant financial difficulties he was facing. Unable to work due to illness, he was struggling to keep up with his rent and council tax payments. Over the past year, he had accumulated a council tax debt and was regularly paying £170 more than his Local Housing Allowance (LHA), which was unsustainable. USPUK helped Hashmatullah apply for eligible support, assisting him in completing complex forms, attending meetings, and reviewing his communications with local authorities. USPUK also helped draft responses and supported during interviews. After almost six months of effort, Hashmatullah was finally granted the council tax discounts for which he was eligible. We continue to work on an appeal for the limited capability assessment, as Hashmatullah’s journey toward financial stability is ongoing.

## Goals for 2025 

Over the coming year, we hope to increase our efforts in line with our objectives of providing information, integration and communication to displaced communities in the UK. In 2025, we will continue to build our network of partner organisations, supporting others and enabling facilitation of our own events. We aim to increase the number of Ukrainians and Afghans that we refer directly to job markets, and to establish a continuous English language course to facilitate integration. We also aim to set up a shared employability project covering the needs of both the Afghan and Ukrainian cohorts, with a tailored approach to each.

We will also organise further online and offline events on different aspects of integration and life in the UK. We will hopefully be able to employ Google Ad grants to attract more people in need to our services and increase our online profile. 

We aim to establish a shared digital space where guests can find useful materials and connect with other people in a similar situation, as well as connecting newly arrived displaced Afghans and Ukrainians with the existing diaspora community in the UK. 

We are planning a follow-up to our successful 2023 survey of the Afghan community in the UK co-organised with More in Common. We are currently discussing the prospect of a second survey with More in Common and TENT to build on the results of the first, focusing on resettlement, progress and employment outcomes. We would like to design a similar survey of Ukrainians in the UK to better understand the concerns and priorities of the cohort, as well as their plans for the future.
