The charity obtained charitable status on 29th April 2023 (no amendments to the original Memorandum & Articles). - Apart from the initial charity trustees, any further trustee must be appointed for three years by a resolution passed at a properly convened meeting of the charity trustees. - In selecting individuals for appointment as charity trustees, the charity trustees will take regard of the skills, knowledge and experience needed to effectively administer the Charity. ## **Objectives** The objects of the charity are for public benefit to: 1. Advanced education including without limitation by informing, educating and training Ukrainians and other refugees and their dependants in relation to official immigration processes and visa schemes; and 2. Provide relief and assistance to Ukrainians and other refugees and their dependants in conditions of need, hardship or distress including without limitation by supporting refugees and their dependants with the completion and submission of relevant paperwork and applications for official immigration processes and visa schemes. 4 ���������������������������������������������������������� USPUK Report & Accounts 2022/23 1198784 ## Activities Our main activities and services are described below. All our charitable activities focus on education and training and the provision of information to Ukrainians, Afghans and other refugees and their dependants in relation to official immigration processes, visa schemes, housing and employment and specifically in work for the UK Government’s Homes for Ukraine scheme. ## **USPUK Journey | History & Key Learnings: Shaping Impact Through Insights** In the days that followed the outbreak of war in Ukraine, the founders of USPUK were quick to act, arriving at the Ukrainian border merely fifteen days after the conflict began. This prompt response laid the foundation for what would evolve into a transformative force in the lives of thousands of displaced individuals. USPUK's physical presence within the displaced people's centres in Krakow, Warsaw and Lviv emerged as a pivotal factor in understanding people’s complex needs arising from the war's upheaval. These centres served as catalysts of understanding, enabling our team to engage directly with the beneficiaries, to best understand their needs in regard to the UK Government’s ‘Homes for Ukraine’ scheme. The data gathered during those initial months not only shaped the foundation of our approach but also proved important to both the UK government and other charitable entities grappling with the crisis's aftermath. At the heart of USPUK's success was the strategic decision to employ 19 Ukrainian consultants, themselves refugees. This team embodies the essence of the organisation today. By enlisting members from the community itself, USPUK was able to build trust with a wider cohort of Ukranians. This grassroots approach lent credibility to the organisation which in turn enabled the building of trusted relationships both with Ukrainian beneficiaries and other stakeholders including the UK Government. The dual approach of a digital platform and an in-place presence allowed USPUK to connect with tens of thousands of Ukrainians irrespective of where they were located; crucial in the fluid and uncertain context of a war. USPUK is proud of the impact it has had through collaborative partnerships with traditional resettlement and refugee charities, the UK Government and above all with Ukrainians. 5 ���������������������������������������������������������� USPUK Report & Accounts 2022/23 1198784 ## **What we achieved** 1. **Facilitating Safe Relocation:** Through our dedicated efforts, USPUK has successfully facilitated the relocation of 402 families (851 individuals) to the UK, providing them with a new opportunity for a better life. Additionally, we have made arrangements for a further 377 families (847 individuals) to join them, ensuring a smoother transition for them after completing the necessary matching, visa, and travel arrangements. In addition, USPUK assisted with visas for a large number of Ukrainians under the Scottish and Welsh super sponsor mechanism of the Homes for Ukraine scheme. 2. **Personalised Support Amidst Crisis:** Since April 1st, 2022, our compassionate lived-experience consultants have conducted over 8000 in-person consultations at the Global Expo Modlińska and Nadajin Ptak Expo in Warsaw. These consultations have been a lifeline for displaced individuals, offering them vital support and guidance during their challenging circumstances. Our consultants' expertise has significantly simplified the visa application process, sponsor search, and transportation logistics, making a tangible difference to the lives of those seeking refuge. 3. **Commitment to Help:** Since November 1st, 2022, USPUK has ramped up its efforts, holding an average of 300 in-person consultations per month (slower more recently), and providing essential assistance to those in need. 4. **Leveraging Digital Platforms** : Our impact extends beyond physical consultations. Since April 1st, 2022, USPUK has conducted 6,764 online digital consultations, ensuring accessibility and support for Ukrainians seeking guidance remotely. 5. **Engaging through Information:** USPUK has answered a total of 39,630 questions about the Homes for Ukraine scheme, providing advice and guidance to approximately 70,000 people representing larger groups. This extensive support has been offered through various channels, including Telegram, Instagram, and email. We aim to provide individuals with knowledge, making their journey towards relocation smoother and better informed. 6. **Engagement with Individuals:** USPUK's direct interaction with 46,366 Ukrainians seeking assistance in moving to the United Kingdom reflects our widespread impact and influence in the community. Through personalised support and guidance, USPUK’s consultants have become a beacon of hope for those looking to relocate to the UK. 7. **Collaborative Efforts:** Our direct services have played a significant role in aiding Ukrainian citizens' relocation to the UK. We funded a dedicated resettlement partner on secondment to Citizens UK to work on matching UK homes to Ukrainians on a case-by-case basis. 6 ���������������������������������������������������������� USPUK Report & Accounts 2022/23 1198784 In summary, USPUK's achievements have not only facilitated physical relocation but have also provided emotional support, information, and guidance to many thousands of displaced Ukrainians. ## **Further Impact | What else have we done?** - The Trafalgar Square's United for Ukraine Vigil (23rd February 2023) event offered us a platform to share our journey and ideals. The invitation to participate underscores the recognition we've received from local NGOs and the UK Government. Our lived-experience team member, Anastasiia Spivak, shared her incredible story. - Our collaboration with Wizz Air, the Shapiro Foundation and the Steve Morgan Foundation demonstrates our ability to partner with others and harness the power of cooperation for the greater good. With our help, Wizz Air has provided over 100,000 free flights for displaced Ukrainians. - We have taken resettlement partners and donors to visit the displaced people's centres in Poland. This shared experience connects our stakeholders together and has also helped bolster further support for Ukraine back at home in the UK. - Our financial investment of over £150,000 in local Ukrainian salaries and freelance contracts has been important to some 19 consultants through a very turbulent time. It's a small step towards easing the transition for our team members, who either embrace a new life in the UK or continue to contribute from Poland/Ukraine. Our work environment is a testament to our dedication to helping people rebuild their lives, offering flexibility, a supportive atmosphere, and access to therapeutic support. - ## **Triangulation** - Our journey has been guided by a steadfast commitment to addressing critical needs for those affected by displacement. Partnering with Citizens UK, we launched a pilot program in collaboration with the Hartford Care Group, providing five job opportunities with housing for families. This 'employment-led' approach offers independence, stability, and a sense of belonging to displaced individuals. Through triangulation, we identified the need for sustainable solutions and integration support for Ukrainians moving to the UK. We conducted outreach, recruitment, and community guide matching, supporting the visa application process and travel. Distanced from her family in Kherson, under Russian occupation, having seen them endure 7 months of hardships. She moved to the UK in September 2023, thanks to sponsors Tim and Orian. Despite being uprooted, Angelina cherishes the UK for its language, culture, and the warm welcome she's received. She taught piano and English in Ukraine and plans to volunteer as an English teacher in England. Quote: "The most important factor was that my heart told me to choose this country, thank you USPUK" **Natalia** : 59-year-old Natalia, twice displaced, fled from Donetsk and later from Mariupol to Poland. At the Refugee Ptak Center, USPUK's Alyona aided her in finding a sponsor and navigating the visa process. Now living in Sussex, Natalia emphasizes adaptability as key for Ukrainian refugees in the UK. Quote: "I feel very welcomed and safe here…” **Maria** : 32 year old Maria, recalls the traumatic experience of waking up to war on February 24, 2022. This was her second displacement. Faced with uncertainties, Maria decided to move abroad and chose England. USPUK, guided her every step, finding her a sponsor and assisting her with the visa process. Quote: "Thank you very much for this opportunity... you've been so eager to help me and thousands of other Ukrainians.” **Alina** : resettled to Herefordshire: Alina, from the Donetsk region, was first sheltered in Zaporizhzhia. Through USPUK, she and her daughter found sponsors, Anne and Tim. With their support, her daughter is now in school and Alina works there too. Despite their comfortable life in the UK, she longs to help her parents back home. Quote: "I am eternally grateful to USPUK and to Anne and Tim..." **Olena** : from Zaporizhzhia, had a unique journey to the UK. Initially unaware of the Homes for Ukraine scheme, she connected with sponsors and decided to visit the UK for the summer. With her sponsor's support, her elder daughter found work two weeks after arrival. While grateful for the respite in the UK, Olena's heart remains with the situation in Ukraine. Quote: "Staying in the UK certainly has its challenges, but thanks to our sponsors, they are being addressed... Strategic collaborations, such as our robust partnership with Citizens UK, will drive our efforts to bring positive change to those in need. - Our partnership with Citizens UK has yielded good results through resettlement and triangulation. We will continue to leverage this collaboration to extend support to more Ukrainians and displaced individuals, ensuring a smoother transition to a UK life. - Our dedication to resettling Ukrainians through the Homes for Ukraine scheme will persist. By providing a safe haven, we aim to offer chances to rebuild lives and futures. - Collaborations with partners like Wizz Air will remain instrumental in providing essential relief to displaced Ukrainians. We're committed to alleviating their immediate challenges while they embark on the journey to a brighter future. - Through our involvement in events and networking opportunities we will continue to advocate for the cause. By speaking on various platforms, we amplify the urgency and importance of our mission. ## **Afghanistan:** - USPUK is taking on the crucial task of assisting over 10,000 Afghans currently residing in UK hotels. - Our focus is on forming a partnership with the Afghans themselves, using the learning we have gained through our work with Ukranians. We seek to understand the community and its needs better by working with the community and hiring lived-experience community members to work with us. - We have already conducted a comprehensive survey at the community level, to better understand their needs and aspirations. This inclusive approach will pave the way for meaningful support and enable culturally sensitive integration. - Once we've processed the survey data and derived conclusions, we will work collaboratively with the Afghan community to facilitate their integration into life in the UK. ## **Integration:** - For successful integration, the community plays a pivotal role. We are committed to organizing regular and impactful events that foster connections among displaced individuals. These events will provide a platform for building cross-cultural relationships, enabling vulnerable individuals to meet like-minded people with shared backgrounds and experiences. 11 ���������������������������������������������������������� USPUK Report & Accounts 2022/23 1198784 ## Letter from the Chair of Trustees _The interconnecting crises of war, climate change, poverty, inequality and migration have conspired to create not only acute but chronic and seismic challenges. The particular crisis around refugees is likely to endure for generations and in that context the work that USPUK and the other charities working to alleviate the hardship of refugees is critical. That work is best and most effectively leveraged through partnership with refugees themselves, the Government, other stakeholders and like-minded refugee organisations. It is through these partnerships that USPUK will seek to deliver the best of itself._ _____________________________________________ ## **Nicholas Vetch** ���������� _____________________________________________ **Date** ## Financial Review The charity with the help of its Board, providing sound financial management, was able to raise £617,052 to-date and holds unrestricted reserves of £311,617 for the year 2022-23. ## **Spending Controls | Value for money** The Trustees seek to minimise all administrative overheads incurred by the Charity and are particularly pleased with the value delivered to our beneficiaries through the work supported by the funds donated to-date. ## **Reserves Policy** The Board of Directors has examined the charity’s requirements for reserves and in light of the main risks to the organisation, it has established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets held by the charity should provide future cover for between 4 – 6 months of expenditure. 12 ���������������������������������������������������������� USPUK Report & Accounts 2022/23 1198784 The budgeted expenditure for 2023-24 is £350,000, which will be the fundraising target. The reserves are needed to meet the working capital requirements of the charity, and the Trustees are confident that, at this level, USPUK can continue its current and planned activities. ## Structure, Governance and Management ## **Governing Document** The organisation is governed by its Memorandum and Articles which was incorporated on 28th March 2022. The organisation was established and is governed in accordance with this document ## **Recruitment and Appointment of The Board of Trustees** ## Number of Trustees - There shall be at least three Trustees. - Appointment of Trustees and retirement of Trustees by rotation - Those persons notified to the Registrar of Companies as the first directors of the Charity shall be the first Trustees. - Appointment of Trustees - Any person who is willing to act as a Trustee, and who would not be disqualified from acting under the provisions of Article 26, may be appointed to be a Trustee by a decision of the Trustees. ## Automatic retirement - At every Annual Retirement Meeting a third, or the number nearest to one-third of the Trustees, being those who have been longest in office since their last appointment or reappointment, must retire from office. Where more than one-third of the Trustees have served for the same period of time since their last appointment or reappointment those Trustees shall agree amongst themselves which Trustees shall retire, or in the event that agreement cannot be reached, the decision shall be made by lot. The retirement takes effect at the conclusion of the meeting. The Annual Retirement Meeting shall be the meeting of the Trustees at which the accounts of the Charity are adopted. ## Maximum term - Retiring Trustees may be reappointed but a Trustee who has served for two consecutive terms of office must take a break from office and may not be reappointed until the earlier of: - the anniversary of the commencement of his or her break from office; and - the Annual Retirement Meeting following the Annual Retirement Meeting at which his or her break from office commenced provided that the Trustees who are not retiring may unanimously resolve to reappoint a retiring Trustee who has served for two consecutive terms for a further term(s) of 12 months where the Trustees who are not retiring consider there to be exceptional reasons why such further reappointment for such further term(s) would be in the interests of the Charity. 13 ���������������������������������������������������������� USPUK Report & Accounts 2022/23 1198784 - If the retirement of a Trustee causes the number of Trustees to fall below that set out in Article 24 then the retiring Trustee shall remain in office until a new appointment is made. Minimum age. - No person may be appointed as a Trustee unless he or she has reached the age of 18 years. General - A Trustee may not appoint an alternate director or anyone to act on his or her behalf at meetings of the Trustees. ## **Volunteers** USPUK is grateful to its volunteers both at home and abroad for their dedicated work to help push the charity's objectives forward. ## **Risk Management** The board of trustees has reviewed the major risks to which the charity is exposed. A risk register has been established and is updated throughout the year. Where appropriate, systems or procedures have been established to mitigate the charity's risks. Internal control risks are minimised by the implementation of procedures for the authorisation of all transactions and projects. Procedures are in place to ensure compliance with the health and safety requirements of staff, volunteers and clients.
