Objectives and Activities
Fairview Education was established as a charity in April 2022. The charity consists of four trustees who oversee the activities which are led by an executive director who works on a voluntary basis. One of the trustees acts as the safeguarding trustee and safeguarding lead.
The purposes of the charity are to advance the education of primary aged pupils in Gloucestershire (primarily but not exclusively amongst those from disadvantaged backgrounds, such as those in receipt of Free School Meals and Pupil Premium) by:

Providing fully funded tuition in preparation for the 11+ Grammar school entrance examinations

Providing fully funded general academic tuition for students struggling to access and progress within mainstream primary education

Providing additional financial support to children and families so that they can access mainstream education
In May 2022, two corporate donations were made to the Charity to provide seed funding in order to offer ‘Free Tuition Bursaries’ to pupils qualifying for ‘Free School Meals’ in order to help them gain a place at one of the seven local grammar schools in Gloucestershire.
Applicants from Cheltenham primary schools were assessed before being offered a Free Tuition Bursary based on their assessment results and the potential for them to meet the qualifying standard for the 11+ in Gloucestershire.
A Free Tuition Bursary offers 34 hourly private tuition sessions, outside of school hours, together with all the teaching resources needed and practice examinations in the summer term. The Charity pays for experienced local private tutors to deliver the tuition.
Achievements and Performance
Tuition for 8 successful applicants began in September 2022 and Fairview Education provided 33 tuition sessions over 3 academic terms with the 34th scheduled for early September 2023, just before the 11+ itself. Attendance was generally excellent. A further (9th) applicant was taken on in August 2023 and provided with a holiday tuition programme.
The tutees were provided with 2 practice examinations during the summer term (and holidays) which were outsourced to a local agency. Results from these gave a good indication of the progress made during the year and the likelihood of success in the 11+ examination.
11+ examination results for the first cohort became available in October 2023, whereby 5 out of 7 pupils (70%) were offered a grammar school place. Success criteria is not only based on this exceptional result in our first year of operation but also on the general academic improvement and support that has been offered to these pupils from low income families. Further evidence will be available from their SATs results in 2024.
During the year the charity has developed more partnerships with local schools so that our details might be passed on to the next year group and more families might become aware of our offering. In Cheltenham, Fairview Education now has good relationships with 8 partner schools and the 2023/24 applicants have come from 6 different schools. Those Cheltenham schools we have developed partnerships with are extremely positive about what we have to offer. Rowanfield and Hesters Way primary schools (among the lowest socio economic schools in the county) have asked us to consider providing an after school club in order to raise the profile of the 11+ with children and families from lower income households. We are considering running an 11+ club after school on Wednesdays in Rowanfield for selected Y4 pupils in October 2023.
The main grammar school in Cheltenham, Pate’s, is delighted that we are trying to address the issue they have (of very few FSM pupils being admitted) and have added us as a partner organisation to their own programme: Pate’s Shaping Futures. Our Logo and website link have been added to their website. We also mention their programme on our website.

Contact with primary schools in Gloucester has been very disappointing. We have had little response to our emails and approaches. This is an area we plan to work much harder on in 2023/24.
Similarly, we will also attempt to develop links with the 4 grammar schools in Gloucester in the same way as we have in Cheltenham. This may broaden our visibility with potential families in Gloucester.

Safeguarding
The charity has implemented a robust safeguarding policy and all tutors complete a safeguarding log at the end of each session. Safeguarding standards have been brought up to date: all tutors and trustees have enhanced DBS, a reserve tutor was recruited using ‘safer recruitment’ procedures and the safeguarding lead has completed extra training to make sure that he is up to date with the latest policies and is able to advise both tutors and trustees appropriately. A large amount of administration time has been taken up with upholding our safeguarding standards. No significant safeguarding issues have been reported.
Marketing & Fundraising
A very considerable amount of administration and management time has been taken up with fundraising activities. Aside from the initial seed funding, further funding has been raised from corporate and individual sources this year. Our first successful grant application (from Westhill) will be paid to us in September 2023.

Finance
Income this year was higher than anticipated and the charity benefited from some generous corporate donations to seed fund the initial tutoring and enable us to offer 8 Free Tuition Bursaries at the start of September 2023.
The charity employed the contract services of 2 experienced 11+ tutors and a one stand-in tutor in Cheltenham to provide the weekly lessons and oversee the progress of the cohort.
One of these tutors is a trustee of the charity who has provided services to the charity this year including: weekly tutoring; safeguarding management and safeguarding training; oversight and direction of the tutoring course. His experience and qualifications make him highly suitable for these services and it represents exceptional value for money to the charity. The charity articles allow for this provision by a trustee (as long as they are in a minority) and approval was granted at the trustees meeting of 8.8.22 in accordance with the charity policies on payments to trustees and conflict of interest among trustees. This is indicated in the accounts.
The charity employed a local tutoring agency to provide the practice examinations which are provided as part of the Free Tuition Bursary. Payments for services provided have been consistent with the local market rate for such provision and the trustees are confident that they have received good value for money.
Further donations, both corporate and private, were received throughout the year allowing for a surplus in the accounts at the end of the year to be held over for the provision of further Free Tuition Bursaries in the academic year 2023-2024. This surplus allows us to be confident in offering a further 8 Free Tuition Bursaries.
