dependent on them becoming a charity. We were a charity looking for premises but could not afford to pay the substantial rents demanded. They had the funding and also wanted premises - and were able to pay for those premises. We (our charity, specifically our chair person) did a lot of the work in finding and evaluating several premises. Eventually, a suitable premises was located (20 Queen Street Exeter). After several months of indecision, and much needed repair work in the building, ECoE were given advice that they needed a specific kind of charity that was allowed to do a specific kind of business - which Pulse/CAHE could not do under the regulations applicable to our charity. Also Pulse/CAHE could not convert to the type of charity now required. Work now proceeded to extricate Pulse/CAHE from the involvement with ECoE , the agents renting the property on Queen Street and to calculate the balance of the funding (line of credit) which needed to be returned to ECoE. ECoE had deposited a substantial sum of money into our account in order to pay for legal fees, repair work, utilities et cetera on the property. This explanation is given so that anyone examining our accounts can be satisfied that the larger than normal sums in our account can be properly accounted for. A substantial sum remains in our bank account, which will be returned to ECoE as soon as ECoE have assumed responsibility for all the outstanding liabilities that we assumed on their behalf.
