CONSTITUTION AND ADMINISTRATION

The charity is a Foundation CIO ( Charitable Incorporated Organisation) that was set up to take over the assets and activities of unincorporated charity number 1053000, also called Durrington Community Church and established in 1996. The CIO was registered with the Charity Commission on 3rd March 2022 with number 1198131 .

The charity's principal objects are the advancement of the Christian religion according to biblical principles and the relief of persons who are in conditions of need, hardship or distress. It operates in Durrington and the Salisbury plain area

of Wiltshire.

The following trustees were appointed on incorporation and continue in office :

The trustees meet as required and their responsibilities include the review and mitigation of risk .

Public benefit : as required by section 4 of The Charities Act 2011, the trustees have considered the guidance published by the Charity Commission in respect of public benefit . They believe that the charity's objects, as set out above , are within the definition of charitable purposes in section 2 of the Act and that the charity's regular activities contribute to meeting those objects. REPORT OF THE TRUSTEES FOR THE YEAR ENDED 5th APRIL 2024

Aims and purposes

- The trustees of Durrington Community Church (DCC ) have the responsibility of co operating with the DCC Leadership team in promoting the whole mission of the church, pastoral , evangelistic, social and ecumenical .

The trustees are specifically responsible for the maintenance of the church building of DCC .

Objectives and activities

The trustees of DCC are committed to the advancement of the Christian religion according to biblical principles. This means enabling as many people as possible to worship at our church building and become part of our community . The trustees maintain an overview of worship and make suggestions about how our services can involve the many groups that live within the community. Our services and worship put faith into practice through prayer and scripture, music and sacrament .

When planning our activities for the year, Daniel (our paid youth leader), the church leaders and the trustees try to enable ordinary people to live out their faith as part of our community through:

- provision of pastoral care for the relief of persons who are in conditions of need, hardship or distress;

- missionary and outreach work.

To facilitate this work it is important that we maintain the fabric of the DCC building .

Achievements and performance

Since being gifted a building , DCC has increased its ability to look outwards to serving our community more. DCC now holds a family church on Sunday afternoons once a month and hosts the Community Choir in the week . We have Bible Holiday Clubs for 5 to 11 year olds (with secondary school age helpers) and a Salisbury Food Bank collection point .

The general work of the church continues holding services on a Sunday, which our community finds both beneficial and spiritually fulfilling. At present six cell groups meet weekly to discuss biblical matters, to pray and to support one another . After school children's clubs take place on Mondays and Thursdays and Open the Book work in two of our local schools. Mentoring also takes place in the local junior and secondary schools. A Tea and Toast group meets on a Thursday morning where young children and their carers can meet, chat and support one another. Several Quiz and Meal evenings have been arranged for the community and a new hub set up to teach English to adults .

Working with the Parish Church continues with a Transition Day for the year 6 pupils to year 7 with coordinating primary and secondary staff, and a Cheerful Cuppa group that meets on a Wednesday morning. All of these events bring the community together to help and support one another and to gain spiritual benefit .

DCC continues to support other organisations with gifts to aid their work, including:

Alabare, Salisbury : a charity supporting vulnerable, homeless and marginalised people. Anita Goulden Trust : supports the work of a home for disabled and abandoned children, and a school for the children from the home and others from deprived backgrounds in Northern Peru .

Bridge Youth Project: taking the Christian faith into local schools through assemblies and RE lessons, supporting the community through youth projects and inclusion groups.

Children in Distress: providing care for children living with HIV , AIDS or incurable illnesses

in Romania. They run two hospices and a holiday centre for these children .

Hope Now: is dedicated to ongoing work in the Ukraine working with orphanages and children in need, evangelism and church planting .

Mission Aviation Fellowship: flying evangelists, pastors and medical workers to inaccessible villages in various parts of the world. We support Alan and Davina Sully who are with MAF in Mongolia at present .

Rural Ministries: a growing network of rural churches, pioneers and practitioners . It exists to inspire, empower and support denominations, churches and pioneers who are called to live in rural communities across the UK.

Salisbury Food Bank and the Hospital Stars

Appeal .

Open Doors: supporting the persecuted Church around the world .

Tear Fund: a leading relief and development charity, passionate about the local church bringing justice and transforming lives and overcoming global poverty .

World Vision: a Christian organisation and one of the world's leading aid and development agencies working in over 100 countries. Our support helps Hurungwe, a community in Zimbabwe .

Reserves policy

It is the trustees ' policy to maintain a surplus in the bank to cover the cost of maintaining the building. The upgrade to some of the windows to increase airflow within the building has been completed .

Structure , governance and management

The method of appointing church leaders is set out in the Church Leadership Policy . The DCC leaders are responsible for making decisions on all matters of general concern and importance to the church including how the funds of DCC are to be spent. They work closely with the trustees whose job is also to maintain the building .

ACCOUNTING BASIS AND POLICIES

The accounts are prepared in accordance with the requirements of the Charities Act

2011 and with the Charities SORP ( FRS 102) and Financial Reporting Standard 102. The accounts are prepared on the historical cost basis .

The accounts are prepared using the following principle accounting policies:

Property: the freehold property is included at its insured value, as set out in notes 3 and 5. It is not therefore depreciated, but is subject to review for impairment .

Income and expenditure: is recognised on the accruals basis as and when it becomes due or payable.

2 FUNDS AND RESERVES

Property Fund : represents the carrying value of the property gifted to, and subsequently transferred here from, the previous unincorporated charity (see notes 3 and 5 ) .

Designated giving received for a specific purpose is regarded as restricted income but such funds are generally paid out in the year of receipt and not carried forward .

General Fund : all other funds are regarded as an unrestricted general fund .

Reserves policy: the trustees aim to retain in general fund sufficient reserves to cover at least three months of anticipated expenditure, including covering the cost of maintaining the building .

GIFT OF PROPERTY AND RELATED CONTINGENT LIABILITY

On 23rd September 2021 the freehold of Durrington Free Church , School Road, Durrington, SP4 8HJ was gifted by The Fellowship Trust to A E Lund , L M Burrows and W G Kingwell to hold as ' property holding trustees' on behalf of Durrington Community Church under unincorporated charity no 1053000. The property was valued at that date for insurance purposes at £353,530: as no market valuation is readily available for such a specialist building , this figure was initially shown as a property asset and an equivalent figure was included as a donation as part of income. Changes in the insured value have subsequently been treated as a revaluation of the property .

On 23rd June 2023 the freehold property was transferred here at its carrying value as part of the transfer of activities and assets from the unincorporated charity to this charity (see note 12).

Under the terms of an 'overage deed ' dated 23rd September 2021 the property holders are liable to make an overage payment to The Evangelical Fellowship of Congregational Churches Trust Corporation Limited if at any time within 20 years from the date of the deed any part of the property is disposed of . The overage payment would be 90% of any disposal proceeds. There is currently no intention of making any such disposal and no liabiity has therefore been included in these

accounts .

None of the trustees received any remuneration or expense payments in this or the previous period apart from the reimbursement of out of pocket expenses incurred on behalf of the charity .

The trustees made freewill donations to the charity during the period of £7,920 (previous period £5,110) .

There were no related party transactions requiring disclosure in this or the previous period .

PAYMENT TO INDEPENDENT EXAMINER

A gift of £200 was paid to the independent examiner in this and the previous period .

CONTRIBUTIONS FROM UNPAID VOLUNTEERS

In common with many charities, and in particular other churches, the charity benefits from the work of volunteers in the provision of its charitable activities and in its mangement and administration . In accordance with the Charities SORP(FRS 102), no monetary value is put on these contributions .

TRANSFER FROM OLD UNINCORPORATED CHARITY

As noted under ' Constitution and administation ' on page 1, the CIO was set up to take over the assets and activities of unincorporated charity number 1053000, also called Durrington Community Church

and established in 1996 .

The CIO was registered on 3rd March 2022. It opened its own bank account and began to deal with regular church activities from August 2022. In June 2023 the remaining activities and assets of the charity, including its freehold property, were transferred to the CIO. The property was transferred at its carrying value of £441,276 and the balance of unrestricted reserves transferred was £14,419.

I report to the trustees of Durrington Community Church on the accounts for the year ended 5th April 2024 set out on pages 1 and 4 to 9.

RESPONSIBILITIES AND BASIS OF REPORT

As the charity's trustees, you are responsible for the preparation of the ' accounts in accordance with the requirements of the Charities Act 2011 ('the Act ) .

I report in respect of my examination of the charity's accounts carried out under section 145 of the Act , and in carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145(5)(b)

of the Act.

INDEPENDENT EXAMINER'S STATEMENT

I have completed my examination . I confirm that no material matters have come to my attention that give me cause to believe that, in any material respect : - the accounting records were not kept in accordance with section 130 of the Act ;

the accounts did not accord with the accounting records;

the accounts did not comply with the applicable requirements concerning

the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view , which is not a matter considered as part of an independent examination .

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached .
