It complies with the requirements of applicable charity law and has been prepared in accordance with the charity’s governing document and accounting policies. ## **1. Executive Summary** Locate International CIO exists to bring clarity, dignity and answers to families affected by long-term missing and unidentified people. We work across England and Wales to support police forces, coroners, families and communities through structured investigative reviews delivered at no cost. This reporting period represents a year of significant organisational strengthening, including partnerships with the police and reviewing processes. The charity focused on improving its operating model, enhancing oversight and preparing for sustainable growth. Critical reforms were implemented to ensure the highest standards of governance, safeguarding, information security and investigative practice. The organisation continues to build on the strong values and investigative philosophy established by Founder Dave Grimstead, who shaped Locate International’s approach to detailed analysis, ethical practice and meaningful public engagement. Dave’s continue d involvement in the leadership team preserves the charity’s original ethos and ensures continuity with its founding purpose. His forthcoming book, for which the first payment was received in June 2024, reflects increasing public interest in missing-person and unidentified-person investigations and further reinforces the charity’s contribution to national understanding. Throughout the period April 2024 to April 2025, Locate International has worked to strengthen systems, deepen partnerships and refine investigative capability. Statistics relating to our work can be found in the Impact Report for 2005. ## **2. Public Benefit Statement** The Trustees confirm that they have had full regard to the Charity Commission’s guidance on public benefit. All activities undertaken during this reporting period were carried out in accordance with the charity’s aims and were for the public benefit. Locate International provides benefit by: - Supporting families who are living with unresolved loss and uncertainty - Assisting police forces and coroners with investigative reviews and expert -led analysis - Enhancing public safety by evaluating information and generating investigative opportunities - Raising awareness of long -term cases to encourage information sharing - Advancing research and best practice in investigative work - Mobilising volunteers to contribute specialist skills for community benefit The work undertaken during this period has ensured that families, policing and the wider community continue to receive support with complex and often historic investigations. ## **3. Objectives and Activities** ## **Charitable Purpose** The charity aims to locate missing people, identify unidentified individuals and ensure that long-term cases receive structured, ethical and evidence-based review. Strategic Framework: Clear, Build, Enhance** The charity’s work during this reporting year was guided by the strategic model of Clear, Build and Enhance. This three-stage approach provided coherence, clarity and measurable outcomes for organisational development. ## **Clear** The first stage focused on achieving clarity across all organisational processes. A complete review of the case-handling journey was undertaken. The charity introduced a **referrals-based operating model** , ensuring that cases come into Locate International only through: - Police referrals - Coroner referrals - Family referrals - Approved partner agencies This reform strengthened governance and ensured consistent thresholds for case acceptance. The Clear phase also included reviewing safeguarding procedures, digital information management, expectations for volunteers, training requirements and case governance mechanisms. The national Information Sharing Agreement with police forces in England and Wales was embedded into operational practice, ensuring that data handling and investigative work remain compliant and secure. ## **Build** The second stage focused on building capability. The organisation strengthened its digital systems, investigative processes, documentation standards and supervisory oversight. Work was completed to redesign volunteer onboarding and training to ensure safety, professionalism and alignment with updated governance requirements. During this period, volunteer recruitment was paused to allow the organisation to build the necessary infrastructure to safely support expansion in 2026. 4 **LOCATE INTERNATIONAL CIO** ## **TRUSTEES ANNUAL REPORT** ## **YEAR ENDED 5 APRIL 2025** Partnerships have been significantly expanded as set out in the Partnerships section below. ## **Enhance** The final stage focused on enhancing the charity’s delivery. This involved: - Improving case triage, allocation and supervisory systems - Strengthening volunteer leadership structures - Increasing public engagement and awareness activities - Developing the Missing Person Investigation Training Framework for launch in 2026 - Preparing the organisation for onboarding more than 50 new volunteers - Increasing consistency in documentation, audit and decision -making processes Public engagement continued to be central to investigative progress. More than 250 members of the public contacted the charity with information, showing continued trust and the importance of open channels of communication. Donations increased significantly during this period, due to the ‘For the 13,000’ campaign, the efforts of Dr Chung Pham and increased public awareness. This created the strongest voluntary income year since the charity’s formation. ## **5. Achievements and Performance** ## **Investigative Progress** Locate International continued to support families, police forces and coroners by reviewing evidence, reconstructing timelines, conducting open source and genealogical analysis and generating new investigative leads. Progress was made in several long-term missing-person and unidentified-person cases. During this reporting period: - More than 250 pieces of information were received from the public - Appeals generated new witnesses and documents - Social media activity increased rapidly - National and international coverage raised awareness of long -term cases ## **Volunteer Development** The charity benefited from an experienced and skilled volunteer community. Work during this period focused on preparing for future expansion by strengthening training, supervision, safeguarding and role clarity. Volunteers remained involved in intelligence analysis, behavioural science, genealogy, research and communications. ## **Fundraising and Income Growth** Locate International experienced significant growth in voluntary income. Key contributors were: - The ‘For the 13,000’ fundraiser - A major fundraising effort led by Dr Chung Pham - Increased general donations - The first payment from founder Dave Grimstead’s book This strengthened financial resilience and enabled continued investment in governance and capability building. ## **6. Partnerships** The reporting period saw strong development across partnership networks. This included safeguarding, data protection, volunteer management and information security. 7 **LOCATE INTERNATIONAL CIO** ## **TRUSTEES ANNUAL REPORT** ## **YEAR ENDED 5 APRIL 2025** The Code of Conduct was refreshed to ensure that all volunteers, staff and partners operate in accordance with ethical and professional standards aligned to the charity’s new operating model and the Information Sharing Agreement. Oversight processes were improved to ensure strong supervision of casework and compliance with regulatory and operational expectations. ## **8. Financial Review** Financial information is drawn from the independently examined accounts for the year ending 5 April 2025, as contained within this report. As a charity comprised entirely of volunteers, our financial needs are currently modest, and we continue to ensure that the costs required to cover all necessary expenses are adequately covered. We regularly review the needs of the organisation, and whether we need to enhance delivery of existing or additional services that may require additional funding.' ## **Reserves Policy** Locate International aims to build unrestricted reserves equivalent to three months of essential operating costs. Progress was made toward this target during the reporting period. ## **9. Plans for 2026** The charity’s priorities for the next reporting period include: - Launching the Missing Person Investigation Training Framework - Onboarding and training more than 50 new volunteers - Expanding investigative casework under the strengthened referral model - Growing national and international partnerships - Enhancing digital investigative capability - Strengthening sustainable fundraising and donor engagement - Continuing organisational development in governance, training and capacity building ## **11.
