Trustees’ Annual Report for the period

From 1/4/2024 Period start date To 31/3/2025 Period end date

Charity name: The Fort Halstead Trust

Charity registration number: 1197843

Objectives and Activities

SORP reference
Summary of the purposes of
the charity as set out in its
governing document
Para 1.17 1. To preserve, for the public benefit, Fort
Halstead, a Victorian mobilisation
centre (scheduled monument 303), and
the associated apparatus,
documents, films, photographs, artefacts,
other associated buildings within
the historic enclave as defined by the
Fort Halstead site development plan
and any other items connected to Fort
Halstead.
2. To advance the education of the public
on the historical work of Fort
Halstead in all areas and the impact this
had on today’s modern world.
3. To benefit the public by working with
similar organisations in furtherance of
the above objects.
Summary of the main
activities in relation to those
purposes for the public
benefit, in particular, the
activities, projects or services
identified in the accounts.
Para 1.17 and
1.19
Dstl has vacated the site and Barratt
David Wilson Homes have got planning
permission to build houses on the site.
As part of the approval and S106
agreement the developer is required to
create a Heritage Interpretation Centre.
BDW have appointed consultants to help
develop options and the FH Trust has
been in talks with them to assist in the
preparation of options. A major issue is
that the FH Trust has no funds and
unfortunately is not in a position to
provide anything other than consultancy
advice to the developer. We will
continue to engage with the developer
and the consultants to help ensure the
heritage is protected as best as possible
within the financial constraints.
Statement confirming
whether the trustees have
had regard to the guidance
issued by the Charity
Commission on public
benefit
Para 1.18 Discussions continue with the developer
and their consultants to help determine a
sustainable way forward to help protect
the heritage of the FH site.

Achievements and Performance

SORP reference
Summary of the main
achievements of the charity,
identifying the difference the
charity’s work has made to
the circumstances of its
beneficiaries and any wider
benefits to society as a
whole.
Para 1.20 Now that the site has been sold to
Barratt David Wilson Homes discussions
and engagement has taken place with
the heritage consultants. Given the
financial constraints of the trust we are
working with the heritage consultants
providing them with data and
information to assist them in their
preparation of options for consideration
by BDW Homes. We have made it clear
that that whereas the trust has a lot of
historical knowledge we have no funds
and many of the members are getting
older! Our priority is to work with the
consultants and BDW to ensure they
have as much information as possible to
enable an informed decision is made.

Financial Review

Financial Review
Review of the charity’s
financial position at the end
of the period
Para 1.21 The charity has debts of £812. This
relates to monies owed to trustees and
former trustees.
Statement explaining the
policy for holding reserves
stating why they are held
Para 1.22 No reserved held
Amount of reserves held Para 1.22 £0
Reasons for holding zero
reserves
Para 1.22 Trust has recently been set up and
unable to raise sufficient funds for a
reserve.
Details of fund materially in
deficit
Para 1.24 The trust has debts of £812 relating to
costs incurred for IT and website
maintenance, production of mugs and
start up costs.
Explanation of any
uncertainties about the
charity continuing as a going
concern
Para 1.23 The future of the trust is uncertain as we
have no income and it is unlikely that we
would ever be able to take on the
responsibilities for maintaining the
historical buildings and artefacts. At
present the best we can offer is to
provide advice and transfer valuable
knowledge to the heritage consultants in
the preparation of options for the
heritage centre. It is likely that the trust
will continue in the short term to act as a
conduit and source of advice to the
heritage consultants and Barratt David
Wilson Homes.
