About our charity

WE ARE A VOLUNTEER RUN AND PARAMEDIC LED CHARITY

Our small team of three volunteer trustees run the charity.

WE TEACH LIFESAVING SKILLS

Our Heartstart Lifesaver course is FREE and available to all. It is 3.5 hours in duration and teaches lifesaving skills including CPR, how to use a defibrillator safely, how to help someone who is choking, heart attacks, unconsciousness and how to use a public access bleed control kit.

WE FUNDRAISE AND CHAMPION DEFIBRILLATORS

We passionately fundraise to ensure there are lifesaving public access defibrillators available in our communities with 24/7 access.

WE FUNDRAISE AND CHAMPION PUBLIC ACCESS BLEED CONTROL KITS

We use our fundraising to co-locate lifesaving public access bleed control kits with 24/7 access and include them alongside defibrillators.

WE ARE THE GUARDIANS OF LIFESAVING EQUIPMENT

We ensure our lifesaving equipment is always emergency ready by regularly checking the equipment, responding to activation's from the Circuit after use in 999 calls and replacing consumables from our fundraising when needed.

ACHIEVEMENTS AND PERFORMANCE

Summary of the main achievements of the charity, identifying the difference the charity’s work has made to the circumstances of its beneficiaries and any wider benefits to society as a whole:

This report covers our second year as a charity and prior to becoming a charity, we were a community group known as Heartstart East Hertfordshire and were affiliated to the British Heart Foundation from 2017-2021.

In June 2021, the British Heart Foundation gave all groups 28 days notice that they would no longer support any group.

Our charity was formed to continue the public benefit of learning lifesaving skills as well as to fundraise for public access defibrillators and bleed control kits to be installed across Hertfordshire for the benefit of all 24/7.

Our key achievements during this time frame was our continued development of our governance processes, continuing to work with Hertfordshire Community Foundation to establish the foundations of the charity and work towards the fundamental principles of the Charity Governance Code for Small Charities and our charitable aims.

We were successful with a grant application for £5,000 and together with smaller grants from County Councillors Lewis Cocking and Roni Hearn using their Locality Support Grants, we were able to purchase 76 public access bleed control kits and start rolling out their installation into public access defibrillator cabinets across Hertfordshire.

Our first public access bleed control kit was installed in a red converted phone box and was officially unveiled by His Majesty’s Lord-Lieutenant Robert Voss CBE, CStJ. We also launched our first public access defibrillator with a bleed control kit in Turnford, Broxbourne at the McMullen Bulls Head Pub and was officially unveiled by Fergus McMullen DL and the Mayor of Broxbourne Cllr Paul Seeby. We installed a further two defibrillators in the McMullen Old Anchor Pub, Cheshunt (unveiled by the High Sheriff of Hertfordshire, Liz Green OBE, MStJ, DL) and at the Isabel Hospice Charity Shop in Hertford (unveiled by Dr Sally Burton DL).

The bleed control kit installed at the Bulls Head Pub was called upon in an emergency and used by a member of the public who knew it was available thanks to social media.

We established relationships with other defibrillator charities including Defibrillators in Public Places (Dipps) and Project H. With their own defibrillator networks across Hertfordshire, by working collaboratively, we were able to start installing 45 bleed control kits into these lifesaving network's. We extend our gratitude and appreciation to Arline, Dave and Katie Hursey and Michael Hearn for supporting us with our chartiable aims.

All of our public access defibrillators are registered on the National Circuit, a project headed by the British Heart Foundation and enables the East of England Ambulance Service to identify the nearest defibrillator to the 999 caller and send them to collect it to buy valuable time.

Our defibrillators were deployed on multiple occasions and we fulfilled our role as guardians of the network by checking each defibrillator, maintaining each cabinet and ensuring they were Emergency Ready again and updated on the Circuit, ready for the next 999 call.

We were able to utilise the Government’s part funded defibrillator scheme from the Department for Health and Social Care. The grant enabled us to purchase a new defibrillator and external heated cabinet for £750 each, a significant saving from standard commercial pricing and this enabled the fundraising to go further and resulted in more installation's being completed.

We continued with our commitment to deliver lifesaving skills through our free Heartstart Lifesaver course. It’s 3.5 hours and have been able to increase our venue access.

Our commitment to inclusive education was recognised by the British Dyslexia Association with the recognition of the the Bronze Quality Mark and we are proud to have committed to the sunflower scheme ensuring anyone with a hidden disability can be supported to learn lifesaving skills.

Our engagement on social media with Linkedin, Facebook and Instagram has helped to raise the charities profile with increased engagement, access to our Heartstart Lifesaver course and donations to our work.

As volunteers with full time careers, we are proud of the progress to date of our charity, it has been a significant learning curve and full of challenges in a cost of living crisis. However, we look forward to building on the foundations of these last two years with optimism and relish the challenge of 2024/2025 where our commitment is resolved to ensure access to lifesaving equipment and lifesaving education is at the forefront of our objectives.

FINANCIAL REVIEW

Review of the charity’s financial position at the end of the period:

As this was our second year as a charity, our income increased through donations and grants and they enabled us to purchase our initial public access bleed control kits and defibrillators.

We had sufficient funds to take over into the next financial year and enable us to continue to build on our progress.

During this financial year, the charity did not have a reserves policy due to being a new charity and having a relatively small income. The trustees closely monitored the funds to ensure financial viability and have worked with Hertfordshire Community Foundation’s Better Boards programme to develop policies including a reserves policy which will be adopted in the next financial year.
