## **2 Trustee’s report** 

## 2.1 Introduction 

As the trustees of the INTERNATIONAL EVALUATION ACADEMY, we are pleased to present this report, outlining our activities and achievements for the reporting period. This annual report aims to provide a comprehensive review of the activities undertaken by the International Evaluation Academy (IEAc) trustees throughout the year, in compliance with the United Kingdom’s **Charity Commission** regulations. 

The International Evaluation Academy was conceived of and the idea endorsed at the IDEAS Prague Conference of 2019 and in the Prague Declaration (https://ideas-global.org/wpcontent/uploads/2019/10/Prague-Declaration-4-October-2019.pdf). Since then a process of establishing the Academy took place, leading to its formal establishment of a UK based Charitable Incorporated Organisation (CIO) in February 2022. The Academy has gone a process of consolidation of the working systems and structures and the development of a work programme. This report is the second Annual Report of the Academy. 

This timeline highlights key milestones that mark the Academy's evolution from initial discussions and strategic planning to legal incorporation and impactful initiatives. Each year has been a stepping stone towards building a robust and inclusive institution dedicated to advancing the field of evaluation. Through collaborative efforts, innovative programs, and the establishment of membership categories, the IEAc continues to promote excellence in evaluation practices worldwide.

## 2.2 Charitable objects 

Advancing Education and Science: Our primary focus is the advancement of education and science in the field of evaluation. We are dedicated to promoting the theories, methods, and practices related to evaluation. By doing so, we aim to enhance the understanding of the merit, worth, and value of various aspects of our society. 

Promoting Sustainable Development: In alignment with the principles of sustainable development, we are dedicated to: 

- (A) The preservation, conservation, and protection of the environment, emphasizing the prudent use of resources to ensure a sustainable future. 

- (B)  The relief of poverty and improving living conditions in socially and economically disadvantaged communities. 

- (C) Pursuing other related charitable purposes as determined by the trustees. 

- 'Evaluation' means determining the merit, worth or value of something or the product of that process. 

'Sustainable development' means development that meets the needs of the present without compromising the ability of future generations to meet their own needs. 

## 2.3 Vision and mission 

## **Vision** 

The Academy embraces the vision of Agenda 2030 and its Sustainable Development Goals, as well as the Paris Agreement in promoting a world moving away from its current destructive path to one that is regaining climate and ecosystem resilience and health and promoting sustainable livelihoods for all, with evaluation supporting evidence-informed transformational change. It is guided by the Global Evaluation Agenda and Prague Declaration on Evaluation for Transformational Change that visualizes a world where evaluation practices are an integral part of all governments, civil society, and private sector development efforts. 

## **Mission** 

We volunteer to contribute to the transformation, influence and professionalization of scientific evaluation practices to address economic, social, and environmental sustainability challenges. We use participatory practices and partnerships with diverse sectors of society to build, learn, share, and use a credible body of knowledge about the processes and consequences of systems and interventions aimed at building the resilience and sustainability of the world. 

## 2.4 Values and principles 

To address the required planetary transformations towards a just and sustainable future requires transformational values. Hence the Academy is committed to equity, justice and diversity, and to be selfreflective, open, respectful, inclusive and honest in all its activities.

The International Evaluation Academy (IEAc) outlined a strategic roadmap in its 2023 work plan to further its mission of promoting transformative evaluation practices. The Key immediate priorities are:

## **The work content** 

In 2023, the International Evaluation Academy (IEAc) initiated an ambitious work program to advance conceptual and practical contributions, build its reputation, and strengthen its internal structure. Five Collaborative Work Areas (CWAs) were planned, targeting decolonization, indigenization of systems and evaluation, systems sciences, and environmental justice, among others. These efforts aligned with IEAc’s vision to foster more inclusive and just evaluation systems. 

One of the year's main highlights was the successful release of the Journal of Multidisciplinary Evaluation (JMDE) special issue on decolonizing evaluation on July 20, 2023 (https://journals.sfu.ca/jmde/index.php/jmde_1/issue/view/77). As a follow-up the Academy provided a keynote conversation on decolonising evaluation between Nicole Bowman, a Board member and First Nations American, and Ian Goldman, The President of the Academy at the European Evaluation Society online conference in November 2023. At this same event Michael Quinn  Patton and Weronika Felcis ran a training on principles for evaluation system transformation. 

The JMDE special edition marked a significant milestone and set the foundation for further discussions and initiatives within the Academy. In line with this, a webinar was organised on November 1 focusing on decolonizing national evaluation systems. A Decolonising National Evaluation Systems work group was established as a result, including both Academy members and external partners. 

The Global Environmental Facility invited the Academy to collaborate on the 4th Conference on Evaluating Environment and Development, initially planned for October 2023, but then postponed to March 2024 on Integrating Environmental and Socioeconomic Domains for Sustainability. It was agreed that the Academy would present three sessions: Decolonising Evaluation; Mainstreaming ecosystem health, and equity lens into all evaluations; and a Systems Design Quest. 

The Academy also sponsored the Transformational Eval Week on the AEA blog from December 10[th] to December 16[th] . Twelve members submitted blogs and contributed to this event (https://aea365.org/blog/). 

However, some initiatives, like the CWA on climate, food, and environmental justice faced challenges, including funding constraints. 

## **Revisiting the role of Fellows/Council** 

The Academy also made progress on several structural fronts. A redefined role for Council members and Fellows was proposed, merging the two into a single "Friends" category to encourage member engagement and foster collaborative work on transformational initiatives. Other categories such as Evaluation Scientist Leader and Evaluation Scientist were also created.

This new model was well-received and further developed, with plans to communicate it widely. While some initiatives, like the Systems Science proposal, were delayed until 2025, the groundwork was laid for their future implementation. 

Internally, the IEAc focused on strengthening governance and operational structures. New roles were defined within the Board and its committees, fostering greater clarity and involvement across key areas. The small grants system was activated, and the approval of policies such as the Quality Assurance and Enhancement (QAE) and Small Grants Program (SGP) marked significant steps forward. The Academy also initiated the design of an internal and external communication strategy, intending to raise awareness and position IEAc as a relevant actor in the global evaluation landscape. 

Despite some delays, such as the climate action research initiative with GEI, the year was marked by progress across various fronts, setting a strong foundation for continued growth. With a clearer role, engaged members, and ongoing initiatives, the IEAc is poised to build on these achievements in the coming years. 

## 2.6 2024 work plan 

The following table outlines the key priorities for 2024 and 2025, focusing on transforming evaluation practices, fostering collaboration, and addressing critical global issues such as decolonization, power imbalances, and the role of evaluation in promoting social and ecological transformation. These initiatives are designed to further the Academy’s mission and will be implemented through the Collaborative Work Areas (CWAs) to ensure a comprehensive and inclusive approach.

In conclusion, we remain steadfast in our commitment to advancing the science of evaluation, promoting sustainable development, and pursuing other related charitable purposes. We are excited about the future and the positive impact we can create in line with our charitable objects.
