REPORT OF THE TRUSTEES
for the year ended 31 December 2023
The trustees present their report with the financial statements of the Charity for the year to 31 December 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
Background information
Cambridge University Jewish Society (CUJS) is the registered proprietor of the property at 3 Thompson's Lane, Cambridge, CB5 8AQ. The building on the property consists of a students' centre and synagogue. The building was constructed in 1936. It is now in poor condition and can only be refurbished at heavy cost. Even so, it no longer provides suitable facilities for Cambridge University Jewish Society (CUJS) with its larger body of members and its enhanced facility requirements. The CUJS is not a registered charity, but has enjoyed charitable taxation status as an educational establishment.
It was decided some eleven years or so ago that it would be preferable to redevelop the site to provide a superior Centre of larger area, capable of providing suitable accommodation and facilities and a scheme had been worked up and submitted by CUJS for planning permission. The application was initially recommended for approval by the planning officers of the Cambridge Planning Authority, and it was confidently expected that permission would be granted, it was, however, refused on 26 January 2023. An appeal was submitted against the refusal but was, against expectations, rejected by the Planning Inspector on 26 January 2024.
In the meantime, it had been decided that the trustees should not be personally responsible for handling the redevelopment of the property and that a proper charitable vehicle should be established for which project managers would have the responsibility (the project managers are Robert Perlman and Richard Loftus, to whom a copy of this Report has been sent). The CIO was duly incorporated and registered with the Charity Commission under Charity Number 1197555 in anticipation of the grant of planning permission. It was intended that, on the grant of planning permission, the property would be transferred to the CIO by the trustees of CUJS (Sir Michael Pepper and Lord Lawrence Collins). The cost of the development would be funded by charitable donations. Those arrangement have been put on hold until a new application for planning permission, now in the course of preparation, is eventually granted, for which it is through that there is a good chance of success.
The CIO
The CIO was incorporated on 18 January 2022 under the name of Cambridge Jewish Students' Centre CIO; it was later changed with the consent of the University to Cambridge University Jewish Students' Society, its present name.
Because of the subsequent refusal of planning permission, the CIO has remained inactive and unused. No financial transaction has passed through it or made by it. The costs of incorporation were funded by philanthropic donations which have not been, and are not intended to be, debited to the account of the CIO.
STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document
Cambridge University Jewish Student Centre CIO is controlled by its governing document, known as a Constitution. Cambridge University Jewish Student Centre is a Charitable Incorporated Organisation (CIO) and remains a registered charity.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the CIO, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)' and the Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland'. The financial statements have been prepared under the historical cost convention.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
2. TRUSTEES' REMUNERATION AND BENEFITS
There were no trustees' remuneration or other benefits for the year ended 31 December 2023 nor for the period ended 31 December 2022.
