The overall youth membership in January 2025 was up on the previous year by 20 members.

The 2025 census shows the largest membership of Mid Cornwall looking back over the last 25 years. 

We opened one new section (5[th] Newquay Squirrels) and did not close any other sections.  Lostwithiel provision will be restarting in the summer of 2025. Youth membership, although increased again on the previous year, has not quite reached the peak it was in 2014. The reduction in Beaver and Cub numbers was a little surprising, but great to see growth in the Scout and Explorer sections.

## District Chair’s Report 

_2024/2025 has been a busy one for the District Trustee Board but we’ve seen some of our long-term projects start taking shape and I am hopeful that in 2025/2026 one or two of them will complete and come to fruition._ 

## _**Sale of old buildings**_ 

_Gorran Scout Hut is very near completion, and we are hoping that the money from this sale will be coming into the District soon._ 

_3rd St Austell’s building sale unfortunately hasn’t been as smooth, a developer who offered a sum for the land decided to retract from the purchase due to an administrative complication. The District are working through to correct the issue currently but the building is still on the market and we are hoping a new buyer will be found soon._ 

## _**District Support Fund**_ 

_One of the first things done after the last AGM was to formally adopt the Support Fund policy. The District now has a formal fund which our young people and adult volunteers can apply to for support when in hardship, taking part in expeditions or going to jamborees. More information is available on the District website or speak to a Trustee._ 

## _**Group Governance Review**_ 

_The Trustee Board invited each group to complete a survey on how they are operating. This survey is already helping us to identify where the District can support groups more with their governance. Each District Trustee has offered to support a nominated group. They are there as a point of contact and someone who can provide some support for the out of the norm enquiries._ 

_Each Trustee Board Chair has also been invited into a WhatsApp group, a place where they can ask questions, get support and I am also posting links to useful information and webinars for them to access._ 

## _**Risk Register**_ 

_Over the last 12 months a small working group of Trustees have developed our District Risk Register, which was signed off by the Trustee Board at the beginning of 2025. It is a living document and it has already helped us to areas of improvement and this will form part of our work in the 2025/2026 year._ 

## _**Scout Shop**_ 

_I would like to thank our Finance Advisory Sub Team who have provided a feasibility report and recommendations about our District Scout Shop. Over the past few years the Trustee Board have noticed rising costs have impacted the shop considerably and the report gave some recommendations for the board to consider. I have been working with the Scout Shop team to identify some “quick wins” but there is plenty more work to be done._ 

_One of the recommendations is that more volunteers are found to support the current team. So if you have anyone (including parents) with a sales/retail background we would really like to hear from them._ 

_Finally, I would like to thank each Trustee and Sub Team Member. As always most of our work goes unseen however if it wasn’t done the impact would be considerable._

## Lead Volunteer’s Report 

_Without doubt the biggest and most significant thing to report on this year is ‘Transformation’.  You are probably a little fed up of hearing that word, I know I am, but I would just like to reflect on the journey we have been though, and will continue to be on for some time yet._ 

_‘Transformation’ really hit us in November 2024, when Compass was closed down and we migrated to the new structure and to a new adult membership system._ 

_The least said about the membership system launch the better. I know just how frustrating and difficult that time was for everyone, especially those in a lead volunteer role.  I’m pleased Headquarters recognised things had not gone smoothly and that because of the issues with the new membership system they acknowledged the impact this was having on a volunteer’s workload. Thankfully, things are getting better, not only because we are becoming used to the new system, but because there is a continuing effort to improve and fix bugs.  Hopefully those who have been most affected are starting to see that too._ 

_There are however, still a significant number of volunteers who have not yet logged onto the new system, most of these volunteers will need to complete the mandatory safety learning by 14[th] July, so I would encourage you to support the people in your groups to access and complete this important learning._ 

_Another major change has been to the new volunteer joining journey.  How we welcome and support a new volunteer in their first weeks and months is really important.  Lead volunteers play a hugely important role in welcoming and onboarding a new volunteer.  I’m thankful for everyone who has completed the ‘welcome conversation’ training and is helping with this new process. I’d also like to thank our Volunteer Development team, Luke, Sally, Chris and Andy who have really led us through this new process and have been supporting our groups and lead volunteers._ 

_So, 6 months in, have we been ‘Transformed’? We are certainly on the way but it’s going to take time to embed the changes, and we need to continue to think and work differently.  Fundamentally, how we Scout hasn’t changed.  We still do the same things – we still provide an active and engaging programme for young people, teaching them skills for life. We still welcome new adults.  We still make sure we are being safe and assessing risks. But we do all this in a different way and with different tools to support us._ 

_We need to really adopt the ‘Team Culture’ and continue to look at what tasks need completing, not what roles we need to fill.  I’ve seen great examples of this across the district already. Use the tools, systems and accreditations to share the workload out and continue to support each other as we go forward._ 

_I’ll end my report by thanking all of you, but especially those in the District Leadership and Volunteer Development teams for everything you are doing. I won’t say I have enjoyed my time as Lead Volunteer but I hope I have set us off on the path of transformation on a strong footing. I know that Mid Cornwall is standing out above the rest in Cornwall and that’s because of your effort and commitment.  Something I am proud of you all for doing._

## Campsite Report 

_**Exciting news!** The District are excited to launch initial plans for a new building at the campsite. The plans have been 18 months in the making and thanks to a successful bid to the Community Capacity Fund at Cornwall Council we’re now able to get the plans to the next stage._ 

_We are working closely with South West Community Builds, who are supporting us through project management, funding applications and submissions to planning. The proposed building will replace the marquee which is put up each year. It will provide an all year-round space for activities. Roughly the same size as the marquee, with the same facilities inside, the team really hope you agree and think this will be a huge asset to the site._

_The day to day running of the site has been a great success in 2024/2025 season, we have seen an increase in bookings from within and outside the District. The Maintenance Team continue to work hard to ensure the sites looking it’s best._ 

_The upgraded campfire circle has been used by lots of groups, the new light cover the car park almost replaces the sun, the hedges around the site have had their annual trim plus of course lots more small jobs have been completed._

## You said, we did! 

Before each AGM, the District Team ask what you want us to do over the next 12 months. In 2024 you asked us this, and here is the progress we have made. 

## **Re start a group in Lostwithiel** 

Great news, this is in progress and we plan to have young people back in Scouting from September. It was always known that there are young people who want to join, but we needed adults first. The Group Trustee Board with help from the District ran a drop in evening for adult recruitment and had brilliant results: Recruiting a new Group Lead Volunteer, Cub Section Team, Scout Section Team and a new Trustee. 

## **Help with volunteering recruitment | Assist with leader recruitment and section retention - Help in recruiting more volunteers | More leaders more equipment** 

This work was put on hold whilst Shaun built a District Team, in line with the move to our new volunteer experience in November 2024. With this work now complete, the District Volunteer Development Team and District Leadership Team will be working to develop a strategy around all of this. The teams would welcome any thoughts and ideas on what could go into the strategy, so please email leadvolunteer@midcornwallscouts.org.uk with your ideas. 

## **I would appreciate more training support | Install more trainer advisors | Organise training opportunities for adventurous activities such as paddle sports. | Support for leaders | Support for leaders** 

This is similar to the work planned above. With the move to our new learning system and the learning being more self-paced and online, we’re hoping that it will open up capacity to run more skills-based courses locally. We’re in the early stages, so please watch this space but it’s certainly on the radar! 

## **Directing new members to groups that have spaces.** 

Joining enquiries are shared with groups/sections. Where a young person will go on a waiting list until a space becomes available, I would encourage GLV/section team leaders to share/offer details of other local groups.  I’d also encourage more communication and joining up between groups and sections to maximise the provision available for young people. 

## **Keep up the amazing work you are doing, it is appreciated | Just keep up the good work, for which we are all grateful. Everything we have been involved with has be excellent.**

## **Better explorer program, more led by adults following on thing from scouts ie, more guns, whittling, walks, not just games night** 

With our new 14-24 team in place, the three District Explorer Units (plus Young Leaders’ Unit) are now working more closely together, sharing programme ideas and working towards all Explorers having the opportunity to achieve their top awards.  We are now looking at reaching out to all the Scout Troops in the District to ensure that Scouts know about the Explorer Units and the programmes we run, and are excited to move up when they reach the end of Scouts. 

## **Organise another great District Camp like we had this year.** 

It’s been suggested we organise a District Camp every four years, to allow our young people to progress through the sections and then take advantage of the different programmes over the weekend. 

## **Build the ESYL (Explorer Scout Young Leaders) program across the district and involve all the ESYLs in more training and volunteering opportunities. We currently have ESYLs volunteering in Squirrels, Beavers and Cubs at Polkerris. They are working towards their Silver D of E. More district support and recognition would be great.** 

We now have an Explorer Scout Young Leader Unit, and will be rolling out a programme of training to enable all Young Leaders to work towards their Young Leader belt buckle.  Explorer Scout Young Leaders who are also

members of other Explorer Units will already have their Duke of Edinburgh Awards taken into account as a large part of their work towards the Explorer top awards.  We will be publishing our Young Leader training programme, and will need Section and Group volunteers to make sure that Young Leaders know about it and are encouraged to attend and take part in the training. 

## **Apparently we’ve a waiting list for groups at 1st Sticker?  Which suggests there isn’t enough scouting provision.  So how about opening up another group - perhaps in St Mewan where one successful group was closed?** 

The 2025 census shows 2 young people on the waiting list at Sticker Scout Group. 

## **Squirrel event like Beavers get** 

Squirrels have been invited to join the district organised day out to Lappa Valley on 27[th] September 2025. For more details check the district website and events page. 

## **I'd like to see the 14-15 [25] provision really push on as this is where many of our future volunteers will come from.** 

The 14-24 team has an exciting and ambitious development plan.  We have already started working together to be able to deliver different programme opportunities to our young people, and have also recently opened a Scout Network and have several young people keen to work towards their King Scout Award.  If you have any ideas about the direction you’d like us to go in, we’d be keen to hear from you. 

## **Find somewhere over Newquay way for a scout campsite like Drummers** 

Drummers Lodge will always be our District Campsite, but another location to hold camping activities could always be considered. We are planning some work around the money which will come into the District following sales of buildings. When we do, there will be opportunities for suggestions to be submitted.

## **Review of the previous year** 

## **James McIntyre** 

- a. The District Lead Volunteer’s review of Scouts in the Mid Cornwall District 

James explained the growth in numbers shown in the last years Census. He thanked all the leaders and teams for working hard and running programmes which are keeping and bringing in new young people. James noted that there is also a challenge to recruit adult volunteers, but we are working in the right direction. 

James announced to the AGM that he will be standing down within the next 12 months and that from September a search will take place for a new District Lead Volunteer. The plan is to give the new person a few months with support from James before James stands down fully. 

- b. Receive and consider the Annual Report of the District Trustee Board, including the annual Statement of the Accounts 

John Rickard explained that the accounts included in the current District Report, available on the AGM evening, were draft accounts. The accountant has been scrutinising the accounts more this year and it’s resulted in a delay in getting a final set to us. Therefore the Trustee Board has not signed them off. 

Accounts had been received the evening before the AGM. John proposed to the AGM that the accounts are looked at by the Trustee Board, then a complete District Report will be recirculated and that would be within the next few weeks.

I report to the trustees on my examination of the accounts of the above charity l-the Trust-l for the
year ended 31 March 2025
Responslbllltles and basls of report
As the charity's trustees. you are responsible for the preparation of the accounts in accordance with
the requlrements of the Charities Att 20111.the ACVI.
I report in respect of my examination of the Trust's accounts carried out under section 145 of the
2011 Aci and In carrying out my examination. I have lollowed all the applicablè Directions given by
the Charity Commission under section 14515llbl of the Act.
Independent examiner's statement
I have completed rny examination. I confirm that no material matters have come to my attentlon In
connection with the examination which gives me cause to believe that In, any materlal respect..
