The trustees present their report with the financial statements of the charity for the period 7 January 2022 to 31 January 2023. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES

Objectives and aims

The purpose of the charity is set out in its governing document dated the 7th January 2022.

The main objectives of the charity are:

  1. To advance the Jewish religion for the benefit of the public through the holding of prayer meetings, lectures, public celebration of religious festivals, producing and/or distributing literature on Judaism to enlighten others about the Jewish religion.

  2. To promote social inclusion for the public benefit by preventing people from becoming socially excluded, relieving the needs of those people and assisting them to integrate into society.

  3. To relieve financial hardship, isolation, sickness and poor health amongst elderly people.

  4. For the public benefit to promote the education of people in such ways as the charity trustees think fit, including by: awarding to such person's scholarships, maintenance allowances or grants tenable at any university, college or institutions of higher or further education.

  5. To advance in life and help young people through: the provision of recreational and leisure time activities provided in the interest of social welfare, designed to improve their conditions of life.

  6. Providing support and activities which develop their skills, capacities and capabilities to enable them to participate in society as mature and responsible individuals.

OBJECTIVES AND ACTIVITIES

Significant activities

Our charity, dedicated to advancing the Jewish religion and promoting social inclusion, has actively pursued its objectives throughout the reporting period. The following events exemplify our commitment to enriching the lives of individuals and fostering a sense of community in accordance with our charitable objects.

Religious Education and Community Bonding:

  1. Weekly Cheder (Afterschool Club): Held every week, the Cheder provides a space for children to learn about Judaism, engage in artistic activities, and build connections within the community, aligning with our mission to advance the Jewish religion.

  2. Teen Event at Jump Evolution (6th Feb 22): A healthy and enjoyable gathering for young teens, promoting a positive environment and strengthening social bonds in line with our commitment to advancing young people's well-being.

  3. Hamantash Bake (8th March 22): An evening of baking and conversation, centred around the festival of Purim, contributing to women's social inclusion and enlightenment about Jewish traditions.

  4. Purim Celebration (17th March 22): A grand event at Epping Town Hall, featuring a cocktail bar, kids' magic entertainment, and dinner, providing a festive atmosphere to celebrate the Purim festival and enhance community cohesion.

  5. Weekly Shabbat Get Togethers/Minyan: Regular gatherings fostering bonding, prayer, and learning, supporting the objective of advancing the Jewish religion.

Community Support and Inclusion:

  1. Pesach Matza Delivery (15th April 22): Delivering Passover care packages to 300 households, addressing financial hardship and ensuring the inclusion of families in Epping and surrounding areas.

  2. Pesach Seder: A communal Seder night contributing to the relief of isolation and promoting the importance of religious and cultural traditions.

  3. Lag Baomer BBQ Drivethru (19th May 22): A fun celebration fostering community spirit, aligning with our commitment to providing recreational activities for the public benefit.

  4. Levi Upshernish (10th July): A community party introducing individuals to the Jewish tradition of Upshernish, promoting both religious education and social inclusion.

  5. Challah Bake (7th September): Another women's evening, connecting through an activity, contributing to social inclusion and enlightenment about Jewish culture.

Religious Celebrations and Educational Outreach:

  1. Rosh Hashanah and Yom Kippur Services (25th-27th September): Services and programs drawing 200 people, offering special events for all ages, promoting religious education and community participation.

  2. Sukkot Celebration (9th October): Kiddush in the Sukkah, family experiences, creating meaningful connections and promoting the understanding of Jewish traditions.

  3. Pop-up Chanukah Shop (4th December): A community initiative during the festive season, aligning with our objective to advance the Jewish religion and educate the public.

  4. Cteen Shabbaton (9th December): A special event for young people, providing recreational and leisure time activities, fostering personal development.

OBJECTIVES AND ACTIVITIES

  1. Chicken Soup Vulnerable (15th December): A winter initiative delivering chicken soup to the vulnerable and elderly during adverse weather conditions, relieving isolation and addressing health needs.

  2. School Tour (16th December): Educational outreach to all Epping primary schools, reaching thousands of children to teach them about Hanukkah and Judaism.

  3. Travelling Rabbis House Visits and High St Awareness (21st December): Engaging with the community through house visits and public spaces, building relationships with the wider community and supporting our High Street, promoting religious education and social cohesion.

  4. Epping Chanukah (19th December) and Harlow (21st December): Large public festive events and services during Hanukkah in Epping and Harlow, spreading the message of Hannukah to the wider community, and community well-being.

These are some of the events that took place during the above period. We have also acquired the property at 2 Severns Field CM16 5AP for the use of the charity, where we are able to entertain guests and volunteers to help out the community.

Conclusion:

In summary, the events organised by our charity during the reporting period vividly reflect our dedication to advancing the Jewish religion, promoting social inclusion, relieving financial hardship, and supporting education. These initiatives have strengthened community bonds, enlightened individuals about Judaism, and positively impacted the lives of those we serve. We remain committed to fulfilling our charitable objects and look forward to continued contributions to the well-being of the public.

Public benefit

The trustees have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the aims and objectives and in planning the charity's future activities. The aims of the charity for the public benefit are detailed in the Objectives and Activities section of the report.

ACHIEVEMENT AND PERFORMANCE

Charitable activities

The charity received donations totalling £266,667 and spent £14,445 on charitable activities.

FINANCIAL REVIEW

Principal funding sources

The charity is financially dependent on income from charitable donations.

Reserves policy

The reserves policy is to ensure that there is a sufficient stream of income to meet the ongoing calls made on the charity including the possibility of providing capital assets for the needs of charitable institutions.

Going concern

The trustees are confident that the charity will be able to continue operating for the foreseeable future.

FUTURE PLANS

There are no current plans to change the activities or modus operandi in the foreseeable future.

Governing document

The charity is controlled by its governing document and constitutes a charitable incorporated organisation.

Recruitment and appointment of new trustees

It is not currently the intention of the trustees of the charity to appoint new trustees. Should this situation change in the future, the trustees will apply suitable recruitment and training procedures.

Independent examiner's report to the trustees of Chabad Lubavitch of Epping

I report to the charity trustees on my examination of the accounts of Chabad Lubavitch of Epping (the Trust) for the period 7 January 2022 to 31 January 2023.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

Independent examiner's statement

Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Institute of Chartered Accountants in England and Wales, which is one of the listed bodies.

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Governance costs

Governance costs are associated with the governance arrangements of the charity and relate to the general running of the charity. These costs include audit, legal advice for Trustees and costs associated with meeting constitutional and statutory requirements such as the cost of Trustee meetings and the preparation of the statutory accounts.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
