The charity briefs all new trustees on their responsibilities in line with Charity Commission guidance. Several trustees have considerable experience of the charity sector. 

The charity has no formal links with other bodies although it maintains good relations with the RNLI, and its heritage arm, with specific links to the station and museum in Whitby. 

The major risks the charity is linked to its operation of a seagoing historic lifeboat. The charity manages these by adhering to strict Health & Safety rules and individual event risk assessments.

**Summary of the objects of the charity set out in its governing document** 

TO ADVANCE THE EDUCATION OF ALL IN THE HISTORY OF THE LIFEBOAT SERVICES AND SAVING LIVES AT SEA, BY THE PRESERVATION, OPERATION AND EXHIBITION OF HISTORIC LIFEBOATS ASSOCIATED WITH THE TOWN OF WHITBY AND ITS ENVIRONS. TO ADVANCE THE EDUCATION OF ALL IN THE TECHNIQUES REQUIRED TO MAINTAIN HISTORIC CRAFT BY PROVIDING OPORTUNITIES FOR SUPERVISED TRAINING AND WORK ON THESE CRAFT. TO PROVIDE AN OPORTUNITY FOR PARTICIPATION BY ALL IN PHYSICAL ACTIVTY, SPECIFICALLY ROWING, ALLOWING DEVELOPMENT OF BOTH PHYSICAL AND MENTAL HEALTH TO PROMOTE ANY CHARITABLE PURPOSE OR PURPOSES WITHIN WHITBY AND THE SURROUNDING AREA AND WITH PARTICULAR REFERENCE TO THE CHARITABLE WORK OF THE ROYAL NATIONAL LIFEBOAT INSTITUTE. 

The trust has had regard to the guidance issued by the charity commission on public benefit and the charity commission approved the outline of these in December 2021. 

The trust seeks to educate the public in the history of lifesaving at sea and the craft used for this purpose. It does this in the following manner

- Static exhibition of a historic lifeboat at various events such as harbour days and heritage events. 

- Demonstration of the lifeboat afloat. 

- Talks to groups on the history of the lifeboat service. 

- Instruction and practice opportunities in the maintenance of historic wooden craft. 

- Giving the opportunity for all to take part in physical exercise. 

- Making the lifeboat available for sponsored fund raising by groups and individuals for the trust and other charities. 

The trust holds a second historic Whitby lifeboat in storage pending a future decision on its use in furthering the trust’s aims.

- Section D                      Achievements and performance 

**Summary of the main** The main aspect of 2022 was one of recovery. The lifeboat and its trailer **achievements of the charity** had started to undergo an overhaul and refurbishment just prior to the **during the year** COVID pandemic. The effect of COVID was to not only prevent this being carried forward but also to close down the events in which the trust could have participated. 

With the reopening of society, the overhaul was completed but organisers were slow to restart events. The lifeboat was demonstrated and several events within Whitby and made a visit to Troon in Southern Scotland. 

## **Section E                    Financial review** 

With no wages or property costs the charity has little or no need for large **Brief statement of the** reserves. The aim is simply to have sufficient funds to cover running **charity’s policy on reserves** expenses and hold sufficient funds to cover insurance costs which fall due at the start of the charity’s year.

## **Section F                     Other optional information** 

During the year the trust had considerable problems with bank accounts as the bank reviewed the account on the trust’s change to a CIO and converted it to a community account which prevented its use by a charity and blocked a number of actions such as issue of debit cards, signatory change etc. This resulted in a new account having to be opened which was only achieved after considerable delay.
