The PCC maintains an oveniiew of worshlp throughout the parish and makes suggesty.ons on how our services can involve the many groups that live within our parish. Our servi5 and worship put faith into prattice through prayer and scripture, muslc, and sacrament. When planning our acbvities for the year. we have considered the Cornmission's guidance on publlc benefit and in particular, the supplementary guidance on charitles for the advancement of religion. The PCC recelved reports from the synod meetings and was able to ask questions abwt what took place. Worshlp and Prayer The PCC alms to offer a rBnge of servlces durtng the week and over the course of the year that our ommunity find both beneficial and spiritually fvlfilling. Our usual pattern is to hold servlces at 10.30am on Sunday morning and at 6.00pm on Sunday evening as wdl as extrd Servi for Ash Wednesdayi Maundy Thursdayi Good Friday. Ascen51on Day. Chrbstmas Eve. Christmas Day and St Stephen's Day. All are welcome to attend all our services. On 31 [)emtser 2025, there were 11 I parlshloners on the Church Electoral Roll (compared with 103 on 31 December 2024). Revlew of the Year - Reverend Cllve Beard wrltes: I cannot tell you what a Joy It has been arrlvlng at St. Stephen's and startlng to get to know everyone. I cannot believe that, as I am writing this introduction, I have only been here for 8 months. I say that In a g(M)d wayll Thank you so much for making me and my famlly so welcome, and for maklng It such an easy transition into a new parish. a new church and a new home. My first priority was, and continues to be, to get to know people, both as individuals and within the ontext of the church community. E can genuinely say that that was. and continues to be, a real pleasu1 You probably all already know this, but St. stephen's is filled with amazing people, many of whom have no idea hcwl amazing they are. EV before my Interview the Arthdeacon said it is a church that always makes him smile. I can see vthyl ! I feel a large part of my calling is to help people see how God 5ttS them, to discover hls gifts and talents in themsefve5. and to use those gifts and talents as they love Klngdom Ilves In the everyday. l am blessed that St. Stephen's Os a church wth strong. prayerful foundatlons, a fantastlc heart and great potential. My second priority has therefore been to begin the process of tyjilding on those strong foundatlons. We have been working tO9ether to put In place systems. struttures and Sdeas that we hope will enable u5 to grow as a church, both spiritually and numerically. The PCC, and other leaders In the church, are so open and receptive to growth - which I can say is never taken for grantedl My prayer is that together we can be a churth family that shirTres as a beacon of God's love In our communlty. As St. Paul says: 'There are dlfferent klnds of gllts. but the same Splntt dlstributes them. The are dlfferent kinds of service, but ihe same Lord. There a different kinds of viorking, but in all of them and in everyone it is the same God at work.. I Corfnthlans 12.4-6 I want to acknowledge and glve thanks to Revd. Barbara Hunter, who selflessly led the church until I arrived and was gracious in stepping back when I then was installed, and Stephanie Rankin, as LLM, in sUPPOrting her. l also want to offer a huge thanks to our amazing churchwardens. Fiona and Dave, I could not have asked for a better warden team, they have fulfilled the role wtth dedication, patience, hurnillty and Godliness. I cannot praise them highly enough and am so grateful for all they have glven through the interregnum and beyond. Dave has been churchwarden for many years and wlll now be having a well-earned break as he steps back from that role though, servant hearted as he is, he will SUII be busy helping behind the scenes, l am sure! Th have been no major work5 or issues in 2025. Small Items of maintellan have taken place throughout the year. We are grntefvl for the 5UPPOrt of all who contribute to the life of the thurch. Our administrator Stephanie Briggs retired in early 2025 and we welcomed Ruth Hirons into the role in October. Their work and that of Becky Hough cleanlng the church are a real blesslng to us all. Total Income Includlng restrlcted funds In the year was £147.497 (2024 £131,126). A number of new grants were awarded in 2025. In February 2025, the PCC sUcSfUllY applied for Diocesan ftTrnding to employ a lay plorr as part of a wider progrdmrne of investment fvnded by the Church of England Strategic Mission and Ministry Investment Board (SMMIB). The award is for five years, startlng at IOOWO of costs and tapering to 25% by Year 5. Other one-off grants Include £3,500 frorn Preston City Council to support community sporting events, £2,020 from Lancashire County Coundl for the Colourful Threads art project. £500 from Broad9ate Resklents Attlon Group to fund the Cost of food in our mission projects and £650 from Elettricity Northwest to support our Hartlngton Hut activities. During the year ended 31 December 2025 a total of £108,297 (2024 - £112,284) was spent from unrestrlcted funds to provlde Christlan Mlnistry from St Stephens Church. Total expendlture from all funds was £137,530 {2024 £140,183). The We also a number of tran*rs between funds. Overall, unrestricted fund income after transfers exceeded expenditure by £18,611 (2024 was a deficit of £148). The equivalent fwJure for all fun(ts was a surplu5 of £9,967 (2024 was a deficit of £9.057). Looking at the Genernl Fund on its own, income exceeded expenditure by £11,993 before transfers (2024 a deficit of £449). After trdnsfers the net movement in the Genernl Fund in 2025 was a surplus of £15.229 (2024 £51). Unrestrlcted voluntary Income In the year Increased by 7%. We have twenty-four donors signed up to the Parish Giving Scheme (some of wh are individuals and others PreSent households) as well as nine donors continuing to give by standing order. In 2025 Around 43% of the Sunday collection was taken through contactless payments. cash giving remains relatlvely popular. Unrestsicted fund income was b(M)Sted in the year by a significant increase In hall rental Income, largely from one ongoing contrart that had not been antiopated at the beginnlng of the year. The largest element of our costs was £67,279 (2024 - £63,535) for our Diocesan Parlsh Share, whlch provides for the cost of clergy stipends and housing. The Diocese cakulate5 the arnount that each indivldual parish needs to contribute according to a forn)ula conslderlng several factors, Includlng church attendance and socio-economic factor5 Within the parish. OJr other expenditure related to other ministry costs. staff salaries. the costs of maintaining and using our Parish Centre and the cost of our activitie5 as a thurch. General Fund costs were lower in 2025 malnly because the admlnlstrator post was vacant for some months. We remain committed to glving IO% of all our voluntsry income to a range of charities. Reserrfes on 31 December 2025 were £92.940. of whKh £22.499 represents our missional reserve (the Snape Mission Fund), £44,946 is the general reserve, £19,972 the Audio-visual reserve and varlous other reserves totalllng £5,522. 2025 had been experted to be financially challenging and the PCC approved an initial General Fund budget for the year with a deficit of income over expenditure of around £4.400. However. Income for the year was 13% higher than exprfted, thanks to the additional hall rental income mentioned above, as well as an unexperted windfall at the very end of 2025 in the shape of an additional distribution of Lowest Income Communities Funding of £2.023 from the DI0se of Blackburn. Experxllture was also lower than expected, malnly because of the administrdtor rt vacary. However, the undwlying income prrfile for the parish ha5 not grown. Hanned giving levels a stable rather than increasing. hall rental income is unlikely to continue at the same level that was seen in 2025, and the administrator post has been filled. The PCC has therefore approved a budget for 2026, anticipating a general fund deficit of up to £5,800. All reasonable measures to manage costs are being taken.
