Objectives and activities

The objectives of the CIO are to:

(j) To use, expend or donate the income or principal thereof for, and to devote the same to, the foregoing purposes of the charity, and to do any and all lawful acts and things which may be necessary, useful, suitable or proper for the furtherance of accomplishment of the purposes of this constitution. Provider, however, no act may be performed which would violate the terms of this constitution.

The period to which this report relates has been foundational for the establishment of Arc GB. In order to help achieve its objectives for the period, and also set the organisation up strong for its future, time has predominantly been spent on

increasing the relational reach that Arc has with other church ministers and ministries around Great Britain as well as ensuring that the operational aspects of Arc meet statutory requirements.

The period has been one of development of systems ensuring that all of the functional elements of Arc relating to training and church planting are operational through the implantation of an internal ‘Dashboard’ system through which church planting applicants can be managed, trained and tracked.

These first few months have started to see Arc GB gain traction and influence both in person through Arc hangout Days where church Pastors, leaders and potential church planters have been invited for discussion, training and collaboration, as well as online through social media platforms such as Instagram, although the establishment of the Arc GB website is being prepared for launch in the near future.

Structure, governance and management

Arc GB is a Charitable Incorporated Organisation and as such is governed by its Foundational Charitable Incorporated Organisation Constitution that was established on 1[st] December 2021

Trustee recruitment and appointment

There have been no changes to the trustees within the period to which this report relates.

Apart from the first charity trustees as outlined within this report, every trustee must be appointed by a resolution passed at a properly convened meeting of the charity trustees.

In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.

Achievements and performance

The main achievements of the CIO during the period was to conduct two pre launch Arc Hangouts, the first of which was conducted at LIFE Church, Bradford, and the second at Liverpool One Church, Liverpool.

The events took place on the 16th March 2022 and 8[th] June 2022, where Senior Pastors of churches around Great Britain along with potential church planters were invited for a day of conversation, relationship building, teaching and training. There were 13 people in attendance in March, and 17 people in attendance in June. The main idea of the day was to start to build relational ties amongst other churches and networks as we start to raise the profile and awareness of Arc GB and state the vision and aims of Arc GB with a particular emphasis of church planting and wanting to collaborate resources in an attempt to further advance both the pace and quality of new churches starting out. Following on from this Hangout event it was agreed that the next event would be looking at a more formal launch of Arc GB with a proposed launch date around September 2023.

The feedback from both days was overwhelmingly positive. It is clear from conversations that were taking place that there is a need for relationships and a greater sense of connection between ministers and Pastors alike. It is also clear that there is a deep passion within ministers to engage in supporting church planting activities throughout Great Britain. This is only small beginnings and simple steps, but the seeds of potential are there for Arc to be a real creative force in helping see church planters start strong all across the nation.

Other aims of the organisation throughout the period was to create and launch a fully functional website as well as ensuring that there were systems in place to handle the running of social media accounts and the enquiries that they would be anticipated in bringing. Whilst social media has been running without a hitch, the launch of the website was delayed. The establishment of the bank account was also a goal within the period however due to Barclays bank being unable to process applications for CIO’s and charities within a timescale suitable to us, despite having had an application in with them for many months, the decision was taken to change direction and commence proceedings to initiate an account with Natwest. Whilst this has not yet been opened within the period, it is expected within the first quarter of the following period.

Financial review

The total amount of income and expenditure for the period was ZERO.

The main reason for this was delays in the CIO banking application resulting in their being no functioning bank account for the organisation throughout the period.

Reserves policy

The Board of Trustees has examined the charity’s requirements for reserves in light of Arc being a brand new CIO.

It has established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets held by the charity moving forward should be between 1-2 months of the expenditure for the next financial period – duly being noted that this will be the organisations first financial period and funds will be required to be built up over the period once income starts to be received.

The reserves would be needed to meet the working capital requirements of the charity and the Board of Trustees are confident that at this level they would be able to continue the current activities of the charity in the event of a significant drop in funding, predominantly because as a startup operational expenditure is anticipated to be low.

The present level of reserves available to the charity of £0 as a result of the charity not yet turning over any funds. The strategy is to build reserves through planned operating surpluses, the Trustees understand it is unlikely that the target range can be reached within the first year and may need to continue building up funds over the next two financial periods. In the short term the Trustees have also considered the extent to which existing activities and expenditure could be curtailed, should such circumstances arise.

Future plans

In the following year the aims of the organisation are clear to the board of trustees. We aim to formally launch Arc GB with a one day event, building on the successes of the previous Hangouts. The goal will be to increase the exposure and brand awareness of Arc to ensure that as the organisation grows, other church leaders and Pastors now that Arc will be a resource available to them.

We aim to also build on the relationships that are already being established with the view of creating an invitation for ‘partner’ churches who will look to financially support the work of church planting throughout Great Britain.

As the main aim of Arc GB is to help church planters, in the next period we will start to look to see if there are any church planters looking to work with Arc.

In practical terms, we also aim to see the establishment of the website along with obtaining a bank account.
