## **Aims and Purposes:**
All Hope Community Church, St Ives (HCC) members, led by the Trustees and Leadership Team, under the Minister, Rev. Rodney Orr, are committed to promoting the objects of the church as stated on the first page of the Constitution of the CIO
## **Objectives and Activities**
The Trustees of the church are committed to enabling as many people as possible to take part in the worship and life of the church. Mindful of the Charity Commission requirement that our activities should be for the benefit of the wider public community, every effort is made to achieve involvement of those who are not regular members. Christian worship is provided for locals and visitors, there is promotion and provision for giving to help Christian outreach both at home and abroad. Help is given regularly to the local food bank.
## **Achievements and Performance**
## • **Worship and Prayer**
HCC meets every Sunday for worship with approx 20-25 people attending in the Hall where we meet. Services are live streamed via Youtube which enables the housebound and others who are unable to attend for whatever reason to participate. The pattern and content are varied weekly and led by different members before the Minister or (substitute) preaches with the aim of appealing to as wide a section of the community as possible.
A weekly mid week Communion Service took place by popular request but sadly, was discontinued partway through the year due to lack of attendance.
Once every month, we run a “Messy Church” in a member’s home. This is an informal time of teaching and activities for all ages (the youngest attendee was
17 months and the oldest 102). This is enabling members of the community to be involved who do not normally attend Sunday Service. Attendance is 40- 50 each month. All Age Services are also held once every 2 months with the aim of encouraging attendance in the Hall by Messy Church attendees. This has met with varying success and is constantly under review. Safeguarding is a priority and all leaders have undertaken the required DBS checks
A Christingle Service held in the Hall on Christmas Eve proved popular with locals and was attended by approx. 60 people.
From January to September, a weekly meeting for prayer took place on Zoom making it accessible to all. In September, this was replaced by two groups meeting in person in members’ homes (home groups) for Bible Study, prayer and fellowship. All are welcome to attend and the majority of Sunday attendees are involved in one of these groups.
## Where we meet
We are still meeting on a Sunday in Lelant Village Hall which we hire from the Village Hall Committee who have been very helpful, providing us with a cupboard for storage of equipment and are happy for us to hire it midweek for other meetings when requested. We enjoy good relationships with the Committee and other folk in the village. Parking can be a problem, especially in the busy summer months, and the leadership are constantly looking for ways to alleviate it.
## • **Pastoral Care**
This is made up of phone calls, personal visits, prayer ministry and hospital visits as needed. A church Whats App group is very active and effective in bringing needs for prayer and action to the notice of all members as well as being an organ for news, notices etc. Requests for prayer are often made and actioned for people who are unconnected to the church
The afore mentioned Home Groups are responsible for the pastoral care of their members
Our minister is proactive in visiting and taking Communion to the housebound and sick. Safeguarding is a major priority and all those who engage in these
activities have had the appropriate DBS checks. This is closely monitored by the Trustees
## • **Communication**
In addition to the Whats App group mentioned above, emails and phone calls are used to keep people in touch and communicate information. The charity also has its own website https://www.hccstives.uk
## • **Mission and Evangelism**
One demonstration of our faith is helping those in need. We give to three charities regularly throughout the year:
-Hopelink delivers educational and food programmes to the urban poor of Manila, Philippines
-A couple, Rich & Zoe Stanford who work on Sumatra, Indonesia under the auspices of OMF International (Overseas Missionary Fellowship) help impoverished fishing communities with entrpreneurial programmes and English lessons. They also run a cafe in the city where they are based which offers English classes and other activities for local people
-Open Doors who work with persecuted Christians around the world provide Bibles and training in addition to emergency relief aid.
Locally, we have run a coffee morning monthly and then fortnightly from September for locals in Lelant. This has been much appreciated as there is no other focal meeting point in the village but sadly, has not been very well supported in terms of numbers and was discontinued at Christmas.
Leaflets to all houses in Lelant are distributed before Christian festivals eg. Christmas, Easter, Harvest. Activities are also publicised on social media and in the local paper and on posters in the wider area.
The church has had a stall at the village fete and the Christmas Fayre organised by the Village Hall Committee. Free children’s activities provided by our Families’ Worker at the fete were particularly appreciated.
Several members also actively work with the local Food Bank doing shopping for supplies and home deliveries.
In August, a video of the nativity story was shot in St Ives. This created a lot of interest from locals and holidaymakers alike and was supplemented by leaflets given out at the time. The video “A Journey of Hope” was subsequently released on Youtube and received over a thousand hits worldwide.
## **Volunteers**
Our Minister is the charity’s only employee and all activities and run and managed by volunteers who all work hard to meet the aims of the charity
## **Safeguarding**
HCC takes the matter of Safeguarding very seriously and is a member of to 31.8 (formerly CCPAS). This organisation gives helpful advice, information and training to enable us to fulfil our responsibilities in this regard. It also facilitates DBS checks. The Safeguarding Officer, answerable to the Trustees, has ensured that all necessary checks have been carried out. Training has also been undertaken on a regular basis.
## **Financial review**
Total receipts of unrestricted funds were £29,959 of which a significant proportion was gift aided (£23,828). The minister, Revd Rodney Orr, started on a basic salary of £20,930 p.a. and we were thankfully able to increase this during the year to something approaching a more professional rate of £26,275 p.a. from 1st October 2023. The net result for the year was an excess of receipts over payments of £5,701, which brings the total cash funds at the year end to £17,493. This total includes a sum set aside as a reserve in accordance with the Reserves Policy.
## **Reserves Policy**
The Trustees proposed and Church members agreed in 2022 that it should be church policy to hold in reserve, a balance of three months operational costs. In 2023, this amounts to a reserve requirement of £ 7367. The actual figure fir 2023 is £7590. The Trustees will keep the figure under review as operational costs change
## **Structure and Governance of the Church**
HCC is a CIO and is governed by its Trustees who meet quarterly or more often if required. They give a report of their activities to church members on a quarterly basis. All trustees are active in the charity and with the exception of the Secretary and the Treasurer are elected as per the Constitution.
As a young church, the Trustees have worked hard to put in place all the policies required by the Charity Commission regulations for the effective running of the charity. This work is now completed but all policies will be reviewed on an annual basis.
The Leadership Team (appointed by the Trustees) meet on a monthly basis to plan church activities and support the Minister. Both the Minister and the lay leaders are answerable to the Trustees
Church Members’ Meetings are held quarterly with an AGM in the Spring of each year.

## **Independent examiner's report to the trustees of Hope Community Church, St Ives CIO**
I report to the charity trustees on my examination of the accounts of Hope Community Church, St Ives CIO (the Trust) for the year ended 31 December 2023.
## **Responsibilities and basis of report**
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES**
## **Basis of preparing the financial statements**
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
## **Income**
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
## **Expenditure**
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
## **Tangible fixed assets**
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Plant and machinery - 10% on reducing balance Computer equipment - Straight line over 3 years
## **Taxation**
The charity is exempt from tax on its charitable activities.
## **Fund accounting**
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

## **1. ACCOUNTING POLICIES**
## **Basis of preparing the financial statements**
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
## **Income**
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
## **Expenditure**
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
## **Tangible fixed assets**
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Plant and machinery - 10% on reducing balance Computer equipment - Straight line over 3 years
## **Taxation**
The charity is exempt from tax on its charitable activities.
## **Fund accounting**
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
