The Trustees present their report and the audited financial slalemenls of the charity for the period ended 5
April 2024. The Iruslees have adopted the provisions of the Statement of Recommended Practice ISORPI
'Accounling and Reporting by Charities. in preparing the annual report and financial slalemenls of the charity.
The financial statements have been prepared in accordance with the accounting policies set out in notes to
the accounts and comply with the charity's governing document, the Charities Act 2011 and AccoLtnting and
Reporting by Charities.. Statement of Recommended Practice applicable to charities preparing their accounts
in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland published
in October 2019.

Achievements and performance
The Trustees consider that in establishing the charitable trust during the year, they are meetin9 the
obieclives and activities referred lo above. As the charity does not carry out fundraising activities there
are no significant risks lo the charity's funds. The only polenlial risk is the failure of the bank where the
trust funds are Presently held. Steps have been taken lo miligale this risk by investing trust funds across
a number of financial institutions. The Trustees are taking independent financial advice in connection
with this.
Financial review Ilncludlng reserves policy}
The charity rhow has cash reserves in excess of £3,749.988 which are believed lo be sufficient funding to
support its objectives for the foreseeable future. The Trustees continue lo monitor how these funds are lo be
invested and expended in the future.
Plat)s for future periods
The Trustees are actively inviting applic81ions for funding in accordance with the Foundation's
governing document, being the Will of Mrs J A Tonge, and will consider any such applications that are
submitted.

structure. governance and management
There are, presently, trustees. Donald John James While. a consultant solicitor, and William
George Johnson, a partner solicitor, in the firm of Pickering & Butlers, Solicitors.
The Tnjstees are considering whether additional trustees should be appointed to the Foundation and
will continue to actively consider this as the year progresses.
The Trustees will meet formally on a quarterly basis. Any ad hoc discussions in the intervening
periods are formally recorded for reference.
Trustees, responsibllities
The trustees are responsible for preparing the Tru5tee5' Annual Report and the financial statements in
accordance with applicable law and United Kingdom Accounts'ng Standards (United Kingdom Generally
Accepted Accounting Practice).

statements lor each financial year which give a true and fair view of the 51ale of affairs of the charity and of

In auditing the financial statements, we have concluded that the trustees, use of the going concern basis of
accountlng in the preparation of the Iinancial slalements is appropriate.
Based on the work we have performed, we have not identified any material uncertainties relating to events or
conditions that. individually or collectively, may cast significant doubl on the charity's ability ID continue as a

Responsibilities of trustees
As explained more fully in the trustees, responsibilities statement set out on page 5 the trustees are responsible
for the preparation of the financial slalemenls and for being satisfied that they give a true and lair view, and
for such intemal control as the Iruslees determine is necessary lo enable the preparation of financial
statements that are free from matenal misstatement, whether due to fraud or error.

Summary of significant accounting policies
lal General information and basls of preparation
The Roly and June Tonge Foundation is a charitable trust in England I Wales. The address of the
registered office is given in the charity information on page 3 of these financial stalemenls. The nature
of the charity's operations and principal activities are to support local charitable a¢livities.
The charity conslilules a public benefit entity as defined by FRS 102. The financial slalemenls have
been prèpared in accordance with Accounting and Reporting by Charities.. Slalement of Recommended
PractiGe applicable lo charities preparing their accounts in accordance with the Financial Reporting
Standard applicable in the UK and Republic Of Ireland issued in October 2019, the Financial Reporting
Standard applicable in the United Kingdom and Republic of Ireland {FRS 1 D21. the Charities Act 2011,
and UK Generally Accepled Accounting Practice
The financial slalements are prepared on a going concern basis under the historical cost convention,
The financial slalements are presented in sterling which is the functional currency of the charity and
rounded lo the nearest £.
The significant accounting policies applied in the preparation of these financial 5talemenls are sel out
below. These policies have been consistently applied to all years presented unless otherwise slated.
Ib) Funds
Unrestricled funds are available for use at the discretion of the trustees in furtheran￿ of the general
obj'ectives of the charity and which have not been designated for other purposes.
Ic) Income recognition
All incomiry resources are included in the Slalement of Financial Activities ISOFAI when the charÈly is
legally enli11ed lo the income after any performance conditions have been met, the amount can be
measured reliably and il is probable that the income will be received.
For donations to be recognised the charity will have been notified of the amounts and the settlement
date in writing. If there are conditions attached to the donation and this requires a1evel of performance
before entillement can be obtained then income is deferred until those conditions are fully mel or the
fulfilmenl of those conditions is within the control of the charity and it is probable that they will be fulfilled.
For legacies, entitlement is the earlier of the charity being notified of an impending distribution or the
legacy being received. Al this point income is recognised. On occasion legacies will be notified lo the
charity however Il is not possible lo measure the amount expected lo be dislribuled. On these occasions,
the legacy is Irealed as a contingent asset and disclosed_
Investment income is earned through holding assets lor investment purposes such as shares and
property. It includes dividends, interest and rent. Where it is not practicable lo identify investment
management cosls incurred within a scheme with reasonable accuracy the investment Income 15
reported nel of these costs. 11 is included when the amount can be measured reliably. Interest income
is recognised using the effective inlerest method and dividènd and rent income Is recognised as the
charity's right to receive payment is established.

(d) Expenditure recognition
All expenditure is accounted for on an accruals basis and has been classified under headings Ihal
aggregate all costs related to the category. Expenditure is recognised where there is a legal or
conslruclive obligation lo make payments lo third parties, it is probable that the selllemenl will be
required and the amount of the obligation Can be measured reliably, 11 is calegorised under the following

Irrecoverable VAT is charged as an expense against the activity for which expenditure arose.

Support costs are those that assist the work of the charity but do not direcly represent charitable
activities and include office costs, governance costs, administrative payroll costs. They are incurred
directly in SUPFK)rt of expenditure on the objects of the charity and include project management carried
out at Headquarters. Where support costs cannot be directly attributed to particular headings they have
been allocated to Cost of raising funds and expenditure on charitable activities on a basis consistent with
use of the ￿5¢UrCeS.
The analysis of these costs is included in note 5.

Debtors and creditors with no staled interest rale and receivable or payable within one year are recorded
al transaction price. Any losses arising from impairment afe recognised in expenditure.
Ihl Going concern
The financial slalemenls have been prepared on a going concern basis as the trustees believe that no
material uncertainties exist. The trustees have considered the level of funds held and the expected level
of income and expenditure lor 12 months from authorising these financial slalements. The budgeted
income and expenditUTe is sufficient with the level of reserves for the charity to be able lo continue as
going concern.

10 Contlngent assets
A residual legacy has been left to the charity amounting to 250h ol the final estste of Mrs J A Tonge.
Two interim payments have been received against this legacy and recognised as income during the
year. A further balance is due lo be received., however, the timing and amount of this receipt remain
uncertain at the reporting dale, as the estate has not yet been fully finalised. Receipt of this balance is
considered probable bul cannot be reliably measured at this lime.

Of the Iruslees one is a current partner, and the other a former partner and ongoing consultant to
Pickering & Butters LLP, a related party that provides professional services lo the charity. During the
year, professional fees of £4,134 were accrued for services provided by Pickering & Butters LLP 117

The trustees are also the executors of the estate of Mrs. J A Tonge. During the year, the estate paid

accordance with the terms of the will of Mrs. J A Tonge. No amounts were outstanding from the estate
